Social policies are commonly defined from scattered knowledge. It is hard to find examples of social policy design based on a systemic perspective, and even harder with formal modeling support. To advance in filling this gap, we studied the case of the tourism development on Barú Island. In this place, tourism is a critical economic activity based on local ecosystem services, but it is being developed without planning and outside of a sustainability focus. We build a qualitative model of the social structure of tourism development that is taking place in the locality. Model building was based on experiences and opinions of local stakeholders, gathered through participatory procedures. Using our model, we projected the future states of the system, assuming several hypothetical public policy scenarios. More specifically, we evaluated the system responses to: (a) a multivariate business–as–usual (BAU) scenario, and (b) two multivariate aprioristic scenarios, pointed to improve expected outcomes. These scenarios were based on the opinions of both stakeholders and experts. We also tested: (c) simple (univariate) aposterioristic scenarios, built from the structural analysis of the system using the sensitivity matrix. Finally, we included: (d) a trivial (and unattainable) scenario, in which every model variable was increased or decreased at convenience. The outcomes of our scenario analysis were evaluated using four different weight sets applied to the projected states of system variables, representing different strategic priorities: social-economic, environmental, mixed, and plain. Our results show that the projected outcomes differ among the tested scenarios and the strategic priority to be adopted. However, in all cases the BAU scenario was markedly the worst. For every strategic priority, some simple aposterioristic scenarios performed slightly better, as compared to the more complex aprioristic ones, and even better than the trivial scenario. This result was more noticeable under the plain strategy. We conclude that aposterioristic scenarios derived from the sensitivity matrix of the qualitative model, particularly decreasing migration risk and increasing governance strength, are the best candidates for tourism policy-making in Barú among the evaluated alternatives. These results should be put in its context and adapted before they can be transferred to other study-cases. Our findings suggest that social policy-making can benefit from structural qualitative modeling. In particular, this approach may give analytical support to the selection of intervention measures from a structural perspective, based on defined strategic priorities. For this purpose, however, the model itself and the outcomes obtained from its analysis should be updated steadily.

Worldwide, active aging policy calls for greater participation of senior citizens in the social, economic, and political realms. Despite emerging evidence of initiatives engaging senior citizens in social activities, little is known about the use of participatory approaches in the design and/or implementation of policies that matter to older citizens. This article identifies initiatives facilitating the civic participation of older people in policy-making in European Union member and associate states, drawing on a review of the literature, consultation of national policy experts, and exemplary case studies. Four main patterns of senior civic participation are identified: adopting consultative or co-decisional participatory approaches in policy design or policy implementation. The four are represented to varying degrees at different geographical levels (national, regional, local), with different actor configurations (appointed, elected/nominated, corporate representation), and with varying degree of institutionalization (temporary/permanent). Case studies illustrate approaches taken to enhance the quality and effectiveness of public services for senior citizens. Future research should strengthen this line of enquiry to cast further light on conditions facilitating the civic participation of senior citizens.

Drawing on current debates in social policy, this paper considers the extent to which social justice has and is informing social policy making in devolved Scotland. Relating to the work of social justice theorists Young, Fraser and Lister in particular, it critically examines some key Scottish social policy measures since 1999, considering some of the ways in which these have been constructed in terms of social justice and which make claims to the Scottish national. Through a focus on the issue of anti-poverty policies, the paper explores the ways in which the dominant policy approaches of the Scottish Government have reflected an uneven and tension-loaded balance between the enduring legacies of Scottish social democracy and the influences of neoliberal economics.

