For over 10 years, citywide sanitation plans have been developed, and now, citywide inclusive sanitation is being piloted globally, yet no tools exist to monitor changes in sanitation at a citywide level. This paper explores the use of Shit Flow Diagram Graphics (SFDGs) and City Service Delivery Assessments (CSDAs) to monitor changes in sanitation at a citywide level. This was done by documenting the changes in sanitation from 2015 to 2019 in Tiruchirappalli, India, and developing SFDGs and CSDAs for those years. The changes in the SFDGs and CSDAs were then compared with the documented changes. The SFDGs captured all changes in service delivery that affected >1% of the population, and all of the interventions in the enabling environment change in terms of appropriateness, acknowledgment, or implementation were captured by the CSDAs. Therefore, units of both tools were assessed to be appropriate for monitoring purposes. Using these tools to monitor change was complex and tedious, and this was improved by the development of Trend Graphs and Citywide CSDAs. This paper highlights the potential of Trend Graphs and Citywide CSDAs to monitor sanitation at a citywide level. Additionally, this is the first paper to attempt to monitor changes in sanitation holistically at a citywide level.

Devolution, which was incorporated into the Constitution of Zimbabwe through section 264, is a new phenomenon in Zimbabwe. This incorporation came about because of the need for participatory governance and the devolution of power away from the centre. Over the years, local governance has been informed by a plethora of pieces of legislation that do not provide an enabling environment for citizen participation, giving Zimbabwe’s local government a chequered history that excludes citizens from participating in public affairs that affect their lives. An analysis of section 264 of the Constitution revealed that devolution has the propensity to enhance transparency, efficiency and effectiveness as well as the fulfilment of central government’s responsibilities at provincial and local levels. This article argues that the belated implementation of the devolution of power has delayed improved service delivery, effectiveness, efficiency and accountability within local governance. This article further seeks to explain how the implementation of section 264 of the Constitution can bring about good local governance.

The benchmarking framework developed in this study is specifically designed for higher education institutions to consider when developing environments to encourage entrepreneurship among their students, graduates and staff. The objective of the study was to identify key success factors of Graduate Entrepreneurship Incubator Environments (GEIEs) that nurture, encourage and promote entrepreneurship in higher education. Semi-structured interviews with stakeholders in five leading UK entrepreneurial universities were used to collect data on GEIEs. The framework is a non-prescriptive tool which can be used by universities as a practical mechanism for plotting and monitoring progress towards an enabling environment for entrepreneurial graduates.

This study assessed and compared septage management systems in Baliwag, Calamba, Muntinlupa, Pasig, and San Fernando, the Philippines, using fecal waste flow diagrams and service delivery scorecards. According to the fecal waste flow diagrams, San Fernando is the most successful in preventing its environment’s pollution. It is followed by Baliwag, Muntinlupa, and Pasig. In Calamba, all of the fecal waste is disposed of to the environment. According to the scorecards, Pasig has the most efficient septage management service, followed by San Fernando, Baliwag, Muntinlupa, and Calamba. Among the five areas, San Fernando can be considered to have the most efficient septage management system as it had the best fecal waste flow diagram and second highest ratings in the service delivery scorecard. It might have been an advantage that the city itself is managing the whole system—from implementing rules for septic tank plans, to the collection, treatment, and disposal of septage.

Computer programs are now available in various laboratories for the indexing and simulation of transmission electron diffraction patterns. Although these programs address themselves to the solution of various aspects of the indexing and simulation process, the ultimate goal is to perform real time diffraction pattern analysis directly off of the imaging screen of the transmission electron microscope. The program to be described in this paper represents one step prior to real time analysis. It involves the combination of two programs, described in an earlier paper(l), into a single program for use on an interactive basis with a minicomputer. In our case, the minicomputer is an INTERDATA 70 equipped with a Tektronix 4010-1 graphical display terminal and hard copy unit.A simplified flow diagram of the combined program, written in Fortran IV, is shown in Figure 1. It consists of two programs INDEX and TEDP which index and simulate electron diffraction patterns respectively. The user has the option of choosing either the indexing or simulating aspects of the combined program.

Educational audiologists often must delegate certain tasks to other educational personnel who function as support personnel and need training in order to perform assigned tasks. Support personnel are people who, after appropriate training, perform tasks that are prescribed, directed, and supervised by a professional such as a certified and licensed audiologist. The training of support personnel to perform tasks that are typically performed by those in other disciplines is calledmultiskilling. This article discusses multiskilling and the use of support personnel in educational audiology in reference to the following principles: guidelines, models of multiskilling, components of successful multiskilling, and "dos and don’ts" for multiskilling. These principles are illustrated through the use of multiskilling in the establishment of a hearing aid monitoring program. Successful multiskilling and the use of support personnel by educational audiologists can improve service delivery to school-age children with hearing loss.

As the field of telepractice grows, perceived barriers to service delivery must be anticipated and addressed in order to provide appropriate service delivery to individuals who will benefit from this model. When applying telepractice to the field of AAC, additional barriers are encountered when clients with complex communication needs are unable to speak, often present with severe quadriplegia and are unable to position themselves or access the computer independently, and/or may have cognitive impairments and limited computer experience. Some access methods, such as eye gaze, can also present technological challenges in the telepractice environment. These barriers can be overcome, and telepractice is not only practical and effective, but often a preferred means of service delivery for persons with complex communication needs.

Abstract School speech-language pathologists (SLPs) are increasingly likely to serve children of gay, lesbian, bisexual, and transgender (GLBT) parents or GLBT students as cultural and societal changes create growth in the population and increased willingness to disclose sexual orientation. The American Speech-Language-Hearing Association (ASHA) has a progressive nondiscrimination statement that includes sexual orientation as a protected status and strongly urges the membership to develop cultural competence as a matter of ethical service delivery. The purpose of this article is to describe cultural competence in relation to GLBT culture, discuss GLBT parent and student cultural issues as they are important in parent-school or student-school relations, and to provide suggestions for increasing sensitivity in these types of interactions. A list of resources is provided.
