Interactive map of the nature reserve fund of Ukraine in the Poltava region as an innovative measure of environmental monitoring

The purpose of this article is to consider the methodological features of the nature reserve fund of Ukraine (NRFU) mapping as instruments of thematic interactive map creation of the specified objects in Poltava region. It is defined as a modern mapping service. That is the result of work and an innovative and effective application tool, in particular for environmental monitoring and land management of the region. Main material. Based on modern scientific methods, types of objects of the nature reserve fund on the map are applied. The possibility to obtain additional meta-information about them through pop-up dialogues and hyperlinks are substantiated. It is proved this holistic cartographic work and at the same time dynamic information-cartographic system must match modern practice requirements. Different groups of users in the framework of environmental monitoring, regional land management etc. must be informed to perform a number of important strategic and tactical tasks. The authors formulate approaches to determining the overall effectiveness of the developed thematic interactive map through the purpose, the results of the intended use and the creation cost, maintenance at the current level. The authors applied the methodological principles of geoinformation mapping for this (heredity, system compliance, continuity, consistency, representativeness, scale, cost-effectiveness), assessing the effectiveness of the system approach, obtaining not only a general indicator but also partial estimates, flexibility of methods to change conditions use map. The algorithm of regional geoinformation mapping of the nature reserve fund of Ukraine has been developed. This is generally characterized by consistent implementation of tasks at three levels: theoretical, informational-logical and practical. The list of information mapping layers of the interactive map, which make up its contents are obtained. This is based on using various types of data from the created object-relation database, which contains 376 NRFU objects in Poltava region (98.2% filling). Conclusions. As a result of the research on the creation of a thematic interactive map of NREU in Poltava region, using effective methodological tools, the provisions of modern regional geoinformation mapping in the form of an established algorithm are formulated.

Author’s approach to the choice of software and technological basis for compilation a thematic interactive map of the Natural Reserve Fund of Ukraine (NRFU) in Poltava region was offered in the article. The content of relevant key concepts and tendencies of their progressive development under the conditions of scientific-and-technological advance were revealed. On the basis of working in a full-featured and multifunctional geoinformation systems (GIS) environment practical experience, the criteria for the selection of application software products suitable for the thematic interactive maps compilation, taking into account the peculiarities of information and software of the created database of NRFU objects were determined. They were: free distribution; freedom of manipulation with functionality; dynamic development; extended documentation support; interoperability. It was selected full-featured GIS – QGIS, the most optimal GIS that was installed on the technical system or that would be used to obtain a thematic interactive map of the NRF in Poltava region. For the most part, it was characterized the content of the corresponding cartographic working out, which consists of more than 200 objects, divided into 4 main categories of national and local importance (national nature park; nature reserve of national importance; natural monuments, botanical gardens and parks of national importance; territories and local nature reserve fund objects) that were displayed with the dot, line, and plane symbols in a certain electronic map-full zoom mode. The main principles of forming of the technical and technological component in the algorithm of compilation the modern types of cartographic works were determined and adapted to the interactive specified region NRF map development. There was constructed a structural and graphical model, which represented the system settings of the most active elements of the process, determining the technological way to obtain the eventual result (a product in the form of a cartographic product or service), and was carried out with the help of the necessary tools, organized into a corresponding technological scheme.

Environmental monitoring of specially protected natural reservations in Russia makes it necessary to analyze periodically the parameters of natural reservations to identify the state of components of nature. The Bashkir Nature Reserve is located in the Southern Urals. The availability of materials on forest management in 1956, 1969, 1979, and 2016 is one of the special features of the scientific fund of the Bashkir Nature Reserve. The analysis of these materials showed stable positive dynamics of the development of coniferous and small-leaved deciduous forestry and its current state.

The article is devoted to the issues of forming the institutional basis for “green growth” of the Ukrainian Nature Reserve Fund territories in the context of aligning the society’s social, environmental, and economic interests. The methodological approaches to forming the institutional basis for “green growth” of the Ukrainian Nature Reserve Fund territories in conditions of the need to transform the approaches regarding the interaction with small and medium-sized businesses were developed. The main focus is on the issues of studying the existing institutional risks, institutional “traps,” and ensuring the stakeholders’ functional interaction. The proposed scheme for managing and planning the spatial development of the Nature Reserve Fund territories is based on business planning, “micro-K modeling” method, strategic monitoring method. Based on the complex combination of ecosystemic and polyfunctional approaches, the typology of Nature Reserve Fund territories management functions and “green growth” indicators system was defined. The institutional framework was formed, which enables to ensure aligning the society’s social, environmental, and economic interests.

