The most important goals on the Europe 2020 Strategy contained were the climate/energy goals, which determine the achievement of other targets of the strategy. The aim of the article is to evaluate the implementation of the climate/energy targets of the Europe 2020 Strategy by the EU Member States in 2010 and 2019 and to compare the results achieved by them. To measure them, a basic set of indicators was used for this purpose, which the authors supplemented with additional indicators. The evaluation was done using the taxonomic and zero-unitarization method. They made it possible to integrate all indicators. Moreover, the added value in relation to other studies is: the use of individual indicators, instead of general ones obtaining additional information about the internal structure and nature of the implementation of multidimensional groups of targets and focusing solely on the achievement of climate/energy targets. The achieved results not only reflect the progress of the Member States in achieving the climate/energy targets and the differences in the level of achieving objectives between countries, but they are also discussion on future strategic objectives, their indicators and necessary directions for a further community climate/energy policy.

Europe 2020 Strategy highlights bioeconomy as a key element for smart and green growth in Europe. Bioeconomy in this case includes agriculture, forestry, fisheries, food and pulp and paper production, parts of chemical, biotechnological and energy industries and plays an important role in the EU’s economy. The growth of key industries of bioeconomy – agriculture and forestry – highly depends on an efficient and productive use of land as a production resource. The overall aim of this paper is to evaluate opportunities for development of the main sectors of bioeconomy (agriculture and forestry) in the EU based on the available resources of land. To achieve this aim, several methods were used – monographic, analysis and synthesis, induction and deduction, statistical analysis methods. The findings show that it is possible to improve the use of land in the EU Member States. If all the Member States reached the average EU level, agricultural products worth EUR 77 bln would be annually additionally produced, which is 19 % more than in 2014, and an extra 5 billion m3 volume of forest growing stock would be gained, which is 20 % more than in 2010.

The most important goals included in the Europe 2020 Strategy are climate/energy targets, which determine not only the achievement of its other goals but also climate neutrality by 2050. This article aims to assess the efficiency of implementing the climate/energy targets of the Europe 2020 Strategy and to analyse changes over time, taking into consideration the structural diversity between the old (EU 15) and new EU members (EU 13) in the period of 2014–2018. The assessment of changes in the efficiency of climate/energy targets over time adds value to the evaluation methods used to date in this area. This was done using data envelopment analysis (DEA) and the Malmquist index. Earlier works usually specified only the level of target achievement, mostly jointly in relation to all of the goals of the Europe 2020 Strategy. The efficiency of their implementation at the macroeconomic level has not been studied. Furthermore, the added value of this paper consists in obtaining additional information concerning the internal structure and character of the studied efficiency of old and new member states. Changes in the efficiency level have been analysed with regard to the key climate/energy indicators used to monitor the Europe 2020 Strategy. Based on the results, the EU countries were divided into six groups with similar levels of efficiency in achieving energy and climate objectives and ranked using the DEA–Malmquist index according to changes in their level over time. This makes it possible not only to assess the performance of countries but also to formulate recommendations for decision-makers.

Abstract This article critically assesses EU harmonisation in the field of labour immigration. It argues that EU directives are limited both in scope and intensity which explains their relatively low effectiveness and added value. Given the current political and institutional context, the article claims that a truly common labour immigration policy is unrealistic. Labour immigration remains a predominantly national prerogative and EU rules have done little to overcome normative competition between EU Member States. Looking forward, the EU should adopt complementary measures to Member States’ policies. The role of the EU in this sensitive policy area should be better defined and justified, in particular in relation to the principle of subsidiarity.

