The Role of Monitoring Islamic Banks to Control Money Laundering Crimes From the Viewpoint of Employees in the Central Bank of Jordan

The present study aimed to examine the role of monitoring Islamic banks in fighting against money laundering crimes from the perspective of the employees working at the Central Bank of Jordan. The researcher adopted a descriptive analytical approach. The sample consists of 60 employees who were chosen from the Central Bank of Jordan. Questionnaire forms were passed via email to those employees to fill. All the forms were filled and retrieved. It was found that the reality of monitoring money laundering crimes in Islamic banks by central bank of Jordan is moderate. It was found that there is a positive statistically significant impact of monitoring Islamic banks on control money laundering crimes from the viewpoint of employees in the central bank of Jordan. The researcher recommends activating the role of the Central Bank of Jordan in fighting against money laundering crimes

أصبحت الحوكمة إحدى الركائز الأساسية التي يجب على جميع الوحدات الاقتصادية أن تطبق مبادئها ومعاييرها وذلك للحد من تعرض الشركات والبنوك للفشل المالي. تهدف هذه الدراسة لتوضح الاختلافات الأساسية بين تعليمات الحوكمة الصادرة من مصرف قطر المركزي وتعليمات الحوكمة الصادرة من هيئة قطر للأسواق المالية، وذلك من خلال بيان مفهوم الحوكمة وإطارها التشريعي والتاريخي، وأبرز السلطات الرقابية والإشرافية العالمية والإسلامية التي اهتمت وأصدرت معايير للحوكمة، ثم ناقشت المعايير الصادرة من أبرز سلطتين رقابيتين في قطر وهما مصرف قطر المركزي وهيئة قطر للأسواق المالية، والفرق بينهما وأيهما أولى بالتطبيق من قبل المصارف القطرية سواء الإسلامية أو التقليدية، واتبع الباحثون المنهج الوصفي من خلال دراسة الإطار النظري للدراسة، وتوضيح الاختلافات الأساسية من خلال المقارنة النظرية بين مبادئ الحوكمة للسلطات الرقابية والإشرافية القطرية، ونتج عن الدراسة أن هناك وجود فروق أساسية فيما يخص المصارف وأن تعليمات مصرف قطر أولى بالتطبيق بالنسبة للمصارف. الكلمات المفتاحيّة: الحوكمة، مصرف قطر المركزي، تعليمات الحوكمة، هيئة قطر للأسواق المالية، نظام الحوكمة. Abstract This study aims to clarify the Fundamental differences between Governance instructions issued by Qatar Central Bank and Governance System issued by Qatar Financial Markets Authority. Moreover, concept of corporate governance, legislative and historical framework, most important supervisory authorities whether global, Islamic or in Qatar are discuss. Then, it discusses the main differences between standards which issued by Qatar Central Bank and Qatar Financial Markets Authority, and whichever is Islamic Banks in Qatar should apply their Standards. The researcher used the descriptive analytical method to address the main principals. The analytical approach was also used by analyze the Governance instructions issued by Qatar Central Bank and Governance System issued by Qatar Financial Markets Authority. The result of the study, there are basic differences with regard to banks, and that Qatar Bank’s instructions are first to be applied with regard to banks. <p>The research aims to evaluate and examine the oversight role of the Central Bank of Jordan and assess its success in controlling the phenomenon of money laundering in a simple and uncomplicated manner by distributing a questionnaire to a group of corporate managers of Jordan, which are of the major companies in Jordan and within the Jordanian level.</p>The researcher has concluded a number of recommendations including; Activating the control entities subject to Central Bank more accurately, identify the interaction between banks operating in the Kingdom and foreign banks, mainstream frustrations operations of money laundering.

This article explored the role of Islamic banks in increasing the amount of domestic savings and funding the economic development process in Jordan during the period (2010-2019). A descriptive analytical approach was adopted. The data was obtained from the Association of Banks in Jordan. It was analyzed through carrying out the linear regression analysis. The researchers concluded that the assets of Jordanian Islamic banks increased. That indicates that there was an increase in the savings of Islamic banks. They found that the total credit facilities provided by Islamic banks to individuals and for all sectors have increased. They found that there is a positive significant relationship between the assets in Islamic banks from one hand and credit facilities from another hand. They recommend exerting effort to increase the savings of Islamic banks.

