General land-use planning has a critical role and a guiding significance for economic and regional social development. To increase the ability of planning to cope with regional economic changes in an orderly manner and to defend the legal status of the planning guidance role, this article takes Rongchang District as a case study. This study combines GIS spatial analysis to select speed indicators, the center of gravity offset theory, and the spatial fit model and analyses the implementation process and the adjustment situation of planning from the perspectives of ‘quantity’, ‘time’, and ‘space’. The main results are as follows: (1) The completion rate of cultivated land and the surplus rate of urban land show that planning can effectively guide the direction of land use, with the results of 101.9% and 15%, respectively. The difficulty of planning implementation lies in the control of rural residential land because the actual annual average withdrawal rate of rural residential land is less than one-third of the planned rate, with an actual withdrawal area of 97.22 hm2 per year on average. (2) The results of the spatial coincidence degree and the barycentric offset angle demonstrate that planning plays a prominent role in guiding the direction of land use, although deviations remain between planned and actual land-use demand, with values ranging from 0.9 to 1 and an angle of less than 30° between the implementation process and the target year. (3) From 2013 to 2015, the planning of the study area was adjusted 32 times with an area of 2301.7 hm2. This finding indicates that planning is characterized by frequent disorder and that the gap between land use and planning is alleviated at the cost of the planning authority. (4) The degree of the coincidence between the adjusted plan and the land-use change data decreased year by year, reaching 0.99 two years after implementation of the plan, which is closest to the actual land demand. Thus, general land-use planning can guide the direction of land use to some extent, and the adjustment of planning can alleviate the contradictions of land-use demand under the changes of economic development, but the disorder ignores the legal status of planning. Making regular dynamic adjustments to the plan can provide ideas for planning compilation and revision while maintaining economic benefits and guiding functions without losing legal status.

So far, China’s particulate pollution control is principally focused on primary particles and sulfur dioxide from coal combustion. The contribution of ammonia emissions to particulate matter with an aerodynamic equivalent diameter of less than or equal to 2.5 microns (PM2.5) has been increasingly emphasized. As a world-famous agricultural country with 523 million farmers (2017, National Bureau of Statistics of China), approximately 70.0–90.0% of China’s ammonia emissions come from agriculture. With such a huge population, agriculture industrialization (socioeconomic policies and technology upgrades to reduce ammonia emissions from fertilizers and livestock) has a large potential but is more vulnerable to costs compared to other industries. We need a solution involving both economic benefits and environmental protection. For this purpose, we sent out an anonymous questionnaire consisting of 16 questions to 420 farmers and conducted a field visit survey in a rural area of Jiangsu Province. Through statistical analysis, we found that the use of nitrogen fertilizers in agriculture, which are an important source of ammonia through volatilization, is normal (200/420 × 100% = 47.62% of farmers use such fertilizers). Among the 420 farmers surveyed, 90.71% of them have knowledge of air pollution from agricultural activities and 92.15% of them have certain understanding of agricultural industrialization policies, indicating that coordinated control of ammonia emissions can be achieved together with policy propaganda. Through factor analysis and correlation analysis, we find that the early propaganda of policies can help farmers to be more willing to accept the policies. The correlation coefficient between awareness of pollution and policy approval is 0.94, and that between policy publicity and policy approval is 0.95. Generally speaking, the promotion of policies is worth carrying out during the implementation process.

The potential of property rate has been least tapped by decentralized governments in Ghana. This paper investigates the property rating system in Ghana through a case study of Offinso South Municipality (OSM). Questionnaires were used to gather empirical data from property owners in the municipality. The paper finds that there is inadequate property tax administration system and high public disdain for the property tax in OSM, with a significant association between compliance with the property tax and land use regulations in OSM. The paper suggests that the Offinso South Municipal Assembly (OSMA) should improve its land use planning system to facilitate voluntary compliance with the property tax. OSMA should also address accountability and transparency problems in the property tax system in order to increase public confidence in the tax regime. The OSMA should also improve on the property tax collection modes by computerising the billing and collection processes.

Cannabis production has expanded significantly across southern Ontario with the legalisation of theindustry. Much of this expansion has occurred within the rural countryside, through the utilisation of existinggreenhouse infrastructure. While the growth of this sector provides economic benefits to rural communities, complaints from adjacent residents related to lighting and odour issues are common and mitigation of such issues is complex. Land use planning policies have been established across southern Ontario to manage the development of cannabis greenhouses; however, policies vary by region and countyand the appropriateness of these policies have not been tested. This study seeks to analyse municipalplanning policies that regulate cannabis production and understand the impacts of these policies on sector,adjacent land owners and rural communities. Planning policies will be analysed at the municipal, regional orcounty level, with the creation of a database to highlight consistency and differences between communities. Case studies will be utilised to gain better insights into the challenges and opportunities related to cannabis production and planning mitigation. This presentation will provide a summary of current research findings, including highlights of a municipal scan of zoning by-law policies and informalinsights into policy appeals in southern Ontario.
