The American Cowicil for the study of Islamic Societies (ACSIS) held its18th Annual Conference April 27-28, 2001 at Villanova University,Pennsylvania. ACSIS was established in 1983 to bring together scholarsengaged in the study of Islamic Societies and states around the world fromreligious, cultural, economic and political perspectives. ACSIS also has astrong focus on Pakistan Studies. The program director, Dr. Hafeez Malikmust be congratulated for consistency with which ACSIS continues to meetand produce its publication The Journal of South Asian and Middle EasternStudies.In a small symposium with a total of seven panels and some 20 speakers(except the absentees), panel areas covered ranged from Turkey and theWest to Muslims in Tibet and China, while the subjects were as diverse asforeign policy, media studies and pluralism.The first panel began with the discussion of Turkey's role in the EuropeanUnion (EU). Augusta State University's Michael Bishku's presented"Destination European Union? The Politics and Economics of Turkey'sCase for Admission" The paper put the conference to a good start becausethe following two papers by James Sowerwine and John Vander Lippedealt with topic directly related to Turkey's admission into EuropeanUnion. Respectively, these papers were "The Role of Turkey in EuropeanSecurity" and "Turkish-American Relations".Bishku pointed out at the unevenness and asymmetrical relationship thatcharacterized the Turkey-EU relations. EU's integration itself is notentirely a democratic exercise but a product of European search forenduring security, a quasi-Utopian dream of European integrationideologues and a generation of technocratic elite who want Europe unified.Similarly, the earlier Turkish elite wanted to enter EU for the reasons ofchanging identity, economic or civilizational, whereas the society at thattime was still traditional and felt a deeper bond with the Muslim world thansecular Europe. However, the current Turkish drive for membership in EUcomes surprisingly not from the secular elite but the very Islamic sectors ofsociety; while the elite wants to hold on to the Kemalist power apparatus,the society wants to democratize and join the EU, because by doing so, thestate will no longer be able to pursue its Machiavellian tactics on itscitizens, as it would have to abide by, in substance, to the Human Rights ...

Problem setting. In spite of the presence of numerous conventions, treaties and organizations in the world today, the issue of security is still a very acute issue for the world community. There are many reasons for this: the presence of nuclear powers, serious disputes between countries that are justly considered world leaders, the existence of numerous local conflicts and wars of a more global nature across the globe. These and other factors are pushing states around the world to allocate budget funds to ensure effective security policies. Given today’s realities, one can trace the tendency of several countries to pool their own efforts and resources to pursue a common security policy. The European Union is one of the clearest examples of this behavior. This intergovernmental organization is committed to maintaining peace, diplomacy, trade and development around the world. The EU also promotes cooperation with neighboring countries through the European Neighborhood Policy. Target research. The aim of the research is to study the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. Analysis of recent research and publication. Many domestic and foreign scholars, including B. Tonro, T. Christiansen, S. Morsch, G. Mackenstein, and others. The institutional basis of foreign and security policy is analyzed in detail by J. Peterson, questions related to the European Union’s security policy. M. Shackleton. K. Gill, M. Smith and others study the general features of the development of a common EU security policy. Some contribution to the study of various problems related to European and Euro-Atlantic integration has been made by such national scientists as V. Govorukh, I. Gritsyak, G. Nemyrya, L. Prokopenko, O. Rudik, V. Streltsov, O. Tragniuk, I. Shumlyaeva, I. Yakovyuk and others. Article’s main body. The article examines the emergence and development of the European Union’s security policy from the date of the Brussels Covenant to the present. Particular attention is paid to the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. A study of the officially adopted five-year global foreign and security policy of the EU is being done to improve stability in Europe and beyond, analyzing EU conflict resolution and crisis management activities. Conclusions and prospect of development. In view of the above, it can be concluded that the EU’s foreign and security policy institutional framework is an extensive system in which all the constituencies are endowed with a certain range of general and specific powers and are called upon to cooperate with one another to achieve a common goal. It cannot be said that such close cooperation puts pressure on Member States. Yes, a Member State has the right to refrain from voting for any decision that requires unanimity and such abstention will not prevent the above decision being taken. In this case, the mechanism of so-called “constructive retention” is triggered: the abstaining country is not obliged to comply with the decision, however, accepts the fact that it is binding on other Member States and takes this into account when concluding treaties, which should not contradict the said decision.

