Femtocells for Public Safety Communications

The increased adoption of rich multimedia solutions in public safety communications is enhancing information sharing for improved situational awareness as well as boosting operational efficiency. However, the aforementioned benefits also place increasingly stringent quality-of-service demands on the underlying network infrastructure. In this chapter, the authors review the added value of utilizing femtocells for various public safety communications scenarios. To that end, a detailed case study on the exploitation of femtocellular resources for emergency telemedicine applications is presented as an illustrative example. Simulations carried out for an Long Term Evolution (LTE) network environment demonstrate significant improvements in terms of achievable throughput for the emergency response personnel when access to subscriber-owned residential LTE Home eNode Bs available in the indoor emergency sites is allowed, compared to the conventional option of accessing only operator-owned macro eNode Bs.

Abstract The paper presents a new concept, Usability Monitoring, and applies it for situational awareness applications in military Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance systems (C4ISR). Usability Monitoring means taking measurements of technical Quality of Service (QoS) parameters in end systems and comparing them to target values of reference cases. The concept differs from QoS monitoring in the goal and in the placement of measurement points: In QoS monitoring the goal is to verify that the network provides the promised service quality in the user system - network interface. QoS monitoring does not capture the actual end user experience, which is influenced also by the end system, and therefore it does not directly correspond to the service quality that a user sees. Usability Monitoring has exactly this goal. The Observe-Orient-Decide-Act-Loop (OODA) is a decision making concept that is widely used in the network-centric approach and it emphasizes fast decision making. The presented model for Usability Monitoring is based on the OODA-loop. It includes QoS measurements not only in the Act-phase, i.e., can the user perform the actions s/he wants or are there delays and losses that make the system less usable, but also in the Observe-phase, i.e., does the user get the information s/he subscribes to, and in the Orient-phase, i.e., does the user get confusing information and cannot orient, and also the Decide-phase, i.e. is the user able to make right decisions based on the previous steps. The measured technical QoS parameters are connected to user experience by Mean of Score (MOS) functions that are obtained by usability tests. A case study for partially evaluating the Usability Monitoring concept is from MNE5 MSA (Multinational Experimentation 5, Maritime Situational Awareness) Experimentation Event 3 that was conducted in partnership with the Navy Command Finland, Naval Warfare Centre of Sweden and NATO Allied Command Transformation (ACT) and the Singaporean Armed Forces (SAF) Future Systems Directorate. In the MNE5 MSA experimentation we were able to monitor end user experience, how the user sees the services and is able to work with the current tools and capabilities. In this article we describe how Usability Monitoring was addressed in the MNE5 MSA case study: meters for Usability Monitoring were selected and we investigated what aspects of usability affect the phases of the OODA-loop.

The paper presents the results of a study on the attractiveness to tourists and natives of the cultural qualities of coastal towns on The Pomeranian Way of St. James that are members of the Cittaslow network. Attention to the quality of urban life is inscribed in the development policies of towns applying to join the Cittaslow movement. In order to join the network (apart from the size criterion), towns need to meet a minimum of 50% plus one of the 72 criteria grouped into seven categories. One of the category is Quality of Urban Life Policy, so the towns applying to join Cittaslow commit themselves to actions aimed at improving the quality of urban life. The study on the attractiveness of cultural qualities of towns to tourists and natives was conducted using the author’s BRB method, whose added value is its universality and the possibility to study small towns regardless of their membership in the Cittaslow network. BRB is an acronym that stands for BUILDINGS, RELATIONSHIPS, BALANCE, and comprises three scopes of activities: BUILDINGS (iconic building and important sites where the inhabitants and the tourists are present); RELATIONSHIPS (the visual effects of the relations between the inhabitants and the town) and BALANCE (solutions that implement modern technologies). This method enables identification of places that are important to the inhabitants, where urban life takes place and which are often created with the involvement of the inhabitants. These are often the same spaces as those that attract tourists and perhaps stimulate them the desire to visit the town again (BRB—be right back). The aim of the BRB method is shown the attractiveness of small towns. The study has shown that the characteristic feature of Polish Cittaslow towns is their diversity: the architectural attractiveness of three towns is high both to tourists and natives. On the other hand, the urban attractiveness of the examined towns is an insufficient.

Apasmara (epilepsy) is defined as the apagama (deterioration) of smriti (memory) associated with bibhasta cheshta (seizures) due to derangement of dhi and satwa, mainly related to vata and rajo dosha vitiation, which effects both Sharira (body) and Mana (mind). The present antiepileptic drugs control the seizure attack, but long-term use generates adverse effect at cognitive level and leads to behavioral disorders, hence there is need of safe and effective treatment which not only controls seizure attack but helps to cure the disease. A 44-year-old man approached Kayachikitsa OPD with the complaints of frequent seizure attacks, since from at the age of one and half year with regular oral antiepileptic drugs medications (allopathic), the dose of medications increasing yearly and he was not satisfied with treatment, so he was advised with Panchakarma treatment starting from Deepana, Pachana, Vamana (medicated emesis), Virechana (medicated purgation), Basti (medicated enema), Shirodhara along with palliative treatment. After each treatment it was observed that the patient was satisfied with treatment and the complaints of seizure attack reduced in frequency and duration with improved quality of life. Palliative treatment was advised to continue along with modern medications.

AbstractThe central aim of the article is company governance, i.e., researching governance of a company that does not want to be only financially successful but also direct its governance toward socially responsible governance. The article begins with the definition of “theoretical backgrounds,” in which social responsibility in regard to company governance improvement in quality is explained. The article then focuses on the measurement of the quality of company governance; in the research, the selected tool chosen to evaluate the governance of the chosen company regarding social responsibility, i.e., SEECGAN index, is used. Further, the case study of a Slovenian public limited liability company is used. One of the important research findings is the recognition that the addressed part of the SEECGAN index needs to be innovated and further developed. Additional questions for the completion of the index used presents the added value of the article. This article has two limitations: 1) it focuses only on the tool chosen to evaluate the governance of the chosen company regarding social responsibility; 2) the case study is based on publicly accessible data.

Public space is important to a city’s economic and social quality. Downtown Toronto is not known for its public spaces but Melbourne is widely recognized for recently revitalizing its city centre with improved public spaces. A case study of Melbourne investigates its comparability to Toronto as well as the details of its "renaissance." It is concluded that Melbourne is, in fact, highly comparable to Toronto. Interventions in Melbourne were characterized by the principles: long-term vision, emphasizing local strengths, investment in quality, making space for people on foot, and using effective arguments and evidence. To emulate Melbourne’s city-centre revitalization, Toronto first should facilitate a civic conversation about the long-term vision for its downtown; second, it should initiate a public life survey of the downtown; third, it should invest is the physical quality of downtown public spaces; and fourth, it should begin an incremental program to reclaim roadway space from cars in locations of high pedestrian use.

In sport context, many contributions are involved in the perception of quality and satisfaction in sport services, but in regards to brand perception, such studies are much less common. Virtually no work is aimed at brand awareness of sports services. In the book chapter the authors expose a case study that analyze the users perception of the image of the service and is related to some performance indicators such as quality of service, satisfaction and future intentions. Data analysis is performed using structural equations and measurement scales adapted to sports facilities. The results of this study show that quality is explained by congruence with a high percentage of variance (76.6%), the latter concept being the aspect with the greatest predictive weight. Furthermore, future intentions are explained by attitudes towards the brand and quality, the latter being the element with greater predictive power.