Topicality. Market transformations in the country's economy caused the need to revise the labor relations institute from the economic development point of view. Particular importance was the theoretical reassessment labor relations institutional: the old labor law institutes, which corresponded to the administrative command system, must transform to new ones, that contain market needs. One of such labor relations institutes are contractual relations between the employer and the employee, which allow to personalize the labor relations as much as possible, consider the economic interest of both parties, and protect as far as possible the mutual interests and rights. Aim and tasks. The aim of the article is represented the main tendencies and realities of using an employment contract in Ukraine's companies, which is signed in the standard form. The current legislation gaps of the contract using are considered as a special employment contract form with the companies leaders and other employees categories, depending on the specifics enterprise's activity or belonging to the management sphere. The preconditions for the special legislation implementation are determined during the labor contracts conclusion with the Ukrainian's nature reserve fund enterprises heads. The personal responsibility for environmental protection legislation and violation conditions are considered. Proactive and experienced specialists are established an extensive system of allowances and one-time incentives. Research results. In this article we have reviewed the implementation preconditions during the labor contracts' conclusion with the enterprises' heads of the Ukrainian nature reserve fund. We have considered the responsibility personalization conditions for environmental legislation violations with the definition of socio-economic components. For example, the contract may also stipulate social and living conditions, such as the garden plot allocation, a car, living conditions improvement, the share sale at par value, the social pensions surcharges establishment, protection against inflation processes and so on. Also it may be envisaged an employee to move another area. Conclusions. A contract can give the chance to more people to realize their work abilities on the most favorable conditions, to build the civil society foundations and the legal capitalist state. Contract's application can detail the labor relations, the system of economic incentives and encouragement, protects the rights of both employee and employer, and also provides an opportunity to assess the mutual responsibility's degree.

