The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. Competitive in modern conditions.

Traditional educational policy, drawing on pedagogical sciences, is based on teaching methods developed over the centuries and constantly assessed in terms of their current usefulness. So, one may ask if anything else can be done to improve the quality of education, including economics education? Due to certain features of the learners not always acting rationally, it is justified to introduce several behavioral incentives (nudges). Their effectiveness has been previously positively verified outside of education. Therefore, we may assume that similar intervention will also be effective in teaching-focused activities. The proposed approach is relatively cheap and, in principle, does not constrain the discretion of the interested parties, which makes it very powerful. In other words, the methods used, with acceptable or without any inconvenience for most people, force some persons to react in specific terms and induce the desired type of action to achieve the expected goals. The article aims to introduce the concept of nudging as the tool of stimulating the learners' behavior in the context of broadly understood economics education and demonstrate that their skillful use enables the improvement of the quality of teaching and the transfer of economic knowledge.

Changing times continue to occur and competition between educational institutions is also getting tougher. If you are not able to manage an educational institution properly, you will be left behind and it is possible to go bankrupt. The priority task of the state educational policy is the continuous improvement of the quality of education, and at the secondary level - also the improvement of educational methods. In this regard, in recent years, the opinion has been increasingly expressed that one of the conditions for optimizing the educational and upbringing process in school can be the cooperation of secular and confessional institutions in the educational sphere. The question of including a course on religion (religions) in the school curriculum leads to the need to determine its alleged educational status and content.
