How to combine disaster prevention and mitigation, post-disaster reconstruction and poverty alleviation has become a new hot issue. On 12 May 2008, a major earthquake devastated the Wenchuan area in Sichuan Province in the heartland of China. After ten-years have passed, it is a good time to review what we learned from the Great Wenchuan earthquake. The impact of Wenchuan earthquake on poverty-stricken counties, poverty-stricken villages, and poverty-stricken households was analyzed. Suggestions for improving the method of combining disaster prevention, post-disaster reconstruction, and poverty alleviation were proposed. The results from this research could serve as an important reference for formulation of the poverty alleviation and development program after a major earthquake.

Wenchuan earthquake caused the heavy losses in relation to a number of valuable historical and cultural cities in the disaster areas. A comparison to the experiences concerning prevention and reduction planning systems applied in the advanced countries found that the lack of similar ideas before the earthquake contributed one of the main factors to the losses. A further review of the whole post-disaster reconstruction planning system and a field survey affirmed that the protection of the historical and cultural cities was specified in principle, but, in practice, the special protection planning was ignored and the protection endeavor was needed. Therefore, some objective suggestions and opinions regarding historical and cultural city planning and construction were inferred from the viewpoints of disaster prevention and reduction.

Abstract. Our world is prone to more frequent, deadly and costly earthquake disasters, which are increasingly uncertain and complex due to the rapid environmental and socio-economic changes occurring at multiple scales. There is an urgent need to recover rapidly and effectively for community after earthquake disasters. To enhance community recovery, it is necessary to have a good initial understanding of what it is, its determinants and how it can be measured, maintained and improved. So this article proposes the concept of community recovery as the capacity to recover and rebuild after the earthquake disasters by considering the original perspective of recovery. And we develop a new quantitative approach to measure community recovery to earthquake from four dimensions (population, economic, building, and infrastructure) by extending the concepts of recovery triangle. Taking the community of Wenchuan as the example to test our mathematical model and compare different recovery levels of four dimensions under the situation of Wenchuan Earthquake, the results can help the policy makers identify the low-recovery dimensions of Wenchuan to enhance post-disaster recovery and reconstruction efforts, and address the vital importance of local government in improving the post-disaster recovery.

Sichuan Province in China is one of the world’s most earthquake-stricken areas. Wenchuan and Lushan Counties in Sichuan and other earthquake-stricken areas contain rural settlements subject to geological disasters and poverty. However, there is little research on the characteristics of disaster-preparedness behavior and whether these differ between professionals and the general public in rural settlements with high earthquake risk and poverty. Using survey data from 327 farmers in rural settlements affected by major earthquakes in Wenchuan and Lushan Counties, independent-sample t-tests and chi-squared tests were used to test for differences in the disaster-preparedness behaviors of professionals and the general public. The results show that (1) there were significant differences in emergency-disaster preparedness, knowledge and skills preparedness and overall disaster-prevention preparedness, and (2) there was no significant difference in physical disaster-prevention preparation. Based on these results, the study suggests policy directions for regional poverty alleviation, disaster prevention and reduction and disaster management.
