Hybrid operation of wind farms has been in the limelight in recent years wherein the stochastic nature of wind causes market operators to choose an optimal strategy to maximize profit. The current work deals with a multi-criteria decision making approach to choose the best possible alternatives for a hybrid wind farm operation. A set of three, non-beneficial criteria, namely wind wakes, wind curtailment, and forced outages, were chosen to evaluate the best alternative. Three methods, (i) Simple Additive Weighting (SAW), (ii) the Technique for Order or Preference by Similarity to Ideal Solution (TOPSIS) and (iii) Complex Proportional Assessment (COPRAS), were applied to identify the best alternative, and the results revealed that for all three methods, borrowing deficit power from a neighboring wind farm is the best alternative. Comparative analyses in terms of the data requirement, the effect of dynamic decision matrices, and rank reversal in wind farm application have also been pioneered.

Abstrak Banjir yang melanda di berbagai wilayah Indonesia merupakan suatu fenomena logis karena negara ini berada di daerah tropis dengan intensitas curah hujan yang sangat tinggi. Penelitian bertujuan untuk memetakan daerah berisiko banjir di Kota Manado. Pemetaan wilayah berisiko banjir di Kota Manado memerlukan beberapa pendapat atau masukan dari berbagai pihak. Atribut yang digunakan yaitu kemiringan lahan (%), ketinggian wilayah (%), DAS (km), luas pemukiman/wilayah tutupan lahan (%) dan curah hujan (mm). Penentuan wilayah banjir di Kota Manado menggunakan Fuzzy Multi Criteria Decision Making (MCDM) dengan dua (2) metode yaitu Simple Additive Weighting Method (SAW) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Hasil dengan menggunakan metode SAW dan SAW Fuzzy menunjukkan bahwa wilayah paling berisiko banjir yaitu Kecamatan Wenang. Hasil dengan menggunakan metode TOPSIS dan TOPSIS Fuzzy menunjukkan bahwa wilayah paling berisiko banjir yaitu Kecamatan Bunaken. Wenang sebagai wilayah banjir disebabkan lahan yang berada di dataran landai, ketinggian wilayah di bawah 240 meter, memiliki aliran sungai, intensitas curah hujan tinggi, dan besarnya tutupan lahan mencapai 94,59%. Bunaken menjadi wilayah banjir karena Bunaken memiliki aliran sungai terpanjang di Kota Manado yaitu 17,9 km. Kata kunci: Fuzzy, Kota Manado, MCDM, SAW, TOPSIS, Wilayah Banjir.

In this paper, Multi Criteria Decision Making (MCDM) processes will be clarified in the context of the disciplines related with the spatial information, as urban planning and its geographical perspective. For this purpose, first Spatial MCDM will be introduced, then the relation between the geographical data and GIS is established. Therefore, following sections include the detailed explanation of three widely used Spatial MCDM techniques, as Simple Additive Weighting (SAW), Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). These techniques will be clarified by giving examples related with urban planning and geological science.

KECENDERUNGAN PEMILIHAN LOKASI PEMUKIMAN BERDASARKAN ANALISIS MULTIKRITERIA DI KOTA MANADO ABSTRAK Penelitian ini bertujuan untuk menentukan faktor-faktor dominan (kriteria) yang mempengaruhi individu dalam memilih lokasi pemukiman. Selanjutnya lokasi-lokasi pemukiman diurutkan sesuai dengan selera/kecenderungan yang ada pada responden. Untuk menjembatani berbagai kriteria yang saling berbeda dari para responden, maka dapat digunakan metode Multi Criteria Decision Making (MCDM) dengan metode yang terpilih yaitu metode Penjumlahan Terboboti/Simple Additive Weighting (SAW) dan metode Jarak Terdekat ke Titik Ideal/Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), dimana kedua metode ini saling melengkapi satu sama lainnya. Dari hasil penelitian didapatkan bahwa responden secara umum, responden berpendidikan sarjana dan responden berpendapatan kelas bawah cenderung memilih lokasi pemukiman Telkom Mas sebagai pilihan utama. Berbeda halnya dengan responden berpendidikan non-sarjana dan responden berpendapatan kelas atas cenderung untuk memilih Citra Land sebagai lokasi pemukimannya. Kata Kunci : Lokasi Pemukiman, MCDM, SAW, TOPSIS   HOUSING SUITABILITY LOCATION PREFERENCE BASED ON  MULTICRITERIA ANALYSIS IN MANADO ABSTRACT The purposes of this research are to determine the dominant factors from every individual to choose their district location. Furthermore, to organized the district location according the dominant factors. For the respondent with different background, it implies to their significant criteria. Decision making problems with these characteristics are basically members of Multi Criteria Decision Making (MCDM). Simple Additive Weighting (SAW) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) methods have been developed in this study to solve this problem as comprehensive. The results of this research reveals that general respondent, higher educated respondent and lower income respondent disposed to choose Telkom Mas as their district location. Banking has always played an important role in the economy because of its effects on individuals as well as on the economy. In the process of renovation and modernization of the country, the system of commercial banks has changed dramatically. Business models and services have become more diversified. Therefore, the performance of commercial banks is always attracting the attention of managers, supervisors, banks and customers. Bank ranking can be viewed as a multi-criteria decision model. This article uses the technique for order of preference by similarity to ideal solution (TOPSIS) method to rank some commercial banks in Vietnam.

