The usage of the internet has grown over recent years in South Africa but at a very slow rate. This is the result of several challenges facing the growth of the Internet in South Africa. These challenges are mostly related to the lack of infrastructure for the Internet, high cost of computer technology and service provider challenges. The paper provides an overview of the Internet usage and its impact on E-Government in South Africa. It examines regulatory issues pertaining to the Internet. It also examines Internet growth in the business and government sectors. In the government sector, the Cape Online Strategy, is an initiative by the provincial government of the Western Cape in SA, is an example of a global trend towards greater levels of interactivity between government and citizens. This initiative is an excellent example of how Web-based solutions can be used to deliver certain services to citizens. Another excellent example is an E-justice initiative undertaken by the Department of Justice. The initiative aims at promoting a more efficient system of Justice in SA. The paper also provides an overview of the challenges to Internet adoption in South Africa.

Background: The Western Cape Provincial Government uses digital intermediaries to facilitate information sharing between individuals, communities and the government. Digital intermediaries are shared facilities where communities can visit and have access to information and communication technology (ICT) and the internet. Communities benefit economically, socially and politically by using free access to ICT and the internet from intermediaries’ facilities to share information with the government. There seem to be disparities between the roles of the different stakeholders in information sharing. These disparities often result in poor communication between the government and communities, and also poor government services delivery.Objectives: This research investigated how intermediaries can enhance information sharing between government and communities in the Western Cape Province.Method: This study adopted a qualitative research approach by using semi-structured interviews. Purposive sampling was used to collect qualitative data from 15 participants from different intermediaries’ staff in the Western Cape Province. A narrative analysis approach was used to analyse the data.Results: The study found that intermediaries intermediate between communities and the government by providing free access to ICTs, provide basic computer training and access to computing resources and serving as an information hub. The study also found that operating hours, lack of resources, skilled staff and communication challenges adversely affect information sharing.Conclusion: This study recommended that intermediaries are supported to increase the number of resources and facilities and the number and levels of training in the province to cater for more communities. This study further recommended an increase on operational hours, and communication channels between the government and intermediaries.

The government of South Africa (GSA) has embarked on a major program for e-service delivery. The Batho Pele Gateway Project is the access portal to government information and a key driver of the e-government transformation in South Africa. Although the GSA is determined to make e-government service delivery successful, the average citizen does not fully comprehend the key transformations driving government engagement with civil society and businesses. Therefore, the Cape Gateway Project (CGP) is confronted with the immense task to develop and implement a strategic marketing program for e-government by the Provincial Government of the Western Cape (PGWC) which is not only a portal, but also a call centre and walk-in centre. Various marketing tactics have been deployed, but their efficacy in elevating awareness levels and converting that to actual sustained use of e-government service delivery remains unknown. This chapter proposes an e-government marketing framework and uses CGP experience to examine communication and branding strategies for e-government in a South African context. Key challenges facing e-government market communication strategy are highlighted.

Problems experienced with website usability can prevent users from accessing and adopting technology, such as e-Government. At present, a number of guidelines exist for e-Government website user experience (UX) design; however, the effectiveness of the implementation of these guidelines depends on the expertise of the website development team and on an organisation’s understanding of UX. Despite the highlighted importance of UX, guidelines are rarely applied in South African e-Government website designs. UX guidelines cannot be implemented if there is a lack of executive support, trained staff, budget and user-centred design processes. The goal of this research is to propose and evaluate a methodology (called the “Institutionalise UX in Government (IUXG) methodology”) to institutionalise UX in South African Provincial Governments (SAPGs). The Western Cape Government in South Africa was used as a case study to evaluate the proposed IUXG methodology. The results show that the IUXG methodology can assist SAPGs to establish UX as standard practice and improve the UX maturity levels.

South Africa is afflicted with the worst epidemic of HIV in the world a legacy of the system of oscillating migrant labour in the region and the consequent social disruption that was the legacy of Apartheid. The initial response from the national government was slow and ineffective but once the magnitude of the epidemic became apparent the government began to respond. The investment in HIV- and TB-related activities in 2013 was R22 Bn or (US$2.5; 2013 exchange rate) of which the South Africa government contributed 80% and the Presidents Emergency Plan for AIDS Relief (PEPFAR) 17%. South Africa now has the more people on anti-retroviral therapy than any other country and treatment is being started much sooner after infection. Much of the best biomedical, virological, immunological, mathematical and social science around the treatment and prevention of HIV and AIDS and the associated epidemic of TB has been done by South African’s and their international collaborators. If the efforts to control the epidemic are maintained South Africa is on track to meet the UNAIDS 90-90-90target by 2020 and to End AIDS by 2030 in spite of the magnitude of the problem. While individual, patient level data are increasingly available, especially in the Western Cape, much greater efforts need to be made to ensure that the information collected in this way is used to give feedback and support to clinic staff, to ensure that health clinics are providing the best possible service, and to individual patients and people living with HIV to ensure that they are receiving the best possible care and support. South Africa needs to make better use of the rich and detailed data that are being collected from individual clinics and their patients to identify problems or difficulties at the clinic level and to ensure that individual patients are retained on treatment, are virally suppressed and receive the best possible care and support.

