How to improve the success rate of the industry-university-research cooperation and form a benign circulation, is the primary topic of current research studies, reasonable investment in research and development is an important guarantee for sharing research results between enterprises and scientific research institutes. It applies the dynamic information game to analysize the input relation between the enterprise and the scientific research institute in the process of the industry-university-research cooperation, and demonstrates the effect of the collaborative pattern on the profit reliezation of the both sides.

China’s science and technology system and its developing history were reviewed by this chapter, including science and technology investment, research institutions, research funds, enterprise transformation, scientific research talents, and so on. In recent years, China has stepped up its reform efforts, clarified the positioning of different types of scientific research institutes, established research and development and service networks, opened up the channel for achievement transformation, and supplemented by talent incentive and integration of scientific research bases, so as to effectively solve the problems affecting innovation efficiency. Facing the future, the direction of further reform is to strengthen the construction of legalization and institutionalization.

The article deals with recommendations improvement for substantiation of requirements for the values of quantitative indicators of unification in requests for proposals for research and development works (R&D) on the development of samples of armament and military equipment (AME). Previously, it was proposed to substantiate these requirements on the basic unification level, taking into account the coefficients of factors that influence the level of unification, recommendations for their determination were given, but the coefficients of factors were adopted the same for all influencing factors. To achieve this goal, a group of five experts from the State Scientific Research Institute of Armament and Military Equipment Testing and Certification was formed. The experts were provided with a matrix questionnaire in which they had to provide evaluations of seven identified influencing factors by pairwise comparing of their significance. To increase the reliability of evaluation and eliminate errors, the survey was conducted twice. According to the results of the questionnaire, the ratings of the significance of the influencing factors were determined, which ranged from “+4” to “–3”. Taking this into consideration, the previously determined values of the coefficients of factors that influence the level of unification were adjusted and amounted to: for favorable factors: from 1.143 to 1.476; for adverse factors: from 0.524 to 0.809. The calculations of the value of repeatability factor at the basic level of unification of 70% on the example of tests of individual samples of AME were obtained. The results ranged from 68% to 79%. The analysis of the comparison of the unification level with the results of calculations in the previous work revealed that the changes are generally small (from 1% to 3%), but became closer to the results obtained in the tests in 80% of cases. The results of the study are recommended for use in practice during the setting of requirements in requests for proposals for research and development works on the development of samples of AME.

AbstractThe need to undertake research work on the commercialization of results from scientific research and development projects emerged from the Author’s professional experience as well as the incomprehensive literature on the role of Polish research institutes in the process of technology transfer and commercialization of innovative solutions, in particular in the case of mining machinery and equipment. From the available literature, the commercialization of research results and technology transfer are analyzed from the perspectives of academia and entrepreneurs, but there is no analysis of this challenge from the perspective of the research institutes which create the majority of innovative solutions implemented in Poland. The research results presented in this article identify and highlight not only the main factors which facilitate knowledge transfer in the widest sense, but also the barriers which should be overcome. An integrated commercialization model of research results, developed by the Author, is described in the article. Some examples of other models, used to assess innovative technology transfer processes, i.e. Transfer model of the Cracow University of Technology, Jolly’s model, United model (science + market), Trzmielak’s linear – subsequent model, Network – interactive model and IpOp model, are also presented. Special attention is paid to the process of generating innovative ideas and to the area of efficient project management. Based on the integrated model, practical management recommendations for the successful commercialization of innovative solutions are given. It is highlighted that the integrated model can be treated as a diagnostic tool, enabling an efficient assessment of the transfer of research results and commercialization of innovative solutions.

The purpose of the work was to study the nosological structure of rheumatologic patients hospitalized  in emergency hospitals. The analysis of the obtained distribution and its comparison with the structure  of patients at the Scientific Research Institute of emergency care named after I. I. Djanelidze and the City  Rheumatology Center were done. Determination of the current structure of hospitalization of rheumatologic  patients can serve as a basis of its forecasting for the subsequent periods.