Energy policy has been considered as a “special case of Europeanization,” due to its tardy and patchy development as a domain of EU activity as well as its important but highly contested external dimension. Divergent energy pathways across Member States and the sensitivity of this policy domain have militated against a unified European Energy Policy. And yet, since the mid-2000s cooperation in this policy area has picked up speed, leading to the adoption of the Energy Union, presented by the European Commission as the most ambitious energy initiative since the European Coal and Steel Community. This dynamism has attracted growing scholarly attention, seeking to determine whether, why and how European Energy Policy has consolidated against all odds during a particularly critical moment for European integration. The underlying question that emerges in this context is whether the Energy Union represents a step forward towards a more homogenous and joined-up energy policy or, rather a strategy to manage heterogeneity through greater flexibility and differentiated integration. Given the multilevel and multisectoral characteristics of energy policy, answering these questions requires a three-fold analysis of (1) the degree of centralization of European Energy Policy (vertical integration), (2) the coherence between energy sub-sectors (cross-sectoral integration), and (3) the territorial extension of the energy acquis beyond the EU Member States (horizontal integration). Taken together, the Energy Union has catalyzed integration on the three dimensions. First, EU institutions are formally involved in almost every aspect of energy policy, including sensitive areas such as ensuring energy supplies. Second, the Energy Union, with its new governance regulation, brings under one policy framework energy sub-sectors that had developed in silos. And finally, energy policy is the only sector that has generated a multilateral process dedicated to the integration of non-members into the EU energy market. However, this integrationist dynamic has also been accompanied by an increase in internal and external differentiation. Although structural forms of differentiation based on sectoral opt-outs and enhanced cooperation have been averted, European Energy Policy is an example of so-called “micro-differentiation,” characterized by flexible implementation, soft governance and tailor-made exemptions and derogations.

In the current economic and social crisis affecting Europe, dialogue is of great importance. The reaction of the EU to the present situation is evident from various discussions and documents. Following the ambitious Lisbon Strategy, a document created during a period of economic growth for most of the Member States, we now have before us the Europe 2020 Strategy. In this article, the author explores the contents of this strategy in light of the implementation of its goals of multilevel governance.

The following international comparison of selected indicators of farms stems from the official results of investigations on holdings incorporated in the "Farm Accountancy Data Network" (FADN) and it is based on the standard outputs recalculated for the average agricultural holding in each Member State. The paper accepts the mandatory concept that defines the basic indicators serving to illustrate the creation and division of income from farming in the FADN system. The presentation of the results develops from the indicators assessing the overall agricultural production divided into its basic components. Production and cost indicators, operational subsidies, gross and net added value per one hectare of agricultural land, or per one AWU and other derived indicators are analysed.

The Europe 2020 Strategy occupies a prominent place in the European Union's (EU) cohesion policy as a long-term programme for social and economic advancement. The main objective of the strategy is to implement the idea of smart, sustainable and inclusive development. An important priority implemented by EU countries in the context of implementing the assumptions of the Europe 2020 strategy is smart growth, i.e., the development of an economy based on knowledge and innovation. This requires significant spending on research and development and the use of mechanisms that enable the rapid transfer of theoretical knowledge into economic practice. The Europe 2020 strategy has set new targets for increasing competitiveness and accelerating the development of EU regions and countries. For all regions, including the economically weakest ones, the implementation of the Europe 2020 Strategy goals has been an important stimulus for the development and increase in competitiveness of EU regions. The decade just ending justifies carrying out assessments that must be intricately linked to the analysis of indicators set by the European Commission within the framework of the strategy's three priorities, i.e., smart, sustainable and inclusive development. The aim of the article is to assess the degree of implementation of the assumptions of the Europe 2020 Strategy in EU Member States. With the use of a synthetic indicator calculated using a multidimensional comparative analysis based on the Hellwig method, a ranking of EU countries, in terms of implementing the Europe 2020 Strategy assumptions, was established. The main indicators proposed by Eurostat for monitoring the Europe 2020 Strategy were applied for the assessment. As a result of the conducted research, conclusions were formulated regarding the importance of the Europe 2020 Strategy in the implementation of the cohesion policy principles in EU Member States. The research results show that the countries that have achieved the best results in the implementation of the assumptions of the Europe 2020 Strategy are also leaders in the ranking of competitiveness taking GDP per capita into account published by the European Commission.
