Being enlightened by Richard Florida’s seminal work on the creative class, this paper aims to evaluate the effectiveness of higher education institutions to cultivate a workforce with utilised skills that meet the demand of labour market in the context of sustainable socio-economic development. Based on the macro and micro data generated from Eurostat and the Europe Labour Force Survey (EU LFS), the supply and demand condition of early graduates and the mismatch rate between early graduates’ education backgrounds and actual jobs they undertook are estimated by a multinomial logit model in seven European countries. The findings suggest that, (1) higher education has a significant impact on the formation of specific sustainability competencies that contribute to the development of creative economy; (2) many creative workers also have a high probability of finding jobs that are not commensurate with their qualifications; (3) the effect of higher education policies appears to be heterogeneous across different countries. Therefore, we argue that policy makers should increase awareness about connecting internal measures of education system (e.g., course design) directly to aims and scopes of sustainable socio-economic development scenarios, and joint efforts shall be made to reduce such mismatch rates for particular subjects that are identified by regular monitoring procedures or programmes on the basis of full consideration of interests and reasonable requirements across different countries in Europe.

The article presents the authors’ point of view on the results of the socio-economic development of Russia in 2018 and provides an analytical assessment of forecasts for 2019 and 2020 and estimates for the immediate prospects for the development of the country. The focus is on ensuring the implementation of the May (2018) Decree of the President of the Russian Federation.The authors analyzed the state and confirmed directions to overcome stagnation, first of all, by eliminating the lag in the technological level of production and ensuring the growth in labor productivity, enhancing business, investment and consumer activity, increasing the efficiency of capital investments as key factors affecting the growth in the real sector and the knowledge economy, including industrial production , agriculture, capital construction.The paper highlights the weak links in the current management system and proposes measures to overcome the existing structural crisis. There is a need for a socio-economic policy change that should be aimed at ensuring the health of a nation.The authors compared Russian and global trends in key development indicators, such as gross domestic product (GDP), industrial production, foreign trade.A comparative assessment of the 2020 and 2021 forecasts of the considered key macroeconomic indicators (including the real sector of the economy as a driver of socio-economic progress) is presented. The projected in 2019 and 2020 slowdown in the global economy, the expected fall in global trade and the expansion of trade wars and sanctions, as well as the existing import dependence may contribute to the growing negative trend in the Russian economy and lead to stagnation escalating into recession.

This research examines the competitive advantages of the industrial sector of the national economies within the setting of the Eurasian Economic Union. In modern economic conditions, the production potential of the enterprise is directly related to the pace of socio-economic development of the country. Increasing the efficiency of the use of production potential leads to an increase in the productivity of industrial production, and therefore an increase in volumes and accumulation of investment resources to ensure an expanded reproduction, that is, the dynamic development of the economic system as a whole. In the article the concepts of production potential, theoretical foundations of its occurrence and its successful application in the enterprise activity are investigated andconsidered. The structure of production potential and description of its elements are presented. The reasons of complexity of formation of production potential at the enterprise are singled out

The article analyzes the indicators that characterize the dynamics of socio-economic development of the region on the example of the Yaroslavl region. The correspondence of actually achieved indicators with the forecast of regional development is considered. The regional economy depends on the Russian economy, which is characterized by slow development dynamics and inertia. Reformatting the economy requires both time and costs. In turn, the regional economy has at its disposal both financial instruments and other ways of influencing the country's economy. The results of this impact can be tracked through a number of statistical indicators. According to initially published data, the industrial production index in the Yaroslavl region in 2019 compared to 2018 was 98.4%. Since February 2020, a retrospective recalculation of industrial production indices for 2015-2019 has been made based on the new base year 2018. As a result, industrial production in 2019 increased by 5.6% compared to the same period last year. Given the transition period in the formation of the industrial production index and the difference in the value of the indicator for 2019 at the level of 7.2 percentage points, there may be risks of interpretation of this indicator. The growth rate in 2019 compared to 2018 for most other indices that characterize the economy has decreased, with the exception of growth in the turnover of public catering and real disposable income. Comparison of actual data on socio-economic development of the region with forecast data indicates that there are deviations in most indicators. At the same time, insufficient accuracy of macroeconomic forecasts can lead to errors in choosing priorities for socio-economic and fiscal policy, and lead to further incorrect goal setting and forecasting.
