Species of the genus Notaris Germar, 1817 (Coleoptera, Curculionidae) from Siberia and Russian Far East

Seven described species (N. (Erirhinus) aethiops (Paykull, 1792), N. (Asionotaris) eversmanni Faust, 1882, N. (A.) altaica (Legalov, 1997), N. (N.) acridulus (Linnaeus, 1758), N. (N.) daurica Faust, 1882, N. (N.) oryzae (Ishida, 1902), and N. (N.) scirpi (Fabricius, 1792) with two subspecies: N. (N.) scirpi scirpi (Fabricius, 1792) and N. (N.) scirpi mandschurica Voss, 1940) of the genus Notaris Germar, 1817 are known from Siberia and the Russian Far East. The distributions of these species are specified. There are the first records of N. (Erirhinus) aethiops for Republic of Khakassia, N. (Asionotaris) eversmanni for Sakhalin Is., N. (N.) acridulus for Altai Krai and Jewish Autonomous Oblast, N. (N.) scirpi scirpi for Irkutsk Oblast and N. (N.) scirpi mandschurica for Zabaikalskii Krai. A new subgenus Asionotaris subgen. n. (type species – Erirhinus altaicus Legalov, 1997) of the genus Notaris is described. Keys for subgenera of the genus Notaris and species of this genus from Siberia and the Russian Far East are completed. Distribution maps of the considered Notaris species are given.

The new subgenus Monilistylus subgen. n. is described based on imaginal and larval characters. Its type species is Procloeon (Monilistylus) monilistylus Kluge, Tiunova & Novikova 2014 from the Russian Far East, known as larvae, subimagines, imagines of both sexes and eggs associated by rearing. Male larva, subimago and imago of Procloeon (Monilistylus) ornatipennis sp. n. are described based on reared specimens from Lombok (Indonesia).

The family Diplomaragnidae Attems, 1907 of the Asian part of Russia is reviewed and shown to comprise 11 genera and 60 species + 1 dubious species. Two genera and seven species are described here as new to science: Alineuma gen. nov., with type species A. rodionovi sp. nov. and Litovkia gen. nov., with the type species L. anisimovka sp. nov., Diplomaragna budilovi sp. nov., Diplomaragna dentifer sp. nov., Pacifiosoma shabalini sp. nov., Pacifiosoma acutum sp. nov., Pacifiosoma triangulatum sp. nov. Pacifiosoma asperum Mikhaljova, 2016 is recorded from the Primorsky Krai for the first time. Five genera are endemic to the Asian part of Russia. At the species level, the rate of endemism amounts to 91.7%. A key is given to all species of Diplomaragnidae presently known from Siberia and the Russian Far East. The distributions of the region’s diplomaragnids are discussed. Taxonomic remarks are provided for many species.

The subfamily Araeopteroninae Fibiger, 2005 from the Russian Far East and neighbouring countries is revised. Six species occur in Russia, three of which are new: A. ussurica sp. n., A. makikoae sp. n. and A. patella sp. n.; A. fragmenta and A. nebulosa are reported for the first time for Russia. In South Korea five species occur, two of which are new: A. patella sp. n. and A. koreana sp. n. Three species, A. amoena, A. nebulosa, and A. fragmenta are reported for the first time from China. The formerly described Far Eastern species (A. amoena, A. nebulosa, A. fragmenta and A. flaccida) are redescribed based on morphological characters. Adultss of all species from northern East Asia treated in the article are illustrated in color with their male and female genitalia. Distribution maps of the species in the Russian Far East are presented, along with an alphabetic checklist of 36 described species.

The family Micronoctuidae and the genus Micronoctua Fibiger, 1997 are reported from the Russian Far East and neighbouring countries for the first time. The family is represented in the region by two species in the genera Mimachrostia Sugi, 1982 and Micronoctua both occurring in Russian Far East, Korea, China and Japan. The northern distribution limit of the family Micronoctuidae is the middle of the Amur River (50°31΄N, 137°035΄E), reached by Mimachrostia fasciata Sugi, 1982. The new species, Micronoctua occi, sp. n. is described from Russian Far East, the Korean peninsula, China and the Tsushima Islands of Japan. The male and female genitalia are illustrated and compared with those of Micronoctua karsholti. Distribution maps for the two species are presented.

A new genus Minigrapta gen. n. (type-species Xanthograpta basinigra Sugi, 1982) and new species Minigrapta minimoides sp. n. of the tribe Apameini are described from the Primorye territory, Russia. The species described as Xanthograpta basinigra Sugi, 1982 is transferred from Acontiinae (sensu auctorum) to the subfamily Xyleninae, tribe Apameini; the new combination Minigrapta basinigra Sugi, 1982 comb. n. is proposed. The adults and genitalia are illustrated for these and allied species.

A new eastern-palaearctic monotypic genus of the broad-winged moths, Paradasycera gen. nov., is described. It is related to the European genus Dasycera Stephens, 1829, from which differs by the very short ovipositor in female and slightly pointed apex of the fore wing. The type species of the genus, Paradasycera insignis (Christoph, 1882), comb. nov., is redescribed.

A new Trioxinae (Aphidiidae) genus Sergeyoxis gen. nov., with type species S. monoceratus sp. nov., is described and illustrated from the Russian Far East. This new genus is closely related to Parabioxys Shi et Chen, 2001, but differs from the latter by the development of a single long process (prong) which is not fused with the sixth sternite, fore wing darkened and narrow, and petiole short. Sergeyoxis gen. nov. differs from the all other trioxine taxa by the presence of mobile unpaired process between two last sternites of metasoma.

The genus Koiulus gen. nov. and its type-species, Koiulus interruptus gen. et sp. nov., are described from the Russian Far East. The new genus is compared with other genera of Mongoliulidae, in particular with Ussuriiulus Golovatch, 1980, also from the Russian Far East, with which it shares the absence of ozopores from individual body rings distributed along the body, a condition so far otherwise unknown in the superorder Juliformia. A synoptic table of genera and a list of species of Mongoliulidae are presented.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.
