Municipal actors are increasingly expected to consider climate adaptation in operative and strategic work. Here, digital environments can support strategic decisions and planning through visual representations of local climate risks and vulnerabilities. This study targets visualization of vulnerability to heat and floods as a means of supporting adaptation action in preschools, primary schools, caring units, and municipal residential buildings in Norrköping, Sweden. Workshops with sector leaders identified vulnerability indicators used as a basis for collecting, calculating and representing self-assessed vulnerability of individual units and buildings. Informed by user inputs, a map-based interactive visual tool representing resulting vulnerability scores and risk maps was developed to support (1) planners and sector leaders in strategic prioritization and investments, and (2) unit heads in identifying adaptation measures to reduce local flood and heat risks. The tool was tested with adaptation coordinators from targeted sectors. The study finds that the tool made it possible to overview climate risks and adaptation measures, which arguably increases general governance capacity Allowing yearly updates of set scores, the tool was also found to be useful for monitoring how vulnerability in the municipality evolves over time, and for evaluating how adaptive efforts influence calculated risks.

Durch die projizierte globale Erwärmung werden sich Hitzeextreme verschärfen. Vor allem in den Städten wird die Lebensqualität der Stadtbevölkerung unter sommerlichen Hitzewellen leiden. Im Projekt HeatResilientCity werden bewohnerorientierte Hitzeanpassungsmaßnahmen an Gebäuden und im städtischen Freiraum entwickelt und geprüft sowie Empfehlungen für die Umsetzung gegeben.The HeatResilientCity project applied insights from natural sciences, engineering and the social sciences to develop heat adaptation measures, test their effectiveness and partially implement them in two structurally different real-world laboratories in Dresden-Gorbitz and Erfurt-Oststadt. The present article discusses interventions to plant street trees and to refurbish two different residential buildings. We describe and analyse aspects of the implementation process to identify key factors that enable or constrain adaptation action among different groups of actors. We find that adaptation measures that are objectively effective and supported by residents are most appropriate for implementation. Where residents evince scepticism about adaptation measures, information about their effectiveness and usefulness should be disseminated. Early and targeted involvement of relevant stakeholders, careful communication and the establishment of climate adaptation as a permanent interdepartmental task at municipal level can promote successful implementation of heat adaptation measures.

<p>Climate Change has presented an ongoing and eminent threat to various regions, communities and infrastructure worldwide and in-turn increasingly pressuring national and local governments to take action. In the current study we identify and evaluate climate impacts faced by the city of Can Tho in Vietnam and the broader Mekong Delta and appraise preparedness options to manage today’s as well as future climate risk. We first, identify the climate risks in co-operation with various local, national and international stakeholders in the region. This is done on the current and future time scales under Socio-Economic Pathways (SSPs) as suggested in the current iteration of IPCC evaluation process. Based on these development pathways, we apply the Economics of Climate Adaptation (ECA) methodology to quantify the climate risks various sectors of the economy will be facing until 2050 with a focus on flood. Further we assess a range of possible adaption measures - including behavioral, environmental, physical as well as financial measures that can mitigate the identified risks by providing a cost-benefit analysis for each of the adaptation measures as well as for bundles thereof. The ECA methodology has proven to be an established tool to enhance our knowledge on the topic and its application in this specific context will enable stakeholders to strengthen societal resilience in the context of both socio-economic development and climate change.</p>

Abstract Equity and inclusion considerations are important prerequisites of effective climate adaptation planning, especially at a local scale. This pilot study examines how climate adaptation plans of small American cities and counties consider equity in their climate vulnerability assessments and adaptation planning goals, and how consideration of equity in existing adaptation plans relates to inclusion of diverse categories of stakeholders. Data analysis is based on the content of 23 local climate adaptation plans of small urban and rural municipalities across the United States with population less than 300 thousand people. Correlations between conceptualization of vulnerability dimensions, inclusion of 9 categories of stakeholders, and consideration of equity in 12 different domains of adaptation planning are examined. The study concludes that municipalities, who examine their vulnerability beyond physical exposure to climate impacts and consider sensitivity and adaptive capacity of their populations, appear to be more attentive to social equity and more likely to offer specific adaptation measures focusing on vulnerable groups.

As the central product of the BMBF-KLIMZUG-funded Joint Network and Research Project (JNRP) ‘dynaklim – Dynamic adaptation of regional planning and development processes to the effects of climate change in the Emscher-Lippe region (North Rhine Westphalia, Germany)’, the Roadmap 2020 ‘Regional Climate Adaptation’ has been developed by the various regional stakeholders and institutions containing specific regional scenarios, strategies and adaptation measures applicable throughout the region. This paper presents the method, elements and main results of this regional roadmap process by using the example of the thematic sub-roadmap ‘Water Sensitive Urban Design 2020’. With a focus on the process support tool ‘KlimaFLEX’, one of the main adaptation measures of the WSUD 2020 roadmap, typical challenges for integrated climate change adaptation like scattered knowledge, knowledge gaps and divided responsibilities but also potential solutions and promising chances for urban development and urban water management are discussed. With the roadmap and the related tool, the relevant stakeholders of the Emscher-Lippe region have jointly developed important prerequisites to integrate their knowledge, to clarify vulnerabilities, adaptation goals, responsibilities and interests, and to foresightedly coordinate measures, resources, priorities and schedules for an efficient joint urban planning, well-grounded decision-making in times of continued uncertainties and step-by-step implementation of adaptation measures from now on.
