Purpose This study aims to report the design and testing of a maturity model for information and knowledge management in the public sector, intended for use in frequent monitoring, trend analysis and in-depth analysis of the contemporary information and knowledge management practices of an organization. Design/methodology/approach A design science approach was used to develop the proposed model. Creation of the model was based on an extensive literature review. Testing of the model was implemented as a survey receiving 37 responses from nine organizations organizing and purchasing public services. Findings The study presents four alternative profiles for an organization’s status, novice, experimenter, facilitator and advanced exploiter, and investigates the differences between these profiles on the basis of the empirical data gathered. The model was found to be both a valid and practical way to determine the state of an organization’s information and knowledge management and identify development needs. Research limitations/implications Testing was conducted in the Finnish public sector and further studies applying the model could be implemented in other countries. The model presented was designed specifically for the public sector and more research is needed to test its applicability in the private sector. Originality/value Maturity models are useful when evaluating information and knowledge management status in an organization, and beneficial for improving organizational performance. The proposed maturity model combines the fields of knowledge management and information management and contributes to the literature with an overarching maturity model that includes a dimension of satisfaction with the organizational maturity level. While many earlier models originate from the consultancy business, the model presented here was also designed for research purposes and tested in practice.

For academics and professionals, knowledge management has been widely known as a core agenda and has been recognized as one of the most important sources of competitive advantage. Managing knowledge to achieve organizational performance is not only crucial for private sector institutions, but it is significant for the public sector institutions as well. Since the study of knowledge management in the public sector is still in its infancy, this study is aimed at investigating the relationship between knowledge management processes and competitive advantages in local authorities in Malaysia to raise the awareness of the importance of managing organizational knowledge, particularly in the public sector. For this study, the data was collected from selected Heads of Departments in 42 institutions of local authorities in Peninsular Malaysia and yielded 82 usable responses. The analysis suggests that all six knowledge management processes (knowledge creation, capture, organization, storage, dissemination, and application) have a strong relationship with competitive advantage. This study is expected to raise awareness and provide initial guidelines to local authorities as knowledge-intensive institutions to formulate strategies on how to manage the knowledge management processes within the organization.

Knowledge management systems (KMS) can help an organization support knowledge management activities and thereby increase organizational performance. This study extends the expectation-confirmation model for predicting mandatory continued KMS use in the public sector. The models are assessed using data from a sample of 627 employees of the Kaohsiung City government in Taiwan and analyzed using the finite mixture partial least squares (FIMIX-PLS) method. The results of this study indicate that (1) data heterogeneity (i.e., educational level) segments two specific groups that show different perceptions toward continued KMS use; (2) the results of aggregate-based data analysis are different from the results of group-specific data analysis; (3) compatibility, relative to confirmation, has larger impact on perceived usefulness regardless of groups; (4) the effect of user satisfaction on continued usage behavior is significant different between the two groups; (5) cognition-driven continued use and emotion-driven continued use are identified in the two groups.

This study aims to highlight the importance of knowledge management and the factors influencing its implementation within the public sector organizations in Dubai. This study provides a clear understanding of the concept of knowledge management in the public sector and the ability of these sectors to collect and preserve knowledge, knowledge management. This requires the development of knowledge to review and strengthen their strategies to collect document and disseminate their workforce knowledge in order to achieve better institutional performance and to ensure that the knowledge of outstanding expertise and competencies remains within the institution even after leaving their sources for the organizations. Data were collected by distributing questionnaires to 215 systematic randomly sampled respondents from seven public departments. Data collected were analyzed by using descriptive and inferential statistics. It was found that all the independent variables were significantly related to organizational performances. The multiple regressions analysis showed that all the predictor variables contributed 55.5% towards the organizational performances of the public departments in Dubai. The research implication and suggestion were discussed at the end of the paper.

The paper presents knowledge residence to be only in the mind and rejects the orthodox definition of the knowledge types which has been used till now by most knowledge management (KM) gurus and authors — in which knowledge exists inside and outside the human body — and presents an alternative model for such. Yet, unlike other papers that reject this classical view, this paper does not doubt the importance of the field nor underestimate the role of its originators. Alternatively, it emphasises the significance of KM and provides practical insights for its effectiveness. The paper concludes by addressing the importance of understanding the essence of knowledge in the public sector through proposing a pragmatic concept that could be easily applied. We have chosen a city that has an existing platform that can support the application of such concept — Dubai — especially with its current expanding endeavours towards “Connecting Minds, Creating the Future”, which is its Expo theme in 2020.
