Combined with the characteristics of the Chinese environmental regulation supervision system and evolutionary game theory, the spillover effect of local governments’ investment behaviour has been incorporated into their payment function to study the influence of spillover on the strategy choice of local governments and enterprises. The results show that (1) the spillover effect is one of the reasons for distortions in the implementation of environmental regulations. Whether the influence of the spillover effect on the probability of local governments choosing the strategy of strict supervision is positive or negative depends on the environmental benefit of the local government’s environmental protection investment. (2) Increasing the reward for the enterprise’s complete green technology innovation behaviour is conducive to improving the probability of the enterprises choosing the strategy of complete green technology innovation, while it reduces the probability of local governments choosing the strategy of strict supervision. Increasing punishment for enterprises’ incomplete green technology innovation behaviour is conducive to improving the probability of enterprises choosing the strategy of complete green technology innovation, but its impact on the probability of local governments choosing the strategy of strict supervision is uncertain due to the limitations of many factors. (3) Enterprises’ emission reduction capacity is positively related to the probability of the enterprises choosing the strategy of complete green technology innovation and is negatively related to the probability of local governments choosing the strategy of strict supervision. The research conclusions provide a new explanation for the distorted enforcement of environmental regulations from the perspective of the spillover of local governments’ investment behaviour.

The potential broad market of green consumption has encouraged an increasing number of enterprises to carry out green technology innovation activities. This paper examines a two-stage supply chain of e-commerce sales channels under different cooperative models. We find that consumers’ green preferences are the main factor that affects green product market demand. The manufacturer and the retailer can raise the levels of green technology innovation and extend green promotional services to expand product market demand in online and offline channels. However, consumers’ e-commerce preferences and online free-riding behaviors affect the manufacturer’s sales channel choice. The retailer can improve the level of green promotional services to hold offline channel market demand, while promotional behaviors have a positive/negative spillover effect on online market demand if the level of free riding falls above/below consumers’ e-commerce preferences. The higher the cooperative level is, the later the manufacturer will open the online channel and close the offline channel to ensure a high level of green promotional service from the cooperative retailer. The results show that the stronger the level of cooperation among all members is, the better the economic, ecological, and social benefits will be. Therefore, we design a revenue-cost sharing contract that can effectively motivate green technology innovation and green promotional services and afford all members win-win profits.

The dynamic evolution game model is built by using evolutionary game theory, and the evolutionarily stable strategy is analyzed by matlab2018b software in this paper. The cooperation willingness, sharing level, income distribution, and punishment mechanism are comprehensively considered in this model, and numerical simulations of the influence of various influencing factors on the cooperation strategy selection of green technology innovation for construction enterprises are carried out. Then, countermeasures and suggestions are put forward. The results of evolutionary game analysis show that the cooperation willingness, sharing level, income distribution, and punishment mechanism have a significant impact on the cooperative evolution direction of green technology innovation for construction enterprises, separately. Stronger cooperation willingness or higher relative value of positive spillover, or reasonable income distribution can promote partners to adopt active cooperative strategies, while appropriately increasing punishment intensity can prevent opportunistic behaviors and improve the probability of success of cooperative innovation.

The application of green technologies can reduce environmental hazards and promote sustainability. The connotation of green technology innovation has two main aspects: the first aspect is the generation of green technology from nothing to something, and the other aspect is the improvement and upgrading of existing green technology; these two aspects are related. However, from the existing research, there are relatively few studies on the process of green technology innovation from these two aspects at the same time. If green technology is not studied from this perspective, the evolutionary process and influencing factors of green technology from generation to development cannot be clarified, which is not conducive to the development of green technology and the realization of the goal of environmental friendliness. Research considers the green innovation process from R&D to upgrading linkages and analyses the roles of government departments, green technology R&D institutions, and green technology application enterprises in green technology innovation. In addition, the green technology application enterprises are considered to promote technology enhancement through technology application feedback with green technology R&D institutions. The evolutionary game model of three subjects was established, the strategic evolution process of different subjects was analyzed, the influence of each element on the strategic choice of different subjects was explored, and the stability analysis of strategic choice was conducted using simulation software. The study shows the following: (1) The greater the government’s punishment and support to green technology R&D institutions, the more favorable it is for green technology R&D institutions to carry out green technology R&D. (2) In green technology applications, if the government has no direct interest relationship with green technology application enterprises, the enterprises will choose negative response behavior. (3) The greater the technology enhancement gains of green technology R&D institutions and the greater the feedback gains of technology applications actively carried out by enterprises in response to the government’s call, the more the government departments tend to support green technology R&D.

Abstract As an important production factor, land resources significantly impact green technology innovation (GTI). However, the misallocation of land resources caused by the government's "second-hand" land supply strategy has become increasingly prominent, which will adversely affect GTI by affecting the allocation of innovative elements. Based on the research data of 252 cities in China from 2008 to 2017, this paper uses panel space measurement estimation and panel threshold estimation empirical methods to test the theoretical hypothesis of the impact of misallocation of land resources on GTI. The study finds that local or neighboring land resources' misallocation has a hindering effect on local GTI. Furthermore, the misallocation of land resources has a threshold effect on the impact of GTI. The relatively high level of local economic development and environmental regulation reduces the restraining effect of the misallocation of land resources on GTI, and vice versa. Therefore, local governments should optimize the allocation of innovative elements, accelerate the construction of an efficient and market-oriented green technology innovation system, reduce the excessive intervention in land resources, and enhance the vitality of innovation entities to improve the level of green technology innovation.

This paper uses two-stage super efficiency network SBM DEA model to calculate the efficiency of green technology innovation, and analyzes the spillover effect of three different environmental regulations, namely command control, market incentive and independent participation. The results show that the direct effect of the command control environmental regulation on the efficiency of green technology innovation is positive, the indirect effect and the total effect are negative; the direct effect, indirect effect and total effect of market incentive environmental regulation and independent participation Environmental Regulation on the efficiency of green technology innovation are positive.

This research uses a two-way fixed effect model to examine the correlation between the development of high-speed rail and the growth of green technology innovation by adopting the panel data of 284 Chinese cities between 2004 and 2013. The empirical results show that the supply of high-speed rail services has a significant promoting influence on the advance of urban green technology innovation capabilities. In particular, cities located in central and western China, along with those cities with relatively little government support or relatively backward public cultural infrastructure, have more chances to benefit from the supply of high-speed rail services. In addition, by employing a mediating effect model, this article finds that the industrial collaborative agglomeration plays an important mediating role between high-speed rail and regional green technology innovation. Therefore, this article suggests that the Chinese central government should continue to accelerate the construction of the rapid transportation network and expand the coverage of high-speed rail services in China to increase the growth of green technology innovation and achieve steady and sustained economic growth in China. Meanwhile, local governments should actively guide the collaborative agglomeration of manufacturing and related producer service industries under local conditions to stimulate the expansion of the green technology innovation market.
