MONITORING THE ATTITUDE OF THE POPULATION TO PROBLEMS OF URBAN ENVIRONMENT FOR SITUATION-AL CENTERS OF A SMART CITY

Goal. The purpose of the study was to search for alternative sources of information on popu-lation’s preferences and response to problems and changes in the urban environment for use in the operational decision-making at situational centers. Materials and methods. The authors used data from search queries with keywords, data on communities in social networks, data from subject forums, and official statistics. Methods of statistical data analysis were applied. Results. The analysis of thematic online activity of the population was performed. The re-sults reflected the interest in the state of the environment, the possibility of distance learning and work, are presented. It was reasoned that measurements of population’s thematic online activity let identify needs and analyze the real-time response to changes in the urban envi-ronment. Such an approach to identifying the needs of the population can be used in addition to the platforms “Active Citizen” of the Smart City project. Conclusions. An analysis of data on online activity of the population for decision-making at situational centers is more operational, flexible and representative, as compared with the use of tools of those platforms. Such an analysis can be used as an alternative to sociological surveys, as it saves time and money. When making management decisions using intelligent information services, it is necessary to take into account the needs of the population, reflect-ed in its socio-economic activity in cyberspace.

The quality and comfort of the urban environment serve as one of the most important factors for ensuring the competitiveness of municipalities, regions and countries. The quality of the urban environment is determined by the quality of its three components: anthropogenic, natural and social environment. The main problem of assessing the state of the urban environment is the fragmentation of methodological approaches and adequate tools for assessing the qualitative state of the urban environment. This objectively makes it difficult for municipal authorities to use this assessment as an element in the system of urban planning decision making. We have developed an intelligent information system to provide an assessment of potential, real and lost opportunities of the urban environment using fuzzy expert knowledge. This system operates in the conditions of using non-numeric, inaccurate and incomplete information to ensure the management of sustainable city development. The system for assessing the potential, real and lost opportunities of the urban environment is based on the use of fuzzy logic equations. It allows to evaluate the effectiveness of metabolic transformations of each subsystem of the urban environment.

For several years GIS has been expanding beyond its niche of analyzing earth science data for earth science purposes. As GIS continues to migrate into business applications and support operational decision-making, GIS will become a standard part of the portfolio that information systems organizations rely on to support and guide operations. There are several ways in which GIS can support a transformation in organizational decision-making. One of these is to inculcate a geospatial “mindset” among managers, analysts, and decision makers so that alternative sources of data are considered and alternative decision-making processes are employed.

Purpose The purpose of this investigation was to understand the decision-making processes used by parents of children with autism spectrum disorder (ASD) related to communication-based interventions. Method Qualitative interview methodology was used. Data were gathered through interviews. Each parent had a child with ASD who was at least four-years-old; lived with their child with ASD; had a child with ASD without functional speech for communication; and used at least two different communication interventions. Results Parents considered several sources of information for learning about interventions and provided various reasons to initiate and discontinue a communication intervention. Parents also discussed challenges introduced once opinions of the school individualized education program (IEP) team had to be considered. Conclusions Parents of children with ASD primarily use individual decision-making processes to select interventions. This discrepancy speaks to the need for parents and professionals to share a common “language” about interventions and the decision-making process.

This article discusses the application of methods to enhance the knowledge of experts to build a decision-making model based on the processing of physical data on the real state of the environment. Environmental parameters determine its ecological state. To carry out research in the field of expert assessment of environmental conditions, the analysis of known works in this field is carried out. The results of the analysis made it possible to justify the relevance of the application of analytical, stochastic models and models based on methods of enhancing the knowledge of experts — experts. It is concluded that the results of using analytical and stochastic objects are inaccurate, due to the complexity and poor mathematical description of the objects. The relevance of developing information support for an expert assessment of environmental conditions is substantiated. The difference of this article is that based on the analysis of the application of expert methods for assessing the state of the environment, a fuzzy logic adoption model and information support for assessing the environmental state of the environment are proposed. The formalization of the parameters of decision-making models using linguistic and fuzzy variables is considered. The use of information support for environment state assessment is shown on the example of experts assessing of the land desertification stage.

Purpose: The aim of this article is to provide a case study example of the preopening phase of an interventional trauma operating room (ITOR) using systems-focused simulation and human factor evaluations for healthcare environment commissioning. Background: Systems-focused simulation, underpinned by human factors science, is increasingly being used as a quality improvement tool to test and evaluate healthcare spaces with the stakeholders that use them. Purposeful real-to-life simulated events are rehearsed to allow healthcare teams opportunity to identify what is working well and what needs improvement within the work system such as tasks, environments, and processes that support the delivery of healthcare services. This project highlights salient evaluation objectives and methods used within the clinical commissioning phase of one of the first ITORs in Canada. Methods: A multistaged evaluation project to support clinical commissioning was facilitated engaging 24 stakeholder groups. Key evaluation objectives highlighted include the evaluation of two transport routes, switching of operating room (OR) tabletops, the use of the C-arm, and timely access to lead in the OR. Multiple evaluation methods were used including observation, debriefing, time-based metrics, distance wheel metrics, equipment adjustment counts, and other transport route considerations. Results: The evaluation resulted in several types of data that allowed for informed decision making for the most effective, efficient, and safest transport route for an exsanguinating trauma patient and healthcare team; improved efficiencies in use of the C-arm, significantly reduced the time to access lead; and uncovered a new process for switching OR tabletop due to safety threats identified.

Abstract Hurricane warnings are the primary sources of information that enable the public to assess the risk and develop responses to threats from hurricanes. These warnings have significantly reduced the number of hurricane-related fatalities in the last several decades. Further investment in the science and implementation of the warning system is a primary mission of the National Weather Service and its partners. It is important that the weather community understand the public’s preferences and values for such investments; yet, there is little empirical information on the use of forecasts in evacuation decision making, the economic value of current forecasts, or the potential use or value for improvements in hurricane forecasts. Such information is needed to evaluate whether improved forecast provision and dissemination offer more benefit to society than alternative public investments. Fundamental aspects of households’ perceptions of hurricane forecasts and warnings and their potential uses of and values for improved hurricane forecast information are examined. The study was designed in part to examine the viability of survey research methods for exploring evacuation decision making and for eliciting values for improved hurricane forecasts and warnings. First, aspects that affect households’ stated likelihood of evacuation are explored, because informing such decisions is one of the primary purposes of hurricane forecasts and warnings. Then, stated-choice valuation methods are used to analyze choices between potential forecast-improvement programs and the accuracy of existing forecasts. From this, the willingness to pay (WTP) for improved forecasts is derived from survey respondents.