Tovtry is a complex of Miocene fossils reef buildups that rise in a scenic ridge and hills above the surrounding plains of Podillya region. The Tovtry zone consists of main ridge (the late Baden barrier reef), isolated Tovtry hills (the late Baden bioherms, located east of the ridge), isolated tovtry (the early Sarmat bioherms, located west of the main ridge), the territories of the former channels, lagoons and passes between hills, where the modern rivers flows. The correlation and form of relief of Tovtry zone elements are the basis of detailed geomorphologic zoning. Within geomorphological area of Podillian Tovtry distinguish three subdistricts – Zbarazh, Medobory and Kamenec-Podolsky regions. The Zbarazhky Tovtry is stretching from Pidkamin village (Lviv region) to the valley of Gnizna river and includes Mylnivskyy, Zbarazhsky and Lub’yanetskyy hills of Tovtry. Within Podillian Tovtry are 85 objects of nature reserve fund (NRF), dominated by the number of botanical (20) and geological (19) natural monuments. The largest area is occupied by National Nature Park “Podilski Tovtry” (261 316,0 ha) and nature reserve “Medobory” (9 516,7 ha) and 7 landscape reserves (2 423,2 ha). The structure of NRF of Zbarazhsky Tovtry dominated by the number of botanical (6) and geological (6) natural monuments, and the largest area is occupied by 2 zoological reserves (6 041,0 ha). The particularly valuable geologic-geomorphologic objects of Tovtry have been identified (the Tovtry main ridge areas and isolated tovtry hills, the outcrops of reef sediments, rocks, canyon sections of the river valley, waterfalls etc.), they are protected in the form of geological nature monuments “Kydanetski rocks”, “Podillian Tovtry outliers”, “Sarmat sea outliers”, “Big Saddle” and into botanic reserve “Acute grave”. Share of environmental protection objects aimed at the protection of geological and geomorphological Tovtry formations in the Zbarazhsky Tovtry NRF is less than 2 %. The creations of the regional landscape park (RLP) “Zbarazhsky Tovtry” in the territory f the main ridge and surrounding areas with isolated tovtry hills from Left Seret river valley to Stryyovetski stream valley has been proposed. The park administration should be placed in the Zbarazh, where in 1994 the historical and architectural reserve “Zbrazh” has been created. Into RLP reserve zone should be included the most outstanding areas of main ridge (natural landmark Pozharnytsya, mount Hontova, mount Zubova) and isolated tovtry hills (Lub’yanetski Tovtry). The RLP will include “MilneBlihivskyy” (3 488,0 ha) and “Maloberezovytsko-Ivanchanskyy” (2 553,0 ha) zoological reserves, 4 botanical reserves, 5 geological and 2 hydrological reserves, 4 botanical nature monuments. Two circular routes from Zbarazh for the tourism development into regional landscape park “Zbarazhsky Tovtry” have been developed. The first route includes unique historical and architectural monuments and objects of inanimate nature, and the second – botanical and zoological objects and nature monuments. The landscape reserves “Tovtry steppe” and “Stryyovetski Mountains”, geological nature monuments “Fold bordering in the reef limestones in Bilokrynytsya village”, “Kolodiyivski giants”, “Hontva Mountain” and natural landmark “Zaluzhanskyy forest” are proposed to create in Zbarazhsky Tovtry. The chain of nature reserve objects will preserve the unique geological and geomorphological formation of Zbarazhsky Tovtry region. According to the goals and objectives of the Global Strategy for Plant Conservation for 2011–2020 studying and monitoring the rare component of regional floras is highly relevant. This article presents the results of a nature conservation study of the flora of the Desna Plateau (Кrolevets’ and Hlukhiv geobotanic region), situated in the northeast part of Ukraine at the border line of two geomorphological regions (the Central Russian Upland and the Polesia-Dnipro lowland) and of two physical-geographical zones (Novhorod-Sivers`ke Polesia and the Sums`ky forest-steppe. In the orographic aspect, the territory is made up of the western spurs of the Central Russian Upland with the dissectioned forms of the relief. The studied area consists of about 4000 km2. Field route studies aimed at compiling floral lists, geobotanical description and herbarizing were conducted in the period 2002–2016. Separate sites of nature conservation interest were re-examined in different seasonal periods. The basis of the annotated summary of the rare species of vascular plant flora is made up by the materials of original research, as well as herbarium (KW) and literary reviews. The complex floristic analysis of the rare component of the regional flora was carried out in cameral conditions, which made it possible to identify the systematic, geographical, ecological, phytocenological and nature conservation structures of the rare species of vascular plant flora in the investigated area. According to the data received, the total number of species of vascular plants endangered by anthropogenic impact is composed of 85 species belonging to 32 families, 54 genera. Among the families, the following predominate: Orchidaceae (14 genera), Asteraceae, Ranunculaceae (8 genera in each), Iridaceae (5), Aspidiaceae, Cyperaceae (4 genera in each). Among the genera, the following predominate – Carex (4 species); Dryopteris, Orchis, Iris, Jurinea – 3 species in each. It was concluded that among the rare species there are plant species of different physical and geographical zones and this corresponds to the ecotone location of the region. Among species at the edge of their range, 14 are on the extreme northern border of their typical range (Linum flavum L., Carex rhizina Blytt ex Lindb., Centaurea ruthenica Lam., Trinia multicaulis Schishk, Aster amellus L., Galatella linosyris (L.) Rchb. f., Stipa tirsa Steven), 7 species are found on the southern border of their range (Cypripedium calceolus L., Pedicularis sceptrum-carolinum L., Parnassia palustris L., Lycopodium annotinum L., 4 species (Anemone nemorosa L., Salix myrsinifolia Salisb., Galanthus nivalis L., Gladiolus imbricatus L. are found on the eastern border of their distribution. The nature conservation structure includes 4 species from the Bern Convention on the Conservation of European Wildlife and Natural Habitats (Dracocephalum ruyschiana L., Pulsatilla patens (L.) Mill s.l., Salvinia natans L., Ostericum palustre (Bess) Bess); 3 species from the supplement to the CITES Convention (Adonis vernalis L., Cypripedium calceolus L., Orchis militaris L.), 27 species from the Red Book of Ukraine (Lilium martagon L., Allium ursinum L., Neottia nidus-avis (L.) Rich, Stipa pennata L.), 49 species from Sumy region rare species list (Clematis recta L., Pulsatilla patens (L.) Mill., Eremogone saxatilis (L.) Ikonn., Drosera rotundifolia L., Pedicularis kaufmannii Pinzg., Carex limosa L., C. umbrosa Host.). In addition, we suggest including into this list Sanquisorba officinalis L., Briza media L., Beckmania eruciformis (L.) Host., Melica nutans L., Coronilla varia L., Salvia nutans L., Scilla siberica Haw., Corydalis solida (L.) Clairv., Valeriana officinalis L., Vincetoxicum hirundinaria Medic., Menyanthes trifoliata L., Hesperis matronalis L., Naumburgia thyrsiflora (L.) Rchb., Thalictrum aquilegifolium L., T. minus L., Verbascum nigrum L., Polygonatum multiflorum (L.) All. It was found that among the rare species of the region mesophytes predominate and they are confined to meadow and forest habitats. To a lesser extent, xeromesophytes and xerophytes of meadow-steppe, as well as hygrophytes and hydrophytes of shoreline and water habitats are represented. The nature reserve fund of the region was analyzed according to the methodology of assessing the nature reserves by botanical value priority criteria. To optimize the region's nature reserve fund, a rationale for creating a landscape reserve of local significance “Zvenyhorods'ky” with a total area of 2,000 hectares was compiled, giving it the status of a regional biodiversity centre.
