Protection Planning of Historical and Cultural City Based on the Concept of Disaster Prevention and Reduction

Wenchuan earthquake caused the heavy losses in relation to a number of valuable historical and cultural cities in the disaster areas. A comparison to the experiences concerning prevention and reduction planning systems applied in the advanced countries found that the lack of similar ideas before the earthquake contributed one of the main factors to the losses. A further review of the whole post-disaster reconstruction planning system and a field survey affirmed that the protection of the historical and cultural cities was specified in principle, but, in practice, the special protection planning was ignored and the protection endeavor was needed. Therefore, some objective suggestions and opinions regarding historical and cultural city planning and construction were inferred from the viewpoints of disaster prevention and reduction.

How to combine disaster prevention and mitigation, post-disaster reconstruction and poverty alleviation has become a new hot issue. On 12 May 2008, a major earthquake devastated the Wenchuan area in Sichuan Province in the heartland of China. After ten-years have passed, it is a good time to review what we learned from the Great Wenchuan earthquake. The impact of Wenchuan earthquake on poverty-stricken counties, poverty-stricken villages, and poverty-stricken households was analyzed. Suggestions for improving the method of combining disaster prevention, post-disaster reconstruction, and poverty alleviation were proposed. The results from this research could serve as an important reference for formulation of the poverty alleviation and development program after a major earthquake.

In this paper, the main features of the policies adopted in Italy for seismic risk reduction are discussed. Particular attention is given to the Pre-disaster prevention activities such as the implementation of the building code, the seismic risk assessment for a priority scale of intervention, tax incentives and public funding for the vulnerability reduction of the existing buildings, information to population and school education, technical training of experts. The phases of response and post-disaster activities, including emergency management, search and rescue, loss scenarios, and safety assessment of buildings, are also discussed taking example from the most recent devastating earthquakes in Italy (L.Aquila 2009, Amatrice 2016).

AbstractOne of the main challenges in assisting displaced persons who have lost their homes as a result of a natural hazard is the provision of adequate post-disaster accommodations, such as temporary housing. Although the need for temporary housing has increased around the world in recent years, it has been criticized on economic, environmental, and social grounds. A universal approach to post-disaster accommodations cannot successfully deal with this issue because each recovery process involves a unique set of conditions. Therefore, rather than defining a specific strategy, this study aims to present an approach capable of producing customized strategies based on contextual and social conditions. To this end, first, the main factors influencing the choice of post-disaster accommodations are identified through five case studies. It is concluded that all of the factors can be organized into three main vertices to simplify the highly complex issues involved in post-disaster accommodations. The case studies also show that the decision-making process consists of two main parts. To date, a recurring failure to distinguish between these two parts has led to unsuitable outcomes. Thus, this paper presents a new decision-making methodology, consisting of multiple steps, phases, and indicators based on the main vertices.

The paper is dedicated to issues related to the development of territories by means of improvement of efficiency and development of cityplanning systems. One of the top components of the territory attractiveness is economic. Economic indicators are formed taking into consideration development of social parameters of this territory, and have reverse influence on the social development of territory. Economic indicators have impact on economic and innovative components of territorial development. Therefore, the importance of issue related to the improvement of economic component efficiency defined the purpose of this paper. The paper analyses indicators and criteria of economic attractiveness of territory, such as business activity, production potential, human resources management and investment component. Territory economic attractiveness assessment method is proposed using analysis, assessment and calculation of every single indicator of economic component of spatial-organizational model of city-planning system.

Recently, a rapid growth in the population in urban regions demands the provision of services and infrastructure. These needs can be come up wit the use of Internet of Things (IoT) devices, such as sensors, actuators, smartphones and smart systems. This leans to building Smart City towards the next generation Super City planning. However, as thousands of IoT devices are interconnecting and communicating with each other over the Internet to establish smart systems, a huge amount of data, termed as Big Data, is being generated. It is a challenging task to integrate IoT services and to process Big Data in an efficient way when aimed at decision making for future Super City. Therefore, to meet such requirements, this paper presents an IoT-based system for next generation Super City planning using Big Data Analytics. Authors have proposed a complete system that includes various types of IoT-based smart systems like smart home, vehicular networking, weather and water system, smart parking, and surveillance objects, etc., for dada generation. An architecture is proposed that includes four tiers/layers i.e., 1) Bottom Tier-1, 2) Intermediate Tier-1, 3) Intermediate Tier 2, and 4) Top Tier that handle data generation and collections, communication, data administration and processing, and data interpretation, respectively. The system implementation model is presented from the generation and collection of data to the decision making. The proposed system is implemented using Hadoop ecosystem with MapReduce programming. The throughput and processing time results show that the proposed Super City planning system is more efficient and scalable.

The research in hierarchical planning has made considerable progress in the last few years. Many recent systems do not rely on hand-tailored advice anymore to find solutions, but are supposed to be domain-independent systems that come with sophisticated solving techniques. In principle, this development would make the comparison between systems easier (because the domains are not tailored to a single system anymore) and – much more important – also the integration into other systems, because the modeling process is less tedious (due to the lack of advice) and there is no (or less) commitment to a certain planning system the model is created for. However, these advantages are destroyed by the lack of a common input language and feature set supported by the different systems. In this paper, we propose an extension to PDDL, the description language used in non-hierarchical planning, to the needs of hierarchical planning systems.