Formulation of the problem. Today, the EU faces new challenges due to the globalization policy pursued by most EU member states, migration and the global pandemic - COVID-19. In the new conditions, the protection of human rights acquires a fundamentally new meaning. Therefore, the question of the role of the EU Ombudsman in the process of protection of individual rights and control over the activities of bodies is very relevant. By choosing the path of European integration and committing itself under the Association Agreement to adapt a number of areas in line with the acquis communautaire, Ukraine should also focus on the experience of the European Ombudsman. Since taking office as the Ukrainian Parliamentary Commissioner for Human Rights in 1998, it will not be an exaggeration to state that there are a number of problems in overseeing the proper activities of the authorities in respecting human and civil rights and freedoms. That is why, given the shortcomings and the chosen vector of development, the experience of the European Ombudsman is of great importance for Ukraine in order to improve the activities of the Ukrainian Parliament’s Commissioner for Human Rights. Target of research is to examine the role of the EU Ombudsman in the process of investigating good governance in the EU institutional mechanism. Article’s main body. The article is devoted to the study of the legal status of the European Ombudsman as a body that must investigate improper bodies of the activities of institutions, agencies to ensure the restoration of violated rights guaranteed by the Charter of Fundamental Rights of the European Union. The analysis of the practice of the European Ombudsman in the official annual reports, as well as the development strategy is carried out. With the help of EU legislation research and conducting of the legal analysis of the Ombudsman’s annual reports, strategic development documents and enquiries, opened by the Ombudsman in the last decade, the complexity of the European ombudsman’s contribution to the implementation of the sustainable development principle within EU’s supranational legal framework. Conclusions. After analyzing the development of Ombudsman’s legal status and the results of his enquiries, conducted in the last decade, a conclusion has been made, that the European ombudsman considerably influences all the institutional system of the EU. His initiatives have far-reaching consequences which might have caused their effect on the whole legal framework of the EU, in case if the European ombudsman had been given some more legal powers. Though, having only recommendation mechanisms in possession, this body influences the governing system of the EU largely, causing positive changes, meeting the leading principles of the functioning of the EU.

