Cities are critical actors in reducing global greenhouse gas (GHG) emissions; the level of knowledge, skills, and capacity, especially regarding innovative project planning such as sustainable energy (SE) projects, is fundamental for cities to meet their untapped potential. A range of indicator-based frameworks have been developed, focusing on general city economic competitiveness, yet these are often disconnected from the actual city operation and processes relevant to the investment cycle of SE projects. This paper proposes an integrated methodology for developing a City Capability Assessment Framework focusing on city planning, financing, and implementation capacity for SE projects. A principal component analysis (PCA) was applied to the results of a European city-survey to uncover areas highly relevant for the successful implementation of local SE projects. The insights gained aid policymakers to better understand implementation barriers, leading to the development of more effective actions and policy interventions towards the implementation of SE projects. The proposed framework can further enhance cities’ efforts with the implementation of local SE projects and guide potential investors to properly evaluate city capabilities and potential, when choosing local investment projects.

Purpose This paper aims to identify and model the key barriers to implementation of project-based learning (PjBL) in higher educational institution. Design/methodology/approach Using the interpretive structural modelling (ISM) technique, the study has developed a hierarchical-based model, depicting the mutual relationships amongst the key barriers to implementation of PjBL. Additionally, the paper has performed Matrice d’ Impacts Croises Multiplication Appliqué an Classement (MICMAC) analysis to categorize the barriers in terms of their driving and dependence power. Findings The study has identified the key barriers to implementation of PjBL and presented an integrated model using ISM. Higher educational institutions need to pay attention to diagnose and overcome these hindrances for effective implementation of PjBL in their programmes. Research limitations/implications The study adopts a systematic way to model the relevant barriers to implementation of PjBL. The ISM-based model would help higher education institutions to prioritize the issues as the barriers are hierarchically structured. As the input to model development is based on the experts’ opinions, it may be biased, influencing the final output of the structural model. Originality/value The presentation of PjBL implementation barriers in the form of an ISM-based model is a new effort. The model would be useful to understand the barriers and overcome these for the successful implementation of PjBL in higher educational institutions.

Ecosystem-based fisheries management, which considers the interactions between fisheries, target species, and the physical and biological components of ecosystems, is necessary to ensure that directed fisheries avoid adverse impacts to ecosystems over the long term. The successful implementation of ecosystem-based fisheries management requires an understanding of predator-prey relationships and ways to operationalize such relationships to inform fisheries management. Here, we investigated if the diet of a generalist predator, Atlantic puffin Fratercula arctica, can be used as an indicator of the abundance of 2 commercially exploited prey species (haddock Melanogrammus aeglefinus and Acadian redfish Sebastes fasciatus) in the Gulf of Maine. Because haddock and redfish eaten by puffins are juveniles (age 0), there is potential to use their proportions and lengths in puffin diet to better understand the processes influencing haddock and redfish recruitment. By using principal component analysis to develop measures of diet across multiple puffin colonies, we show both spatial variation and large-scale patterns in the proportions and lengths of haddock and redfish in puffin diet. Spawning stock biomass was a strong predictor of haddock proportion in puffin diet and a moderate predictor of redfish proportion; however, proportions in puffin diet did not predict age-1 recruitment, suggesting that variation in recruitment is caused by processes that occur after the puffin breeding season and which affect the survival of older juveniles. Haddock length on one colony was a moderate predictor of age-1 recruitment. We conclude that puffin diet can be used as an indicator of haddock and redfish abundance.

Global warming is referred to the rise in average surface temperatures on earth primarily due to the Greenhouse Gases (GHG) emissions such as Carbon Dioxide (CO<sub>2</sub>). Monitoring the emissions, either direct or indirect from the industrial processes, is important to control or to minimize their impact on the environment. Most of the existing environmental monitoring system is being designed and developed for normal environment monitoring. Hence, the aim of this project is to develop industrial CO<sub>2 </sub>emission monitoring system which implements industrial Open Platform Communications (OPC) protocol in an embedded microcontroller. The software algorithm based on OPC data format has been designed and programmed into the Arduino microcontroller to interface the sensor data to any existing industrial OPC compliant Supervisory Control and Data Acquisition (SCADA) system<strong>. </strong>The system has been successfully tested in a lab with the suitable environment for real-time CO<sub>2 </sub>emissions measurement. The real-time measurement data has been shown in an industrial SCADA application which indicates successful implementation of the OPC communications protocol.

Purpose The purpose of this paper is to present critical barriers and obstacles faced by Information Technology (IT) industry in the implementation of Lean Six Sigma (LSS) as the business improvement methodology. Design/methodology/approach A literature review of peer-reviewed journal articles, master and doctoral theses, paradigmatic books with managerial impact and survey reports was used to identify distinct barriers. An empirical survey, using 400 self-administered questionnaires, was then conducted. Data about 11 LSS barriers from 256 usable questionnaires, with a response rate of 64 per cent, were collected and analyzed by means of statistical data analysis software. Findings The challenges of “part-time involvement in Lean Six Sigma projects”, “time consuming”, “staff turnover in middle of project”, “difficulty in data collection” and “difficulty in identifying project scope” emerged as the most critical barriers in the context of IT industry. This research work advocates the development of a strategy for addressing the most critical barrier instead of focusing on all for successful implementation. Originality/value This paper will prove to be a fantastic resource for many researchers and practitioners who are engaged in research and applications of LSS in the IT industry. Moreover, the scarcity of literature specific to LSS in IT industry will be addressed to some extent.

Strategic projects of oil and gas companies regularly overcome the budget. High capitalization of these projects leads to the fact that even small relative cost deviations result in significant additional investments. Under present conditions of economic and political pressure, characterized by a limited opportunity to raise loan capital, there can be no additional investments leading to impossibility of new oil and gas projects realization or stop those being realized. One of the ways to prevent such a negative scenario is to improve the project planning system taking into account the results of monitoring the project portfolio cost deviations. It will not only allow companies to take into account the causes of deviations in several projects, but also help to develop and implement proactive measures.

This study presents a tourist ecological orientation (TEO) construct based on the responses of participants who were asked to state the importance of various ecological features of planned tourist sites. The higher the TEO score, the more sensitive the person's attitudes toward the ecological requirements and responsibilities of tourist sites. A principal component factor analysis reveals two alternative dimensions of the TEO concept: ‘destination oriented’ and ‘visitor oriented’. The higher score that was given to the latter dimension supports the argument that successful implementation of ecological values at tourist sites requires a strong orientation towards consumer needs in addition to an ideological commitment to the environment. In addition, differences in ecological orientation patterns and structure were analysed along age and nationality.

This article presents the pharmaceutical industry's perspective on health technology assessment (HTA) with specific comments on the HTA systems in England and Wales, France, The Netherlands, and Sweden. The comments are focused on the following main themes: (i) The contributions of the HTA system to overall efficiency in the health-care system, (ii) HTA as a cost-driver for industry, patients, government, and society, and (iii) The various implementation barriers that currently exist for a successful implementation of HTA results.
