<p>In this dissertation, I investigate why 'official obesity discourse' discusses obesity in terms of the sins of gluttony and sloth. This question leads me to survey the moral politics of 'official obesity discourse' in New Zealand between 1997 and 2009. I claim that 'official obesity discourse' is not neutral, and contains various ideological biases. I map the overall range of these ideologies onto a schema of three models of obesity causality. I demonstrate that each of these three models corresponds to certain general policy positions of respective governments; to certain specific health policies (issued by the Ministry of Health); and to certain medical understandings of causality. I further show how each ideological model moralises obesity, in a manner that casts various groups and forces in the role of scapegoat. Finally, I argue that the three models of obesity causality I have identified discriminate against people on low incomes and in certain ethnic groups. My study concludes with a research model which can be used by other researchers to reveal the ideological and moral dimensions of obesity discourse in their own contexts.</p>

For several decades, food policy councils (FPCs) have led the effort to place food on local govern­ment policy agendas. While FPCs are making pro­gress in supporting local food systems, they also face institutional and organizational challenges. In recent years, a handful of cities and counties have endeavored to further food system reform with the establishment of full-time government staff posi­tions focused on food policy. As of spring 2020, there were 19 confirmed food policy positions housed in local governments across the United States. While there is considerable literature on FPCs, little research has been published regarding food policy staffing in local governments. Accordingly, this study uses original in-depth inter­views with 11 individuals in municipal or county food policy positions to understand the purpose and function of governmental food policy staff positions and their impact on local food systems. Our findings suggest that these positions help to coordinate and nurture local food programs and policies and have the potential to facilitate mean­ingful participation of individuals and groups in the community in food system reform. We discuss the potential benefits and challenges for governmental food policy positions to support food democracy, and provide the following recom­mendations for communities interested in estab­lishing or strengthening similar positions: (1) iden­tify and coordinate existing opportunities and assets, (2) foster and maintain leadership support, (3) root the work in community, (4) connect with other food policy professionals, and (5) develop a food system vision.

Over the past four decades, there has been a proliferation of interest in the causes, consequences, and dynamics of contestation over collective memories across a variety of fields. Unfortunately, collective memories—particularly those of traumatic experiences of violence such as wars and revolutions—have been largely absent from party politics research. Using data collected in an expert survey on the policy positions and ideological orientations of all relevant political parties, as well as an extensive survey of more than ten thousand voters in the six post-conflict countries of Southeast Europe, we demonstrate that collective memories of war are not only subjects of historiographical contestation but are also significant sources of ideological and policy differentiation among political parties, as well as one of the strongest determinants of voter choice. Our analysis shows that collective memories are politically contested and that party politics research would benefit from taking them seriously.

Indigenous peoples have for the past decades increasingly argued that not only is their traditional knowledge to be recognized in the management of their traditional territories, but that Indigenous control and self-governance over territories and natural resources are crucial for long-term sustainability of the land and cultural revitalisation of its people. In recent years, the Saami in Sweden have also presented themselves as pathfinders, offering advice and solutions for a more sustainable future not only for the Saami society, but for all of Sweden. This paper investigates how Saami claims for rights and stewardship in environmental management are related to Saami cultural revitalisation, within a Swedish colonial framework. It is based on an investigation of the Saami policy positions expressed in policy documents and opinion pieces produced by organisations representing the Saami, linking claims for rights and environmental stewardship with cultural revitalisation and a more sustainable development for all.

This chapter considers why we should be interested in the politics of legislative debate. What does the analysis of legislative debate contribute to our understanding of politics more generally? This is particularly important given that legislative debate is not actually “debate” in any meaningful sense of the word, and that most legislators are not even present when most legislative speeches are made. The answers offered here rest on the assumption that speeches in the legislature allow legislators to commit to policy positions on the official record. If the main concern is politics between parties, debate speeches tend to concern actual policy implementation, likely closer to “true” preferences than electoral aspirations and promises. If the prime concern is politics within parties, debate speeches can give insight into internal party policy divisions, even in settings where the final legislative party vote is tightly whipped.

Patterns of public opinion recently observed in American politics tempt the conclusion that substantive arguments and evidence are less effective, or ineffective, at changing partisan minds when they overtly contradict cues from in-party leaders. This conclusion follows naturally from theories of partisan motivated reasoning. However, observations of public opinion do not provide the counterfactual outcomes required to draw this conclusion. Here we report a large-scale survey experiment in which we randomized exposure to the policy positions of Donald Trump and Joe Biden, as well as information that overtly contradicts their positions. Our design incorporates 24 policy issues and 48 information treatments. We find that the information does persuade partisans on average, and, critically, fully retains its persuasive force even when paired with countervailing cues from in-party leaders. This result holds across policy issues, demographic subgroups, and one- and two-sided cue environments, and is puzzling for partisan motivated reasoning theory.

Purpose International policy approaches to cannabis production and use are changing rapidly, and within the Irish context, alternatives to prohibition are being considered. This study aims to explore policymaker’s attitudes towards the decriminalisation and legal regulation of cannabis for recreational use in the midst of an unfolding policy process, examining the degree which a “policy window” might be open for the implementation of cannabis policy change. Design/methodology/approach Semi-structured interviews were held with eight key informants within the policy field in Dublin, Ireland. Kingdon’s (2014) Multiple Streams framework was used to consider whether the problems, policy and political streams were aligning to support progressive policy change. Findings Irish policymakers indicated broad support for the decriminalisation of cannabis. The legal regulation of cannabis received more qualified support. Existing policy was heavily criticised with criminalisation identified as a clear failure. Of particular interest was the willingness of policymakers to offer opinions which contrasted with the policy positions of their organisations. While a policy window did open – and close – subsequent governmental commitments to examine the issue of drugs policy in a more deliberative process in the near future highlight the incremental nature of policy change. Originality/value This study provides unique insight into the opinions of policymakers in the midst of a prolonged period of policy evolution. A latent aspiration for historical policy change was situated within the realpolitik of more traditional approaches to policy development, demonstrating that the alignment of Kingdon’s (2014) problem, policy and political streams are essential for change in cannabis policy.

This article investigates Western European right-wing populists’ ambiguous relationship with religion and secularism using the example of the French Rassemblement National (RN). Drawing on social cleavage theory, survey data and elite interviews with RN leaders, French mainstream politicians and Church authorities, it finds that the RN employs Catholicism and laïcité as cultural identity markers against Islam to mobilise voters around a new identity cleavage between liberal-cosmopolitans and populist-communitarians. However, instead of a rapprochement with Christian policy positions, ethics and institutions, this article finds that the RN is becoming increasingly secularist in its policies, personnel and electorate. This finding is of significant relevance for the broader populism and religion literature not only because it suggests the centrality of right-wing identity politics for populist parties, but also because it challenges traditional assumptions about the relationship between right-wing populism and religion by providing evidence that in Western Europe the former is increasingly dominated by its ‘post-religious’ wing.