The theme of this conference is "Being Muslim in a Disrupted Millenial Age". The conference was motivated by the real challenges of the millenial generation and era. Indonesia is predicted to get demographic bonus in 2020-2045. According to the calculations of the National Family Planning Board (BKKBN) RI, in the decade, as many as 70 percent of Indonesian citizens are in the productive age, which is between 15 to 64 years. Only 30 percent are unproductive, for instance under 14 years and over 65 years old. Of course, demographic bonuses have an impact on the increasing number of young people, or more specifically, millennial generation.According to Neil Howe and William Strauss in the book Millennials Rising: The Next Great Generation (2000), millennial generation are those born between 1982 and 20 years later. This means that this year, they are between 15 to 35 years old. Neil and William call the millennial as the generation that determines the future. In Indonesian context, the millennial lifestyle has had a profound influence on various aspects of personal and public life; social, cultural, economic, political and even religious. The most noticeable aspect is the increasing role of social media, which is mainly driven by the millennial generation. The role of social media, for example, has far-reaching impacts on the creative economy, with the increasing variety of digital entrepreneurship-based professions utilizing online sites, youtube, instagram, twitter and facebook. While in politics, social media becomes the personal space of branding and attention seekers that characterize millennials. Interestingly, in many parts of the world, research on millennial generation has grown considerably. In addition to the above books, some of the more popular ones were the Boston Consulting Group (BCG) and University of Berkeley research in 2011 about the millennial generation of America; The Pew Research Center Review entitled Millennials: A Portrait of Generation Next (2010). Similarly the Texas-US based Center for Generational Kinetics through the intense genhq.com site is doing recent research on Millennial and Z generations.Similar research focusing on Muslim millennials is done by the Tabah Foundation of the United Arab Emirates entitled Muslim Millennial Attitudes on Religion and Religious Leadership (2016); The work of British Muslim writer Shelina Zahra Janmohamed Generation M: Young Muslims Changing the World (2016) is also interesting. In Indonesia, research and publications on millennial generations begin, but it is still difficult to find specific references to Muslim millennials. In fact, Indonesia is a country with the largest Muslim population in the world. According to the latest data of the Cetral Intelligence Agency, the number of Indonesian Muslims reaches a range of 225 million, far beyond Muslim countries such as Iran, Turkey, Egypt, and countries in the Arabian Peninsula. The proportion of Indonesian Muslims is also very significant, namely 87.2% of the total population of Indonesia. Given that fact, Muslim millennial of Indonesia has a very strategic position in the future. Millennial Muslims in this country can lift the image of Indonesian Islam to become a world reference in realizing a peaceful and harmonious society. Actually, the image has been recognized world widely. Two decades ago, various international media praised Indonesian Islam as an ideal portrait of Muslim society. Newsweek in 1996 labeled Islam Indonesia as "Islam with a smiling face". Newsweek is so fascinated with the style of religious people in Indonesia, calling it: everyone was kind; everyone was moderate; everyone respected humanistic values and a harmonious life. Interestingly, six years ago, precisely in 2011, Indonesianist Martin van Bruinessen reviewed the label in his paper with a question: What happened to the smiling face of Indonesian Islam? Martin seemed restless with the Indonesian Islamic movement, which was originally identical with the vision of nationality and humanity, into a movement that tends to be more political and partisan.This is where Muslim millennial Indonesia can take on the role. Today, around us, the narrative of hatred seems so real. It is laid out clearly through utterances, arguments, and comments on the mass lines crammed with verbal and visual violence. With such great potential, Indonesian Muslim youth are given a choice: To let the hate narrative expand its space, or to present a counter-narrative, through viralization of virtues as the part of millennial-style. This is the significance of organizing this annual conference.

Ian Manners (2002) famously argued that the European Union (EU) is a ‘normative’ power. According to this description, ethical values are fundamental both to the legal basis, and to the day- to-day policies of the EU. This essay evaluates the claim that the EU is a Normative Power, focusing on the field of human rights. Certainly, the EU strongly promotes its human rights policies as being a force for good in the world. The EU’s has traditionally been supportive of international legal regimes, and its human rights values have conditioned its relations with other actors. Despite this, the EU’s policies have often failed to change the behaviour of other actors. The main cause of this gap between rhetoric and reality is the conflict between the traditional realist interests of member states, and the ideals of the EU. The EU must be more conscious of this clash, if its human rights policies are to be successful.

In recent years, the international community has adopted standards aimed at encouraging States to promote the development and implementation of human rights compliance programmes by companies. This has been the case for conflict minerals, where soft law recommendations have been translated into a European Union (EU) hard law standard that sets out several due diligence obligations for importers of certain minerals or metals. This article will examine the origin of the EU Conflict Minerals Regulation and outline the type of compliance and due diligence obligations imposed on EU importers. It also reflects on the role of criminal law as a means of sanctioning the most serious violations of these new due diligence obligations such as traceability and transparency.

This article explores the role of the European Union in the human rights protection, implementation and promotion in Serbia. It is clear that the EU demands on democratisation in the region of Western Balkans are crucial to achieve the respect for human rights. The human rights standards as part of the conditionality criteria of the EU is a clear message towards the countries aspiring membership. However, Serbia progress in the field has been difficult due to several internal constraints. This paper aims to uncover the democratisation process of Serbia on its path towards the EU, and its progress (or not) regarding human rights protection and implementation.

The human rights are fundamental principle of the European Union law, which should be observed in adoption of legislative rules as well as in implementation practice. The EU had been initially founded as the economic cooperation project and an ambition to establish cooperation between its member states also in political agenda became more visible especially since the Lisbon Treaty, by which the position of EU in area of external relations was strengthened. The paper analyses position of the European Union when promoting and protecting human rights in external relations. As there exist several tools and mechanisms EU may use in implementation of human rights policy, we analyze the role of the EU in relation to the application of human rights in foreign policy as stated in Article 2 and Article 6 of the Treaty on European Union.