Penyampaian informasi melalui media internet merupakan kebutuhan dalam era digital saat ini.  Website merupakan salah satu perangkat diinternet untuk menyampaikan informasi baik oleh pemerintah maupun swasta ataupun perorangan. Sangat disayangkan di Provinsi Sulawesi Utara baru 3 Dinas dari 16 Dinas Pariwisata yang memiliki website. Tujuan penelitian ini adalah melakukan desain sistem berbasis web yang digunakan sebagai wadah bagi dinas pariwisata di lingkungan provinsi sulawesi utara, mengingat dari 16 dinas pariwisata hanya 3 dinas pariwisata yang memiliki Website. Metode Metode yang digunakan untuk membangun penelitian ini menggunakan metode “waterfall”. Hasil penelitian ini adalah Desain sistem Pariwisata sulawesi utara sebagai wadah website Dinas Pariwisata menggunakan metode pengembangan sistem “waterfall”.Submission of information through internet media is a necessity in the current digital era. Website is one of the internet tools to convey information either by the government or private or individuals. It is unfortunate that in North Sulawesi Province only 3 of 16 Tourism Offices have websites. The purpose of this study is to design a web-based system that is used as a forum for tourism Offices in the province of North Sulawesi, given that of the 16 tourism only 3 tourism Offices have a Website. The method used to build this research uses the "waterfall" method. The current standard of global economic growth incorporates a disposition to undertake investments in information technology that will provide public organizations with costs reduction processes and an increase in flexibility and efficiency. The Internet technology is an outstanding case that quickly occupied a significant and increasing importance relative to the changes that are occurring at the economic and social environment. The institutional presence of the government on the Internet evolved from a simple channel to furnish information to an instrument able to aggregate, to the consolidated communication ways, new forms of relationship and supply of services to the citizen (Takahashi, 2000). This coincides with a global tendency to transform simple informative Web sites in complex transactional systems, configuring a new model to collect and distribute information (Isakowitz, Bieber, & Vitali, 1998; Marche & McNiven, 2003). It should be considered that many times the technological infrastructure and human resources capability of the government vary widely, depending on the geographical region of the country. In function of this, the internal systems, which give support to the operation of the government machine, can be benefited through the use of Web technology, if they are inserted in the resources sharing and access distribution paradigm (McLean, 1999). Web applications development of internal scope can keep little direct relation with the universal access of citizens to public services, however, can represent the universal access to scarce resources by geographical and socially dispersed government representations. This article reports an experience of Web technology use along the deployment of an internal Web-based information system (WIS) at a Brazilian government agency. The importance of the technology is emphasized as evidenced through development rapidity, distribution economy, and operational simplicity of the developed system. Broader reflexes that reach the citizen are also discussed.

Paediatric HIV is a major cause of morbidity and mortality in South African children. Physiotherapists working in the government sector are seeing large numbers of HIV infected children on a daily basis. This paper provides a general overview of paediatric HIV. Common conditions associated with HIV infection are highlighted and the possible role of physiotherapy is discussed. Suggestions for research on the role of physiotherapy in the management of children with HIV are made.

The relationship between crime and tourism has not received much attention in the academic fraternity. Instead, extensive attention has been placed on the impact of tourism on economic growth, inequality, poverty and employment. To contribute to the scarce literature on crime-tourism, the researcher examined the impact of crime on tourists arrival in the Western Cape Province, South Africa. An Autoregressive Distributive Lag model was employed to examine whether crime reduces or increases the arrival of tourists in the Western Cape Province. The results show that robberies, car hijacking and unemployment minimizes the number of tourists in the province, while economic growth and prosecution per population increases the number of tourists in the province. The results further highlight that robberies, car hijacking and unemployment disequilibrium can be solved after 1 year 6 months, holding all other things constant. Based on these findings, the study recommends that the government provide more employment opportunities to prevent crime in the province.

Human trafficking Crimes is an action against the law of the perpetrators organized for the purpose of exploitation or result of exploited persons. The number of victims of the Criminal Trade Force case occurred, requiring the government to use modern ways and techniques to prevent, arrest and eradicate the perpetrators and victims of the Human Trafficking Criminal Act. The implementation of the Internet Of Things (IoT)-based Big Data in the government sector is an appropriate step by building a data center and integrated applications between the system cores with complex data exchanges to be utilized by the Ministry, The agency or stakeholders responsible for the prevention, arrest and Eradication of human Trafficking crimes. The mode of the perpetrators who have many variations so that the government needs a complex system implementation, with the application Of Big Data based on the Internet Of Things (IoT) is believed to be able to be a reliable system for prevention, arrest and eradication of human trafficking criminal cases . Each mode is recorded in the main database so that it can be used as an analytical material to conduct supervision, control and policy determinants to realize Clean and Good Government for government agencies, especially in Directorate General of Immigration
