This study investigated the impact of high-speed rail (HSR) on social equity, utilizing information from a stated preference survey conducted in Vietnam. Social equity was examined across the population of four cities representing the northern, central, and southern areas of Vietnam. In general, the high price of HSR is one of the barriers to using HSR over inter-city buses and conventional trains. Low-income groups (less than VND 6 million per month) have 4.894 and 4.725 times the likelihoods, compared to higher income groups, of retaining the use of an inter-city bus or conventional train, respectively, after introducing HSR. Our findings reveal the fact that social inequity may occur, with the low-income group being especially vulnerable, due to the existence of HSR in the future. Furthermore, our results indicate that the interest of people towards inter-city buses and conventional trains varied among the four cities before and after the presence of HSR. More specifically, low-income groups in Vinh and Nha Trang were observed to have a higher feeling of staying away from HSR, as they prefer to use inter-city buses. The findings of this study suggest that planners and policymakers need to consider various components of HSR ticket planning, in order to achieve sustainable evolution of the passenger rail system.

This is the third in a series of four papers describing and evaluating the British Government's policies of privatising housing. In this paper the research on the short-run impact of the low-cost homeownership programme is examined, by looking at the right to buy, shared ownership, improvement for sale, and homesteading, and at starter homes and licence schemes. The purchasers who have benefited from the programme are identified and the reasons for some of the failures of the policy to reach priority groups and areas of need are examined. An evaluation of the programme is made under three headings: the extent to which new investment is generated, the extent to which benefits are restricted to groups in need, and the long-term consequences of expanding homeownership amongst low-income groups. It is concluded that privatisation cannot be achieved without continued state support and regulation.

While social distancing measures are essential in limiting the impact of a pandemic, such measures are often less feasible for low-income groups such as precarious workers who continue to travel on public transit and are less able to practice social distancing measures. In this paper, based on in-depth remote interviews conducted from April 2020 through June 2020, with more than 130 gig and precarious workers in New York City, we find that precarious workers experience three main hurdles in regard to accessing unemployment assistance that can be broadly categorized as knowledge, sociological, and temporal/financial barriers. Drawing on worker interview responses, we have named these responses: (1) Didn’t Know, (2) Didn’t Want, and (3) Can’t Wait. These challenges have led workers to turn to gig and precarious work, further highlighting the inequities of the pandemic. As a result, for some workers, so-called “side hustles” have become their primary social safety net.

Until now the government and private sector have not been able to address the backlog of 13.5 million housing units for ownership status and 7.6 million units for residential status. The high price of land has led to the high price of the house so that low-income communities (MBR) is not able to reach out to make a home purchase. In addition to the high price of land, tax factors also contribute to the high price of the house. The government plans to issue a policy for the provision of tax incentives, ie abolish VAT on home-forming material transaction. This policy is expected to house prices become cheaper, so the demand for housing increases, and encourage the relevant sectors to intensify its role in the construction of houses. It is expected to replace the lost tax potential and increase incomes. Analysis of the impact of tax incentives housing to potential state revenue and an increase in people's income, especially in Papua province is using the table IO because in addition to looking at the role each sector can also see the impact on taxes (income tax 21 Pph 25 Pph, VAT), and incomes (wage). This paper measures the spatial evolution of urban agglomerations to understand be er the impact of high-speed rail (HSR) construction, based on panel data from fi ve major urban agglomerations in China for the period 2004–2015. It is found that there are signi ficant regional diff erences of HSR impacts. The construction of HSR has promoted population and economic diff usion in two advanced urban agglomerations, namely the Yang e River Delta and Pearl River Delta, while promoting population and economic concentration in two relatively less advanced urban agglomerations, e.g. the middle reaches of the Yang e River and Chengdu–Chongqing. In terms of city size, HSR promotes the economic proliferation of large cities and the economic concentration of small and medium-sized cities along its routes. HSR networking has provided a new impetus for restructuring urban spatial systems. Every region should optimize the industrial division with strategic functions of urban agglomeration according to local conditions and accelerate the construction of inter-city intra-regional transport network to maximize the eff ects of high-speed rail across a large regional territory.

The construction and operation of high-speed rail (HSR) has become an important policy for China to achieve efficiency and fairness and promote high-quality economic growth. HSR promotes the flow of production factors such as labor and capital and affects economic growth, and may further affect urban land use efficiency (ULUE). To explore the impact of HSR on ULUE, this paper uses panel data of 284 cities in China from 2005 to 2018, and constructs Propensity Score Matching-Differences in Differences model to evaluate the effect of HSR on ULUE. The result of entire China demonstrates that the HSR could significantly improves the ULUE. Meanwhile, this paper also considers the heterogeneity of results caused by geographic location, urban levels and scales. It demonstrates that the HSR has a significantly positive effect on ULUE of Eastern, Central China, and large-sized cities. However, in Western China, in medium-sized, and small-sized cities, the impact of HSR on ULUE is not significant. This paper concludes that construction and operation of HSR should be linked to urban development planning and land use planning. Meanwhile, the cities with different geographical locations and scales should take advantage of HSR to improve ULUE and promote urban coordinated development.
