The COVID-19 pandemic has exposed undeniable health inequities among marginalized communities (MC), including black, indigenous, and other people of color (BIPOC) in the United States (Forno and Celedón 2012, Kaiser Family Foundation 2017, US National Center for Health Statistics 2019, Glasgow 2020). The lack of centralized support for local health responses has jeopardized many MC/BIPOC (Baah, Teitelman, and Riegel 2019). We propose the Department of Health and Human Services (HHS) implement the following policy steps: 1. Centrally collect patient data on social determinants of health and equity and post-COVID-19 health outcomes (Paradies et al. 2015, Jones et al. 2009, Magnan 2017). Real-time data collection allows for real-time quality improvement and implementation of policies to mitigate inequities in the short-term. 2. Expand and implement Centers for Medicare and Medicaid (CMS) value-based care models (VBCM) to address inequities in the long-term. VBCMs institutionalize data collection initiated in Step 1 while concurrently implementing interventions. 3. Temporarily expand Medicaid coverage for individuals needing subsidized insurance. This provides a safety net for those suffering employment instability during the crisis, alleviating some root causes of health inequities. These steps will centralize resources, empowering local health systems to control and contain outbreaks disproportionately occurring among MC/BIPOC. HHS is positioned to implement these policies and mitigate further damage from COVID-19. HHS agencies such as the Food and Drug Administration (FDA) and Centers for Disease Control and Prevention (CDC) have successfully implemented centralization responses, such as the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) in response to the HIV/AIDS epidemic, effectively targeting disparities (Valdiserri and Holtgrave 2020). These previous successful responses by the HHS should compel intervention in the present crisis.

Work zones are prevalent in the United States as the infrastructure is increasingly in need of maintenance. Lack of reliable data is one of the main obstacles in work zone research. Reliability suffers because of underreporting of crashes and inclusion in the analysis of irrelevant activities that are not attributable to work zones. In addition, the work zone environment is very dynamic, resulting in differing reasons for crashes. These are barriers to gaining an accurate understanding of safety in work zones. The objective of this paper is to design, develop, and deploy a mobile application (app) for real-time work zone data collection to address these issues. The development process consisted of the following steps. First, a user interface was designed to enable users to collect various work zone activity information. Second, taking advantage of recent advances in cloud computing, a real-time database was designed for efficient storage and instantaneous communication of work zone activity data. Field tests were then conducted at 13 work zone sites in Columbia, Missouri. Finally, the performance of the app was evaluated based on scalability, precision, and user friendliness. The app was able to respond to queries at real-time speeds even as the size of the database and the number of users increased. The precision of sensors was within appreciable accuracy for the geolocation. The app’s user friendliness was acknowledged by the users. The successful deployment of this mobile app would lead to accurate work zone data which is very useful for work zone management, traveler information, contract monitoring, safety analysis, and project coordination.

Canada and the United States have vast energy resources, supported by thousands of kilometers (miles) of pipeline infrastructure built and maintained each year. Whether the pipeline runs through remote territory or passing through local city centers, keeping commodities flowing safely is a critical part of day-to-day operation for any pipeline. Real-time leak detection systems have become a critical system that companies require in order to provide safe operations, protection of the environment and compliance with regulations. The function of a leak detection system is the ability to identify and confirm a leak event in a timely and precise manner. Flow measurement devices are a critical input into many leak detection systems and in order to ensure flow measurement accuracy, custody transfer grade liquid ultrasonic meters (as defined in API MPMS chapter 5.8) can be utilized to provide superior accuracy, performance and diagnostics. This paper presents a sample of real-time data collected from a field install base of over 245 custody transfer grade liquid ultrasonic meters currently being utilized in pipeline leak detection applications. The data helps to identify upstream instrumentation anomalies and illustrate the abilities of the utilization of diagnostics within the liquid ultrasonic meters to further improve current leak detection real time transient models (RTTM) and pipeline operational procedures. The paper discusses considerations addressed while evaluating data and understanding the importance of accuracy within the metering equipment utilized. It also elaborates on significant benefits associated with the utilization of the ultrasonic meter’s capabilities and the importance of diagnosing other pipeline issues and uncertainties outside of measurement errors.

This paper designed a motor winding testing system, it can do the dielectric withstand voltage test of inter-turn under 30kV.The system can communicate effectively between PC and machine, by using the PC's powerful capacity of process data and PLC's better stability and the Labview's convenient UI. So the system has real-time data collection, preservation, analysis and other characteristics. This system is able to achieve factory testing and type testing of the motor windings facilitating. Various performance indicators were stable and reliable by field test during a long time.

At the Swiss Light Source macromolecular crystallography (MX) beamlines the collection of serial synchrotron crystallography (SSX) diffraction data is facilitated by the recent DA+ data acquisition and analysis software developments. The SSX suite allows easy, efficient and high-throughput measurements on a large number of crystals. The fast continuous diffraction-based two-dimensional grid scan method allows initial location of microcrystals. The CY+ GUI utility enables efficient assessment of a grid scan's analysis output and subsequent collection of multiple wedges of data (so-called minisets) from automatically selected positions in a serial and automated way. The automated data processing (adp) routines adapted to the SSX data collection mode provide near real time analysis for data in both CBF and HDF5 formats. The automatic data merging (adm) is the latest extension of the DA+ data analysis software routines. It utilizes the sxdm (SSX data merging) package, which provides automatic online scaling and merging of minisets and allows identification of a minisets subset resulting in the best quality of the final merged data. The results of both adp and adm are sent to the MX MongoDB database and displayed in the web-based tracker, which provides the user with on-the-fly feedback about the experiment.

The main purpose of this work is to represent an alternative effective model for measuring the quality of healthcare (SERVQUAL) considering the geographical location of the under examination healthcare sectors. Based on that consideration, a new modeling is taking place introducing a spatial interaction between neighboring regions (spatial-SERVQUAL model). New directions are analyzed implementing specific questionnaires taking advantage of the spatial information given by the evaluation of the model. Moreover the role of spatial information in the health sector in relation to, for example, local health improvement performance management, is analyzed to support needs assessment and resource targeting as one of the principal action points in healthcare policies. Finally, the benefits of the GIS systems are illustrated, combined with the spatial assumptions, introducing a real-time health and disease monitoring tool to identify significant health trends in real-time data streams and geographic information systems.

Travel time information is becoming more important for applications ranging from congestion measurement to real-time travel information. Several advanced techniques for travel time data collection are discussed, including electronic distance-measuring instruments (DMIs), computerized and video license plate matching, cellular phone tracking, automatic vehicle identification (AVI), automatic vehicle location (AVL), and video imaging. The various advanced techniques are described, the necessary equipment and procedures are outlined, the applications of each technique are discussed, and the advantages and disadvantages are summarized. Electronic DMIs are low in cost but typically limited to congestion monitoring applications. Computerized and video license plate matching are more expensive and would be most applicable for congestion measurement and monitoring. Cellular phone tracking, AVI, and AVL systems may require a significant investment in communications infrastructure, but they can provide real-time information. Video imaging is still in testing stages, with some uncertainty about costs and accuracy.
