According to the United Nations report, climate disasters have intensified in the past 20 years, and China has the largest number of disasters in the world. So the study of meteorological disaster governance capacities is critically important for China. We designed a meteorological disaster governance capacity evaluation system to calculate the evaluation values by using the generalized λ-Shapley Choquet integral, a method that considers the interaction between indicators. We used various official statistical yearbooks and internal data of China Meteorological Administration (CMA) and weight intervals set by meteorologists for each level of indicators to calculate the evaluation values of meteorological disaster governance capacity in mainland provinces, from 2014 to 2018. We compared them with other methods (entropy weight method, Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS), and Analytic Hierarchy Process (AHP)), and the results showed that the results calculated by the designed interaction method provided in this paper are more stable and differentiated. The results show that provincial meteorological disaster governance capacities in Mainland China are characterized by uneven development and a pro-slight polarization phenomenon. This leads to policy recommendations: Provinces should strengthen the construction of meteorological disaster information; provinces with outstanding capacity must strengthen the experience sharing with provinces with lower capacity.

The evaluation of rural governance capacity is a crucial part of studying the economic and social development of rural areas in the Henan Province. Based on the theory of social structure, this article studies the rural governance capacity. We construct a governance capacity evaluation indicator system from the perspective of social structure theory and use the entropy weight method TOPSIS evaluation model to calculate indicator weight and governance ability score of every township. The results illustrate that the overall governance capacity score is low, and there are differences among regions. The weights, which are different among different governance agents, provide a certain guidance for effectively improving governance capabilities. This study will offer a reference for the assessment of the governance of rural areas in Henan or in areas with similar economic and social development to the Henan region.

For green logistics, entropy fuzzy analytic hierarchy process is applied to evaluate its cost management. Firstly, based on the theory of environment resources value, the composition of green logistics cost is put forward. Then, a green logistics costs management evaluation system is established. Based on the dynamic uncertainty of environment cost index, entropy fuzzy analytic hierarchy process is applied to evaluate it. Finally, the entropy weight fuzzy analytic hierarchy process is reasonable and effective for green logistics cost management by numerical examples.

Based on detailed analysis of the influencing factors on energy security, this paper build the China's energy security evaluation index system considering energy transport from the four aspects of energy supply, energy consumption, energy, transport, energy and social environment, then classified the level of energy security according to the evaluation system. At last, this paper made an empirical analysis on the 2001-2010 energy security through the Analytic Hierarchy Process.

This paper presents an urban road traffic evaluation system from traffic behavior, transport, traffic supply and traffic concept using the analytic hierarchy process techniques. We collect data by distributing questionnaires in Qingdao and determine the congestion evaluation index system after processing the data by factor analysis. The system is designed to emulate human's expertise on specifying four levels of traffic congestion within the urban area. Case analysis shows that our evaluation system is provided for the government to manage urban traffic networks.

Background. Psoriasis is a complex skin disease and difficult to evaluate, and this study aimed to provide an objective and systematic approach for evaluating the efficacy of psoriasis. Methods. We sought to construct a Bayesian network from sixteen indicators in four aspects of psoriasis (skin lesion conditions, laboratory indexes, quality of life, and accompanying symptoms) and obtained weights of each index by combining the analytic hierarchy process with maximum entropy self-learning. Furthermore, we adopted stability analysis to calculate the minimum sample size of the system. The extended set pair analysis was utilized to evaluate the efficacy based on improved weights, which overcomes the limitation of set pair analysis (unable to evaluate the efficacy with uncertain grades and thresholds). Results. A total of 100 psoriasis vulgaris patients were included to evaluate the curative effect by the system. We obtained the weights of each index and the Euclidean distance for efficacy evaluation of 100 patients. The sensitivity analysis proved that the results had no significant change with the variation of single patient’s indexes, which indicated that our results were stable to assess the effectiveness. Conclusions. We provided an available method of comprehensive effective evaluation of various indicators of psoriasis and based on both subjective and objective weights.

With the accelerated pace of urbanization, green buildings and green smart buildings gradually come into people’s vision and are highly valued by all sectors of society on the premise of meeting sustainable development strategy. Firstly, this paper selects 7 first-level index factors and 20 second-level index factors to establish the green smart building evaluation system. Secondly, this paper uses the analytic hierarchy process-fuzzy comprehensive evaluation (AHP-FCE) method to determine the weight of each secondary index. Finally, the feasibility of the evaluation system is verified by case analysis, and some suggestions on green smart building are put forward.

Facing the current complex operation and management situation, power grid companies must improve the level of precision investment and improve the efficiency of project input and output. Based on the different goals of project investment, this paper uses comprehensive benefit evaluation methods to carry out micro-investment demand analysis from the project dimension, builds a quantitative evaluation index system for comprehensive benefits of power grid projects based on effectiveness contribution evaluation, and combines the analytic hierarchy process and entropy weight method to determine the index weights. Analyze the contribution degree of each project to the power grid after it is put into production through indicators, and realize the priority ranking of power grid investment projects according to the comprehensive benefit evaluation score of the project. The research results can provide reference and reference for improving the output efficiency of power grid investment projects.

Supplier management is an important part of supply chain management, combined with the feature of the power industry, the paper design supplier comprehensive evaluation system of power grid enterprises, and put forward comprehensive green degree into supplier evaluation index system to conform to the national grid company production requirements. Firstly, according to the index system, the analytic hierarchy process evaluation method to draw the initial weights, secondly, the modification of entropy weight method to reduce the subjective factor influence on the evaluation results by AHP , finally, an example is given to demonstrate the feasibility of the evaluation index system for the power grid enterprise, it aslo provides a theoretical basis for decision-makers during the vendor selection.
