The article focuses on the assessment and evaluation of the passability in densely populated parts of cities with multi-storey housing estates, in terms of the operation of the integrated rescue system (IRS) in the Czech Republic. The aim of the research is to minimize the arrival times to conduct the intervention as efficiently as possible. The presented problem is caused by unsystematic development of housing estates and the emergence of secondary problems in the form of inability to reach the place of intervention by the larger IRS vehicles. The vision presented in this document presents a systematic approach to improve the serviceability of individual blocks of flats. The main aim is to ensure passability, even for the largest equipment, such as fire engine ladders. Detailed mapping of the selected sites by drones, construction of their digital model, and subsequent virtual verification of the passability by specific vehicle models on identified access roads was performed. The results obtained by this procedure can then be implemented in the navigation of the fire safety forces and facilitate their arrival at the site of intervention. At the end, specific ways are presented in which the whole system can be modified to be able to intuitively change and choose individual access routes in real time, based on the current situation in the area.

Abstract The housing estates were built on the basis of the urban concept as a whole. These units can be viewed with a certain development potential, which they hide in the framework of a sustainable increase in the quality of life. All housing functions, not only in the housing estate, are decisive for the development of the whole society. In the sphere of housing, a person is born, formed and developed as a social and cultural being, therefore it is necessary to deal with the issue of identity, urbanity and the division of housing estates.

Housing estates thus have been and will continue to be a long-term part of the housing the Czech Republic. Research addresses the artistic and architectural level of regeneration of prefabricated-panel buildings in the past twenty year, shows how the form of reconstructed facades has developed and illustrates the use of the building facade in the context of the environment in which the residential building is located.

In 2010, the Faculty of Safety Engineering at the VSB – Technical University of Ostrava (FBI VŠB-TUO) commenced work on the SIMPROKIM (Simulation of crisis management processes in the system of whole-life education of the integrated rescue system (IRS) units and public administration bodies) project. The SIMPROKIM project falls under the framework of Safety research program, financed by the Ministry of Interior of the Czech Republic (MI CR), for which two main objectives have been determined:

Abstract The aim of this paper was to determine by means of a questionnaire survey to what extent large and medium-sized companies in the Czech Republic apply a systematic approach to education. This is, amongst other things, dependent on the existence of long-term and annual education plans and on whether the education is organized systematically by a personnel department or by a dedicated staff department focused on education. Two hypotheses were set. The first, that in at least 70 % of large companies and 50 % of medium-sized company education is organized by a personnel department or a separate staff department focused on education. The second, that at least 70 % of large companies and 50 % of medium-sized companies have a long-term education plan, including an annual education plan, in place. Although neither of the hypotheses were confirmed, it was proven that large companies approach the issue of corporate education in a more systematic way than medium-sized ones.

Rural development is a topic that is frequently discussed, but there is no consensus on how to measure it. Various criteria exist such as economic, social, cultural or environmental, which can be used to assess rural development. Therefore the main question addressed in this paper is to identify what factors and indicators are suitable for scrutinizing development of rural areas under the conditions of the Czech Republic. For this purpose, articles focused on Czech rural regions were analysed. Fourteen most frequently used indicators were identified based on the comprehensive analysis of the selected Czech studies.

AbstractThis report is a review of the response and the activities of the Emergency Medical Services during a huge flood that devastated one-third of the territory of the Czech Republic in July 1997. The Emergency Medical Services personnel extracted by helicopter a great number of citizens who were trapped in their flats and homes. For diabetics and cardiacs who were isolated from the surface transport, the EMS personnel supplied necessary medication, and transported patients to hemodialysis. The cooperation between non-medical emergency services and the district crisis staff of the Integrated Rescue System, varied in different districts. However, in most flooded districts, the cooperation was satisfactory. In addition, a large number of volunteers helped in the first days of the flood.Unfortunately, 49 people died because of the flood. Nevertheless, since the EMS was able to manage the extraordinary needs, the number of emergencies and hospitalizations was low.

The paper deals with transportation infrastructure criticality because this quantity determines the State capability to overcome the critical conditions and to ensure the inhabitants survival. The criticality rates for individual types of transportation infrastructure and for the entire transportation infrastructure are determined by data from experts from the areas: transportation; transportation management in the territory; supply chains; public administration; and the Integrated Rescue System. The experts assessed 14 factors, which have been often used in the developed world countries, from the view of human security and development. The result values and their interpretations were determined by using the Multiatribute Utility Theory.