الملخّص تهدف هذه الدراسة إلى تصحيح المفاهيم الواردة في بعض الدراسات السابقة حول نظام الحوكمة الشرعية لدولة الكويت، خصوصاً التصور الخاطئ لبعض هذه الدراسات حول دور هيئة الفتوى بوزارة الأوقاف والشؤون الإسلامية بدولة الكويت. بالإضافة إلى سعي الدراسة لتوثيق تاريخ تطور تعليمات الحوكمة الشرعية الصادرة عن بنك الكويت المركزي، التي قد أغفلت عنها الدراسات السابقة، من خلال تقسيم تاريخ صدور التعليمات إلى ثلاثة مراحل أساسية. وفي الختام تسعى الدراسة إلى تحليل ودراسة تعليمات "حوكمة الرقابة الشرعية في البنوك الكويتية الإسلامية" الصادرة مؤخراً عن بنك الكويت المركزي، مع بيان آثار هذه التعليمات على البنوك الإسلامية العاملة في دولة الكويت. الكلمات المفتاحيّة: مصرفية إسلامية، حوكمة شرعية، رقابة شرعية، بنك الكويت المركزي.              Abstract This study aims at rectifying the concepts contained in some previous studies on the Sharia governance system in the State of Kuwait, especially the misconception of some of these studies on the role of the Fatwa Committee in the Ministry of Awqaf and Islamic Affairs. In addition, the study seeks to document the history of the development of the instructions of the SharÊÑah governance issued by the Central Bank of Kuwait, which has been overlooked by previous studies, by dividing the date of issuing the instructions into three basic stages. Lastly, the study seeks to analyze and study the instructions of the "Governance of SharÊÑah Supervision in Kuwaiti Islamic Banks" issued recently by the Central Bank of Kuwait, with the effect of these instructions on the Islamic banks operating in the State of Kuwait. Central bank (CB) in any economy is regarded as the Apex bank and the Principal stakeholder in the financial system. This is in view of the role it plays in the control, regulation and supervision of the financial institutions in the economy. Hence, the Central Bank of Nigeria (CBN) is no exception to this unique characteristics and functions. Meanwhile, the emergence of Islamic banking in various Muslim countries has continued to raise the fundamental issue of what role the CB should play in the affairs of Islamic Banks (IBs). Therefore, this study is an attempt to empirically examine the perceptions of Nigerian Muslim Youths in Malaysia on the perceived role expected of the CBN in the establishment and operation of IBs in Nigeria. This study focused on the perceptions of students in three Malaysian universities i.e. Kolej Universiti Insaniah (KUIN), Universiti Utara Malaysia (UUM) and International Islamic University Malaysia (IIUM). The sample of the study was made up of 100 questionnaires of which 85 percent were returned and usable. The data collected were subjected to statistical analysis using the SPSS version 18.0 and One-Sample and Independent-Samples t-Tests were utilized for analyses. The finding revealed that the role of the CBN in the establishment and operation of IBs in Nigeria is of no significance. This finding is however classified as Type II error because it contradicts the known theoretical and empirical evidences in the area of central banking in the world. Other findings hold that the CBN should seriously promote adequate research in IBs, the legal framework of IBs should be further strengthened and that the CBN should collaborate with the Judiciary for the establishment of Shari’ah courts to adjudicate cases on IBs.

Financial crime in Nigeria – including money laundering – is ravaging Nigeria's economic growth. In the past few years, the Nigerian government has made efforts to tackle money laundering by enacting laws and setting up several agencies to enforce the laws. However, there are substantial loopholes in the regulatory and enforcement regimes. This article seeks to unravel the involvement of the churches as key drivers in money laundering crimes in Nigeria. It concludes that the permissive secrecy which enables churches to conceal the names of their financiers and donors breeds criminality on an unimaginable scale.

Islamic banks are present in the community as financial institutions whose activities are based on the principles of Islamic law for the benefit of the people. This study aims to determine the strategic role of Islamic Banks as financial service institutions, the importance of the existence of Islamic Banks and Islamic-based markets and financial instruments in them. In its development, Islamic banks have a role as institutions that turn on public funds, channel funds to the public, transfer assets, liquidity, reallocation of income and transactions. In the Indonesian economic system, the existence of Islamic Banks is important as an alternative solution to the problem of conflict between bank interest and usury. Islamic financial markets and instruments provide a free society of interest and follow a different set of principles.