In this article, we have designed a new scheme for the construction of the nonlinear confusion component. Our mechanism uses the notion of a semigroup, Inverse LA-semigroup, and various other loops. With the help of these mathematical structures, we can easily build our confusion component namely substitution boxes (S-boxes) without having specialized structures. We authenticate our proposed methodology by incorporating the available cryptographic benchmarks. Moreover, we have utilized the technique for order of preference by similarity to ideal solution (TOPSIS) to select the best nonlinear confusion component. With the aid of this multi-criteria decision-making (MCDM), one can easily select the best possible confusion component while selecting among various available nonlinear confusion components.

Rank reversal is a common phenomenon in multi-criteria decision-making methods. It appears when the addition/deletion of new options to the alternatives’ set produces a change in the original ranking. In this contribution, we want to assess this phenomenon in the context of the VIKOR method. Using randomly generated multi-criteria decision problems, we confirmed that rank reversal existed and strongly depended on VIKOR’s parameter. Also, we observed that the influence of the number of alternatives was stronger than that of the number of criteria. Finally, although rank reversal may exist, we saw that it may not affect the top alternative of the ranking, thus potentially having a low impact.

PurposeUnbalanced bidding can seriously imposed the government from obtaining the best value for the taxpayers' money in public procurement since it increases the owner's cost and decreases the fairness of the competitive bidding process. How to detect an unbalanced bid is a challenging task faced by theoretical researchers and practical actors. This study aims to develop an identification method of unbalanced bidding in the construction industry.Design/methodology/approachThe identification of unbalanced bidding is considered as a multi-criteria decision-making (MCDM) problem. A data-driven unit price database from the historical bidding document is built to present the reference unit prices as benchmarks. According to the proposed extended TOPSIS method, the data-driven unit price is chosen as the positive ideal solution, and the unit price that has the furthest absolute distance measure as the negative ideal solution. The concept of relative distance is introduced to measure the distances between positive and negative ideal solutions and each bidding unit price. The unbalanced bidding degree is ranked by means of relative distance.FindingsThe proposed model can be used for the quantitative evaluation of unbalanced bidding from a decision-making perspective. The identification process is developed according to the decision-making process. The finding shows that the model will support owners to efficiently and effectively identify unbalanced bidding in the bid evaluation stage.Originality/valueThe data-driven reference unit prices improve the accuracy of the benchmark to evaluate the unbalanced bidding. The extended TOPSIS model is applied to identify unbalanced bidding; the owners can undertake objective decision-making to identify and prevent unbalanced bidding at the stage of procurement.

Electricity generation via renewable sources is emerging as a possible solution to meet the growing demand for electricity worldwide. Additionally, the need to produce clean energy, with little or no pollutants or greenhouse gas emission is paramount. Due to these factors, wind farms are noticeably increasing in number, especially in Brazil. However, the vast size of the country and the poor quality of its infrastructure are among several factors that make it difficult for effective decision-making to accelerate the growth of this segment in Brazil. With the purpose of assisting government agencies, regulatory agencies and other institutions in this area, the use of a multi-criteria selection method called the analytic hierarchy process is proposed here to assist in decision-making and to select priority regions for implementing wind farms. This work focuses on a case study of the state of Bahia, in which 27 territories were selected for an installation priority evaluation. Computational tools were used to hierarchize these chosen territories, including Matlab, for the construction of the computational algorithm. The results indicate the priority pf the regions according to the established criteria, which allows installation locations to be mapped—these could serve as a basis for regional investment.

Multi-criteria decision making with hesitant fuzzy information is a new research topic since the hesitant fuzzy set was firstly proposed. This paper investigates a multi-criteria decision making problem where the weight information is partially known. We firstly propose the hesitant fuzzy positive ideal solution and the hesitant fuzzy negative ideal solution. Motivated by the TOPSIS (Technique for Order Preference by Similarity to an ideal Solution) method, we definite the satisfaction degree of an alternative, based on which several optimization models are derived to determinate the weights. Subsequently, in order to make a more reasonable decision, we introduce an interactive method based on some optimization models for multi-criteria decision making problems with hesitant fuzzy information. Finally, a practical example on evaluating the service quality of airlines is provided to illustrate our models and method.
