The article deals with the basic concepts and tendencies of the digital economy. The current state of the digital economy and prospects for its development in Ukraine are analyzed. It is proposed to consider the digital economy development as an element of the social development strategy. The research methodology includes neo-institutional and systemic approaches, as well as analysis of statistics and data from social studies. The work concerns equally the theoretical and applied aspects of the topic. The paper is based on secondary data that has been collected from the official statistics, the Internet, science articles, interviews, papers, etc. The analysis results indicate a relatively unfavorable situation in Ukraine. The digital economy development entails dramatic changes in social relations. These processes include both risks (the market is being restructured in a new way, leading to challenges related to jobs, skills, security and privacy), as well as prospects (stimulating innovation, increasing governance efficiency, improving service delivery, inclusion and sustainable economic growth, the well-being of citizens, countries and society). The society and the state should be properly prepared for such changes. Therefore, the digital economy development in terms of public administration should be seen as an element of a social development strategy that requires proper scientific and expert substantiation. The concept of digital economy development in Ukraine envisages several measures aimed at addressing digital gap (from digital jobs to digital initiatives in the modern world, conducting digitalization of industry and business, defining basic digital services, preparing educational modernization measures, as well as forecasting digital development in Ukraine until 2020). On January 17, 2018, the Cabinet of Ministers of Ukraine approved the Concept for the Development of the Digital Economy and Society of Ukraine for 2018-2020 and a plan of measures for its implementation. The document emphasizes that the path to the digital economy and digital society of Ukraine lies through the domestic product market, use and consumption of information and communication or digital technologies. The digital economy development is a set of mechanisms, motivation factors, and incentives for the implementation of digital technologies, and, therefore, a branched digital infrastructure for harnessing the state's capabilities, enhancing its competitiveness, and increasing the well-being of citizens. Currently, Ukrainian market of information products and services is at the stage of formation. The market of information products consists of technical and technological components (modern information equipment, powerful computers, advanced computer network and related information processing technologies, which enables to work on the global computer network Internet, search information, customers, goods, hypertext management technology, e-mail); regulatory and legal components (the legal basis for regulating the information market); organizational components (elements of state regulation of interaction between producers and distributors of information products and services). At the same time, the tasks of identifying specific practical legal, regulatory (organizational), economic and financial infrastructural mechanisms for the development of the «digital society» that would facilitate the rapid growth of the digital economy remain unresolved.

The social appropriation of Internet technologies is emerging as a research and practice field called Community Informatics (CI). Various research groups (for example Australia, UK, Canada, Latin America, Italy etc.) are contributing to Government's gradual realisation that the enabling of communities with Internet technologies can boost local economic and social development, as well as enhance personal empowerment. Civil society digital inclusion, linked with World Summit on the Information Society (WSIS), is now seen as a necessary component of social development strategy. However, various attempts at such initiatives have met different forms of resistance and various levels of success. Cape Technikon is establishing a research hub in Cape Town as part of the international CIRN (Community Informatics Research Network). This project will aim to establish a research, teaching and community engagement platform in Community Informatics (the social appropriation of Internet Technologies for local benefit) which will link Cape Technikon into a rapidly expanding international area of research and teaching as well as putting it into a national leadership position. Outputs will include demonstrated linkages with local, national and international Community Informatics efforts, the establishment of local projects and entities, the establishment of courses, the attraction of undergraduate and post graduate students, a profile with national and international funding agencies, publications, funding proposals, internal agency recognition in research and teaching, a program of high profile and internationally recognised visiting research fellows and academic sabbaticals. This paper discusses activities towards this South African initiative and experience elsewhere.

The article analyzes the theoretical foundations and problems of the formation of the corpus of strategic planning documents in terms of identifying eligible entities as carriers of responsibility for their preparation and execution. Using the example of the Strategy for Economic and Social Development of St Petersburg for the period up to 2035, an attempt is made to determine the scope and subjects of responsibility for making state-type management decisions suitable for implementation at the level of a specific subject within Russia. The authors propose approaches to solving the problems of correctly identifying the subjects of responsibility according to the goals of the strategy for further monitoring and identifying legal violations in the activities of authorities while discussing important political and legal issues of responsibility of public authorities to citizens and the business community. Keywords: responsibility, state and municipal structures, decision-making, development strategy, city.

Anbar society suffers many serious problems after the stage of forced displacement that was caused by ISIL terrorism. Major among these problems are the social problems, like social and family disintegration and locality and tribal tendencies, which have far serious consequences and themselves became the focal point of other negative consequences. Seen from this perspective the current paper seeks to be a step towards the achievement of social peace in the governorate and promote social development through real local reconciliation. The paper proposes an instant mechanism for a social development strategy that comprises programs and procedures that can be followed and be part of development plans of other sectors in the future. The paper adopts the analytical-descriptive method which is suitable in such studies. The paper includes a study of the social status of the governorate, a description of the situation of the displaced and returnees, serial procedures for the study of the proposed strategy like quadruple analysis and regional diagnosis of Anbar society, identifying priorities according to the primary and secondary aims that lead to the strategic programs and their future projects which focus on the integration of all denominations of society and giving priority to youth and females in the achievement of social development in the already weakened Anbar society. The paper draws on data from the international organizations, civil society organizations, the ministry of planning, and Anbar governorate. China has grown rapidly since 1978, when it began to reform. However, the conflicts between the fast economic social development and pressure of the resources and environment are increasingly outstanding, which restrict regional social and economic sustainable development. Experience shows that China's National Sustainable Communities (CNSCs) since 1986 were the important carrier to carry out the sustainable development strategy and promote the coordinative development of economy, society, resources and environment. Based on the requirements and new trends of CNSCs, the basic idea for construction and development of current CNSCs was built, and the key elements and links were discussed, which guide proper planning to different types of CNSC construction.