Governmental organisations produce vast quantities of scientific information on the state of the marine and coastal environment which is often intended to guide policy-making to mitigate or reverse the declining trends in the health of the environment. How scientific information is used and how it influences environmental policy and decision making are however not well understood. The apparent disconnect between the knowledge and information produced by scientists and that used by policy makers is attributed to problems at the science-policy interface. Based on a multi-disciplinary literature review, this paper describes how policy makersseek out and use scientific information within the context of policy design in the 21st century. Best practices for increasing information flows across the science-policy interface are drawn from a study of the awareness, use, and influence of The 2009 State of the Nova Scotia Coast Report in coastal policy making in Nova Scotia.Strategic or rational approaches to policy making can increase the two-way flow of information across the science-policy interface as it facilitates collaboration among multiple actors in information generation, transmis-sion, and use. The production, use, and influence of The 2009 State ofNova Scotia's Coast Report in coastal policy making in Nova Scotia demonstrates the strategic approach to policy making whereby coastal policy is being developed through (i) intergovernmental partnerships, (ii) the use of best available information, (iii) linkages between the policy process and policy output, and (iv) public participation.

Participatory mechanisms are now widely used by national and local governments in developed and developing countries. While their purpose and form varies greatly, they all rely on the discretion of a professionalised bureaucracy to manage these processes and prepare their outcomes in a manner that they can feed into policy-making. Bureaucrats thus have a gate-keeping role. They can substantially influence whether and how information from participatory processes feeds into policy-making. Bureaucrats can thereby impact to what extent participatory mechanisms can deliver on their promise of giving citizens greater direct control over the policy-making process. Formal political control over the bureaucracy is limited in this case. Could informal controls make bureaucrats comply more with the demands of participatory mechanisms? This study employs a large field experiment (N=7,532) to test (1) whether citizen input filters through to bureaucrats tasked with policy design and implementation and (2) whether bureaucrats’ engagement with citizen input can be in- creased by using non-monetary rewards and value-based communication. The experiment accounts for heterogeneity by bureaucrat seniority, central versus street-level roles and involvement in the collection of citizen input. It finds no meaningful engagement at the baseline (C=0%) but that motivational interventions can significantly increase engagement (T1= 14%, T2=15%). The findings suggest that currently little input from citizens filters through to bureaucrats, but small tweaks substantially increase the democratic potential of participatory initiatives.

The rise of populist governance throughout the world offers a novel opportunity to study the way in which populist leaders and parties rule. This article conceptualises populist policy making by theoretically addressing the substantive and discursive components of populist policies and the decision-making processes of populist governments. It first reconstructs the implicit ideal type of policy making in liberal democracies based on the mainstream governance and policy making scholarship. Then, taking stock of the recent populism literature, the article elaborates an ideal type of populist policy making along the dimensions of content, procedures and discourses. As an empirical illustration we apply a qualitative congruence analysis to assess the conformity of a genuine case of populist governance, social policy in post-2010 Hungary with the populist policy making ideal type. Concerning the policy content, the article argues that policy heterodoxy, strong willingness to adopt paradigmatic reforms and an excessive responsiveness to majoritarian preferences are distinguishing features of any type of populist policies. Regarding the procedural features populist leaders tend to downplay the role of technocratic expertise, sideline veto-players and implement fast and unpredictable policy changes. Discursively, populist leaders tend to extensively use crisis frames and discursive governance instruments in a Manichean language and a saliently emotional manner that reinforces polarisation in policy positions. Finally, the article suggests that policy making patterns in Hungarian social policy between 2010 and 2018 have been largely congruent with the ideal type of populist policy making.

True, studies and research on tourism policy had a slow start, but today, most aspects of tourism policy are covered well in the literature, and notably, there has been a marked quickening in the pace of study over the past decade. There is proper documentation of the influences on policy, as are the roles of the different stakeholders in the policy process. This contrasts with the understanding of the work of the policymakers that are still incomplete or underdeveloped, as is the nature and influence of the different forms of policy output. The purpose of this chapter, based on one of the models of tourism policy making, is to examine the policy aspects for tourism development and examine the key issues therein. Adopting desk research approach and in-depth review of the literature, this chapter explores the issues regarding policy making and provides a policy perspective to this growing and dynamic sector.
