     Although withholding the names of homicide victims from the public is a relatively new police practice, it has proven to be controversial, with the media, legal scholars, and victim advocacy groups often opposing these policies. In order to better understand the issue of withholding names, we examined the prevalence of these practices in Canada’s largest municipal police services. These results were further explored in a series of semi-structured interviews with stakeholders from 20 victim services and advocacy organizations. Analysis of the interview and survey results reveal that the key priority of the police is maintaining the integrity of their investigations, and all other issues are secondary. Although the issue of withholding information has become contentious, many of the arguments become moot, as the friends and family members of these victims often post the information related to these deaths on social media, effectively bypassing both the press and the police. Implications for policy development are discussed in light of these findings.

Through a lens of resilience and growth alongside continuing distress, this exploratory research study examines a convenience sample of exonerees and innocence movement personnel who are engaged in the policy reform process to understand how exoneree involvement may change exonerees themselves, the innocence movement, and possibly the criminal justice system. Data were collected through pre-questionnaires and semi-structured interviews, supplemented with archival material, and analyzed using a narrative approach. Findings emphasize both the personal and broader societal value of exoneree engagement in educating, generating awareness, and advocating about wrongful conviction and the power of having the human voice and face in front of legislators, the public, and the media—vividly portraying that “if they can do it to me, they can do it to anybody.” Findings also caution to be sensitive to where individuals may be in their lives and to honor their choices to engage or not.

The mobile phone, as a medium has influenced the ways in which we can interact with other media. It is considered like a channel between traditional and new media. Its specific characteristics, social functions and also its uses may vary in different contexts and cultures. The mobile phone, has contributed in increasing the idea of personal media, and the emergence of new kinds of media behavior. According to Morley (2002), communication technologies transform and rearrange relations between the domestic and the public space. In particular, mobile communication functions to broaden the sphere of the home outside the physical household; to blur the boundaries between the public and private spheres. In this study we aim to discuss through the literature review the role of the phone in the everyday life, and to know more about the different ways and reasons why 12-15 year old teenagers, part of Municipality of Shkoder, use mobile phone. This qualitative research is based on semi structured interviews with children. The identified problems consist in: First: The children use more mobile phones in order to use the internet and social networks and this makes it really difficult for their parents to control them. This exposes more the children towards negative effect of internet usage. The second problem is that parents do not have enough knowledge on the usage of new technology. Third: Children have taken information about the risk of internet from the media or by friends and they haven't discussed about this subject at school with teachers.

Purpose This study aims to examine the causes of small and medium-sized enterprises (SMEs) disinclination towards subcontracting in public sector markets. Previous studies have revealed that UK SMEs are reluctant to do business with the public sector through the subcontracting route, but the reasons for this lack of enthusiasm have not been widely researched. Design/methodology/approach Drawing on semi-structured interviews with SMEs competing for public contracts in North West England, a qualitative study was performed, from which several themes emerged. Findings The findings were synthesised into a framework underpinned by attribution theory, to portray situationally and dispositionally caused factors that were used to interpret SMEs’ behaviour. Social implications The findings can guide policy development and government interventions in developed and developing countries, aimed at using public procurement as a policy tool to develop the small business sector. Originality/value This paper contributes in a unique way to an emerging discourse on how subcontracting can facilitate the access of SMEs to government procurement spending. It adds to knowledge regarding the explanatory power of attribution theory – from its base in social psychology.

It is increasingly common for municipal police services in North America to make online crime maps available to the public. This form of civic technology is now so widely used that there is a competitive private sector market for crime mapping platforms. This paper considers the crime maps made available by three Canadian police forces using platforms developed by U.S.-based private sector corporations. The paper considers how these crime maps present particular narratives of crime in the city, evaluates the quality of the mapped data, and explores how laws shape and constrain the use and reuse of crime data. It considers as well the problems that may arise in using off-the-shelf solutions – particularly ones developed in another country. It asks whether this model of crime mapping advances or limits goals of transparency and accountability, and what lessons it offers about the use of private sector civic technologies to serve public sector purposes.

Purpose Despite the special attention given to consumers by the business and academic literature, the dissatisfaction of Brazilian consumers has increased significantly. This manifest mainly through the initiation of complaints’ procedures against companies at Procon and other civil society consumer protection organizations (CPOs) that began to take over these issues complementarily to governmental action. This paper aims to examine the accomplishments and relevance of these organizations in protecting consumers and in preparation of related public policies. Design/methodology/approach A qualitative case study was conducted involving an in-depth collection of information about a restricted system, which included multiple sources. The information was obtained through semi-structured interviews conducted with CPOs’ executives and documents from the other participating organizations in the consumer protection field. Findings The CPOs have been positively evaluated by participants from the consumer protection field, for their effective action in the intermediation of complaints and in proposing laws and regulations on consumer protection. However, this picture is contrasted with the difficulties imposed by the practices of other field logics, such as legal procedures, media priorities and business interests that, however, collaborate in various occasions. Research limitations/implications CPOs’ relevance is more easily evaluated through social legitimation such as endorsements and declarations by the media, the public, by the CPOs’ own publicity and so on. As consumers can choose from alternative channels for redress, firms should be updated with the different procedural norms of each. Originality/value This paper draws a picture of the work developed by CPOs and indicates a possible assessment of their relevance in a scenario of logics complexity, which can be useful for policy makers.

