The article deals with recommendations improvement for substantiation of requirements for the values of quantitative indicators of unification in requests for proposals for research and development works (R&D) on the development of samples of armament and military equipment (AME). Previously, it was proposed to substantiate these requirements on the basic unification level, taking into account the coefficients of factors that influence the level of unification, recommendations for their determination were given, but the coefficients of factors were adopted the same for all influencing factors. To achieve this goal, a group of five experts from the State Scientific Research Institute of Armament and Military Equipment Testing and Certification was formed. The experts were provided with a matrix questionnaire in which they had to provide evaluations of seven identified influencing factors by pairwise comparing of their significance. To increase the reliability of evaluation and eliminate errors, the survey was conducted twice. According to the results of the questionnaire, the ratings of the significance of the influencing factors were determined, which ranged from “+4” to “–3”. Taking this into consideration, the previously determined values of the coefficients of factors that influence the level of unification were adjusted and amounted to: for favorable factors: from 1.143 to 1.476; for adverse factors: from 0.524 to 0.809. The calculations of the value of repeatability factor at the basic level of unification of 70% on the example of tests of individual samples of AME were obtained. The results ranged from 68% to 79%. The analysis of the comparison of the unification level with the results of calculations in the previous work revealed that the changes are generally small (from 1% to 3%), but became closer to the results obtained in the tests in 80% of cases. The results of the study are recommended for use in practice during the setting of requirements in requests for proposals for research and development works on the development of samples of AME.

The world practice of creating and modernizing specimens of armament and military equipment envisages carrying out numerous tests, checks and evaluations of the current technical conditions throughout the life cycle. The task of organizing and carrying out of tests, in particular mechanical, electrical and climatic, at the State Scientific Research Institute of Armament and Military Equipment Testing and Certification is entrusted to the scientific research laboratory that is a part of the scientific and technical complex of measurements of the Institute. Currently, the laboratory is not fully equipped with modern testing equipment. Therefore, the task of justification of the ways of development and providing the laboratory with test equipment for conducting mechanical, electrical and climatic tests of armament and military equipment specimens is urgent. The purpose of the article is to determine the perspective ways of development of the laboratory-testing facilities of the State Scientific Research Institute of Armament and Military Equipment Testing and Certification taking into account the modern development of armament and military equipment specimens. During the research general scientific methods of processing and systematization of information, in particular system analysis and synthesis of organizational and technical systems were applied. The peculiarities of the organizing and conducting mechanical, electrical and climatic tests at the enterprises of the defense-industrial complex of Ukraine were analyzed. It was established that the basis of testing, in addition to legislative acts and technological normative documents, is the availability of a modern laboratory testing base, since without the means of measurement and testing it is impossible to ascertain the stability, sustainability and durability of armament and military equipment specimens to the influence of external factors. The proposals for the purchase of the test equipment for ensuring tests in the direction of mechanical, electrical and climatic tests of State Scientific Research Institute of Armament and Military Equipment Testing and Certification are given.

INTRODUCTION: The Ukrainian State Scientific-Research Institute of Nanobiotechnology and Resources Saving has received nanochromium citrate (NCC), a new chrome compound, by means of the electric pulse aquananotechnology method.   OBJECTIVES: to determine nanochromium citrate efficacy with experimental dexamethasone-induced diabetes through the results of antihyperglycemic activity and its effect on the pancreatic histological structure.   METHODS: diabetes mellitus was simulated by dexamethasone administration on 18-month male rats. The morphological structure of the pancreas was examined in comparison with metformin. Examination of the pancreas morphological structure considered the amount, distribution and size of the pancreatic islets and their cellular shape.   RESULTS: on the 14th day of simulated diabetes mellitus the preventitive -therapeutic indication of nanochromium citrate promoted a decrease of glycemia level twice. The administration of nanochromium citrate with underlying diabetes mellitus is not inferior to metformin and its protective effect on the pancreas morphological structure exceeds the effect of metformin.   CONCLUSION: nanochromium citrate of experimental dexamethasone-induced diabetes mellitus in rats decreases the glycemia level twice which does not differ reliably from the effect of metformin antihyperglycemic. The cytoprotective effect of nanochromium citrate produced on the histological structure of the pancreas is found to exceed metformin action.
