In recent years, there has been an increasing emphasis on placing children in foster care. Our main research aims to explore the connections between the future orientation of disadvantaged young people living in residential care homes and foster families. In our pilot-study, we made it measurable by a comparative analysis of their study results. The sample consists of children raised in the child protection specialist and aftercare system of the Greek Catholic Child Protection Centre of Debrecen and Nyírség. The comparative analysis included 57 children and young people living in residential care homes and 57 children and young adults living in foster care. The members of both groups were born between 1993 and 2003, so are 15-25-year-olds. The comparative analysis was made on the basis of the available documents and study statistics between June 2019 and November 2019, to measure and compare the academic achievement of young people living in residential care homes and with foster parents. According to the statistical analysis, it was found that the academic achievement, based on year repetitions, show a more favourable picture of students living with foster parents. Depending on our results, a number of additional research questions arise.

Foster care is an important part of the child protection system; however, it seems that some foster children are not protected – they are abused and neglected. The aims of this article are to confirm on a small scale whether children in foster care are indeed being abused and neglected and to develop an understanding of factors contributing to the abuse and neglect of these foster children. A qualitative research approach was applied. Findings confirmed the occurrence of abuse and/or neglect and provided information on factors relating to foster parents and the foster care system itself contributing to this phenomenon.

AbstractChildren in foster care (CFC) are at increased risk for negative developmental outcomes. Given the potential influence of foster parents’ parenting on the development of CFC, this literature review and meta-analysis provide an initial overview of how parenting factors in foster families relate to CFC’s developmental outcomes. We aimed to explore (1) whether foster parents’ parenting conceptualizations are related differently to various CFC developmental outcome variables and (2) how characteristics of foster parents and CFC moderate these associations. Following the recommendations of the PRISMA statement, we searched four databases in 2017 (with an update in May 2020). Forty-three primary studies were coded manually. The interrater agreement was 92.1%. Parenting variables were specified as parenting behavior, style, and goals and were distinguished further into functional and dysfunctional parenting. CFC development was divided into adaptive (including cognitive) development and maladaptive development. Meta-analyses could be performed for foster parenting behavior and developmental outcomes, as well as for functional parenting goals and maladaptive socioemotional outcomes in CFC. Associations between functional parenting behavior and adaptive child development were positive and negative for maladaptive child development, respectively. For dysfunctional, parenting effects were in the opposite direction. All effects were small to moderate. Similar results were found descriptively in the associations of parenting style and child developmental outcomes. We found similar effect sizes and directions of the associations between parenting behavior in foster families and the child’s developmental outcomes as those previously reported for biological families. These findings provide strong support for the significant role of parenting in foster families regarding children’s development in foster care.

This article presents the research of the project Giving Young People a Voice: Advocacy in Children’s Homes, set up as a result of the interest of a nonprofit organization working with looked-after children, with an aim to improve advocacy as a listening process and to promote the participation of children that reside in children’s homes. The research focused on the implementation of a visiting advocacy project and the activities carried out by an independent advocate working in children’s homes. The children’s evaluation of the project was collected by two focus groups; interviews were conducted with social care workers and the manager of the organization. This research deals with the implementation of the first visiting advocacy project in the context of the Italian child protection system.

Children in foster care face disproportionate rates of biopsychosocial challenges but social and extracurricular activities (SEAs) may support their healthy development. The Reasonable and Prudent Parenting Standard (RPPS), a 2014 federal policy, aims to increase access to these opportunities for children in foster care. Analyses of statutes from 50 US states and the District of Columbia (n = 51) revealed similarities and differences in state-level RPPS policy implementation. Building on these findings, researchers conducted semi-structured retrospective telephone interviews with foster parents across one southeastern state (n = 20) to identify local retrospective perspectives on RPPS implementation. Using thematic inductive coding two unique themes emerged about SEAs prior to RPPS: 1) negative social impacts and 2) complicated activity approval processes. Three unique themes emerged after RPPS: 1) empowerment, 2) implementation disparities and 3) resource recommendations. Policy implications include the need to support foster parents by increasing resources (funding, transportation, access), clarifying liability and clarifying motivation expectations.

Social support is a crucial element for families in vulnerable situations, especially for those with children in foster care processes. This support is key to the acceptance of the protection measure in the initial moments and to laying the foundations for collaboration towards reunification. However, the social support of these families is limited, and families’ use of support elements is strongly related to their attitude towards them. The aims of this article were to identify the types and characteristics of social support and to analyze what elements influence families’ attitudes towards these supports. The qualitative study research was carried out in Spain through focus groups and interviews with 135 participants: 63 professionals from child protection services, 42 parents, and 30 children and adolescents who had been in foster care measures. Results show the diversity of social support resources available to families and demonstrate that families make unequal use of such resources depending on factors such as their experiences in the process of formalization and communication of the protection measure or their predisposition to receive support, among others. The important role played by social support resources in the promotion of factors that allow for successful reception and reunification is highlighted.

This article seeks to expand the conversation started in the primary article by Stephen Gay in this volume entitled ‘The Choice Between Adoption and Foster Care as Child Protection Responses’. It discusses the need for stability and permanence of care arrangements for children and young people living in out-of-home care in Part II before moving on in Part III to consider the option of widening the choice of care arrangements to better meet their needs. The importance of listening to the voices of children and young people and giving them a say in where they live and how they are cared for is also explored in Part IV.