Government Public Relations could serve as a means or channel of government agencies in running relationship with the press, including the Local Government of Bengkulu province. This study aimed to see at how public relations play this role. The method used in this research was descriptive qualitative method in which the data collection was conducted by semi- structured interviews to research subjects. It’s possible for researchers to develop questions appropriate to the situation and condition so it was possible to get complete data. From the research, the role of PR in the Bengkulu Provincial Government ran good relationship with the press. The good role of the public relations could be demonstrated by the implementation of most of the series of activities such as: building and maintaining a good relationship with the press, served and understood the media, press interviews, broadcast rebuttal, filling out the important public section in the press, and documentation.Keywords : Public Relation Role, Mass Media Relation

This study explores the types of actors visible in the digital science communication landscape in the Netherlands, Serbia and the U.K. Using the Koru model of science communication as a basis, we consider how science communicators craft their messages and which channels they are using to reach audiences. The study took as case studies the topics of climate change and healthy diets to enable comparison across countries, topics and platforms. These findings are compared with the results from a survey of over 200 science communication practitioners based in these countries. We find that although traditional media are challenged by the variety of different new entrants into the digital landscape, our results suggest that the media and journalists remain highly visible. In addition, our survey results suggest that many science communicators may struggle to gain traction in the crowded digital ecology, and in particular, that relatively few scientists and research institutions and universities are achieving a high profile in the public digital media ecology of science communication.

Shopping behaviour in response to extreme events is often characterized as “panic buying” which connotes irrationality and loss of control. However, “panic buying” has been criticized for attributing shopping behaviour to people’s alleged psychological frailty while ignoring other psychological and structural factors that might be at play. We report a qualitative exploration of the experiences and understandings of shopping behaviour of members of the public at the onset of the COVID-19 pandemic. Through a thematic analysis of semi-structured interviews with 23 participants we developed three themes. The first theme addresses people’s understandings of “panic buying”. When participants referred to “panic buying” they meant observed product shortages (rather than the underlying psychological processes that can lead to such behaviours), preparedness behaviours, or emotions such as fear and worry. The second theme focuses on the influence of the media and other people’s behaviour in shaping subsequent shopping behaviours. The third theme addresses the meaningful motivations behind increased shopping, which participants described in terms of preparedness; some participants reported increased shopping behaviours as a response to other people stockpiling, to reduce their trips to supermarkets, or to prepare for product shortages and longer stays at home. Overall, despite frequently using the term ‘panic’, the irrationalist connotations of “panic buying” were largely absent from participants’ accounts. Thus, “panic buying” is not a useful concept and should not be used as it constructs expected responses to threat as irrational or pathological. It can also facilitate such behaviours, creating a self-fulfilling prophecy.

This paper examines the Cold War rhetoric in US–Russia relations by looking at the 2008 Russia–Georgia war as a major breaking point. We investigate the links between media, public opinion and foreign policy. In our content analysis of the coverage in two major US newspapers, we find that the framing of the conflict was anti-Russia, especially in the initial stages of the conflict. In addition, our survey results demonstrate that an increase in the media exposure of US respondents increased the likelihood of blaming Russia exclusively in the conflict. This case study helps us understand how media can be powerful in constructing a certain narrative of an international conflict, which can then affect public perceptions of other countries. We believe that the negative framing of Russia in the US media has had important implications for the already-tenuous relations between the US and Russia by reviving and perpetuating the Cold War mentality for the public as well as for foreign policymakers.

ABSTRACTObjectiveThis year alone has seen outbreaks of epidemics such as Ebola, Chikungunya, and many other emerging infectious diseases (EIDs). We must look to the responses of recent outbreaks to help guide our strategies in current and future outbreaks or we risk repeating the same mistakes. The objective of this paper was to conduct a systematic literature review of the methodology used by studies that examined EID communication during the 2009 H1N1 pandemic outbreak through different communication channels or by analyzing contents and strategies.MethodsThis was a systematic review of the literature (n=61) studying risk communication strategies of H1N1 influenza, published between 2009 and 2013, and retrieved from searches of computerized databases, hand searches, and authoritative texts by use of specific search criteria. Searches were followed by review, categorization, and mixed qualitative and quantitative content analysis.ResultsOf 41 articles that used quantitative methods, most used surveys (n=35); some employed content analyses (n=4) and controlled trials (n=2). The 16 articles that employed qualitative methods relied on content analyses (n=10), semi-structured interviews (n=2) and focus groups (n=4). Four more articles used mixed-methods or nonstandard methods. Seven different topic categories were found: risk perception and effects on behaviors, framing the risk in the media, public concerns, trust, optimistic bias, uncertainty, and evaluating risk communication.ConclusionsUp until 2013, studies tended to be descriptive and quantitative rather than discursive and qualitative and to focus on the role of the media as representing information and not as a medium for actual communication with the public. Several studies from 2012, and increasingly more in 2013, addressed issues of discourse and framing and the complexity of risk communication with the public. Formative evaluations that use recommendations from past research when designing communication campaigns from the first stages of crises are recommended. Research should employ diverse triangulation processes based on representatives from different stakeholders. Further studies should address the potential offered by social media to create dialogue with individuals and the public at large. (Disaster Med Public Health Preparedness. 2015;9:199-206)
