Historical Evolution of Adult Education in America

This chapter focuses on the history of adult education in the United States, but the implication is that the formation of the field is dependent upon the social, economic, and political needs, resources, and priorities of a given time and place. This is true anywhere in the world as was demonstrated in modern history such as the role of adult education in the post- World War II reconstruction in Europe and Japan, or more recently, in Southern Africa with the dramatic changes after the fall of apartheid (officially in South Africa and symbolically in other countries). For example, in the past ten years, universities in Southern African countries have consolidated Departments of Adult Education with Departments of Community Development in recognition of the symbiotic and reciprocal relationship between the two fields of study during this time of reconstruction of inclusive participatory democracy. The role of various institutions and the influence on the direction and resources for adult education are explored. The role of change and acculturation is also visited.

The Introduction provides an orientation to the book and its key questions: What did it mean to become “modern” in the early twentieth century? How did American ethnicities take shape in the years leading up to and after World War II? How did middle-class women experience and shape their changing roles in society, before the social revolutions of the late twentieth century? How are these things related? The Introduction also covers an overview of mahjong’s trajectory in the United States. It examines background related to the history of leisure, gender, and consumerism in addition to introducing key sources and methodologies. The introduction sets up the book to tell the story of mahjong’s role in the creation of identifiably ethnic communities, women’s access to respectable leisure, and how Americans used ideas of China to understand themselves.

Understanding the role of ethics committees in providing ethics consultations, ethics education, and ethics-related policies is the context for exploring the relationship of ethics, psychiatry, and religious and spiritual beliefs. After a brief history of biomedical ethics in the United States since the mid-20th century, this chapter presents several case studies that exemplify frequently encountered tensions in these relationships. The central contention is that respecting these beliefs is not equivalent to acquiescing to ethical claims based on them. Rigorous critical reflection and psychiatric insight, coupled with the values embedded in the social practices of healthcare, provide the grounds for evaluating the weight and bearing of religious and spiritual beliefs in ethically complex cases. This is one contribution that ethics committees can make at the intersection of psychiatry and religion.

By the middle of the 20th century, breastfeeding rates had fallen to less than 20% in some areas of the United States. Despite these grim statistics, many mothers continued to seek information, advice, and the experience of breastfeeding their infants. This article explores the role that nurses played in these women’s struggles to breastfeed in the years between the end of World War II and the 1970s. The role of the nurse in shaping the meaning and experience of breastfeeding in America has been an important, albeit often overlooked, part of the history of infant feeding. In addition to exploring the ways in which hospital policies and structures shaped nurses’ relationships with breastfeeding mothers, this article looks at how different maternal ideologies influenced the nature of these (mostly) same-sex interactions. This article argues that the ideas about, and experiences with, motherhood had important implications for how nurses and mothers approached the practice of breastfeeding in the hospital.

Although the first decade of the German Empire has long been a central topic of historical research, the question with which this essay is concerned—Bismarck's relationship to the pressure groups at this time—cannot be answered satisfactorily on the basis of the material known hitherto. This is due to the fact that until very recently historians have concentrated on the diplomatic-political occurrences. Bismarck's eastern policy, the Livadia affair, the ‘war-in-sight crisis’, the Berlin Congress, and the change from the Three Emperors' Alliance to the ‘Eternal’ Treaty with the Danube monarchy—these are the events always used to demonstrate Bismarck's ‘genius’ in the field of foreign policy. On the problem of the ‘Kulturkampf’ much less effort has been expended. Here Bismarck's outstanding political skill was not as apparent as it was in his judgement of international relations. Moreover, this question was bound up from the very beginning with a strong ideological bias which only slightly weakened after World War II for the first time. Even less attention has been paid to the problems of domestic and social policy and economic developments have been almost totally neglected. It is true that these items have recently obtained new historical relevance from the new socio-political point of view, but up to the present day they have not been clarified. The chief general contributions of this kind have been published by non-German historians (e.g. Rosenberg, Lambi, and Pflanze) in the United States or in Canada. These studies, however, give inadequate answers to specific questions, as do the detailed essays of Karl-Erich Born and Wolfgang Zorn with their systematizing way of reflexion. They do not deal with our formulation of the question: the relationship between economic development and political events in a comparatively short period. Nevertheless, the essays of Born and Zorn will serve as a starting-point for our own investigation. Born in particular realizes the urgent need for more detailed research in the social and economic sphere, and pleads for a ‘supplementary’ approach (Ergänzungsgeschichte). He states thatthe history of the aristocracy during the industrial age has to be completed by studies dealing with the history of the trade unions; by dissertations on the history of industrial branches, commercial centres, and companies; and last but not least by works on the disintegration of the old bourgeoisie. Then we shall be able to extend the political history of the German Empire, which is largely clarified, to a comprehensive view of a German historical epoch by adding the social and economic history of the late nineteeth century.

This article discusses a particular strand in the history of creativity in the mid-twentieth century shaped by an instrumental, production-oriented understanding of the term. When the field of creativity research emerged in the United States after World War II, debates around creativity were driven not only by humanist intents of self-actualization but also by the aim of rendering individual creative potentials productive for both society and economy. Creativity was thus defined in terms of not mere novelty and originality but utility and productivity. There was a strong interest, too, in methods and techniques that promised to systematically enhance human creativity. In this context, the article looks at the formation of brainstorming, a group-based creativity method that came into fashion in the United States around 1950. It discusses how this method had been influenced by concepts of human productivity developed and applied during World War II and prior to it. Using the brainstorming method as a case in point, this article aims not only to shed light on the quite uncharted history of creativity in the mid-twentieth century, but also to stress the conducive role of allegedly trivial creativity methods in the rise of what sociologist Andreas Reckwitz has identified as the “creativity dispositif”: a seemingly playful, but indeed rigid, imperative in post-Fordist and neoliberal societies that demand the constant production of innovative outcomes under flexible, yet self-exploitative working conditions.

This chapter integrates the theory and history of localized economic development by summarizing the experiences of three iconic industrial districts: a) the Lancashire cotton textile district which in the last half of the nineteenth century enabled Britain to become the ‘workshop of the world’; b) the globally competitive towns and cities specializing in a variety of light industries, especially in the Emilia Romagna regional district, that, as the ‘Third Italy’, brought economic modernity to that nation in the decades after World War II; and 3) the area in California south of San Francisco, centred on Stanford University, that, as ‘Silicon Valley’, made the United States the world leader in the microelectronics and Internet revolutions of the last decades of the twentieth century. Using the ‘social conditions of innovative enterprise’ as a common conceptual approach, the chapter highlights key lessons from history of the nexus between firms and their local ecosystems.

Is intelligence a fit topic for intellectual history? The creation and institutionalization of IQ (the initials have become self-sufficient, and no longer stand for “intelligence quotient”) have been a favorite topic in the history of psychology, and have even achieved some standing in social histories of class, race, and mobility, especially in the United States. The campaign to quantify intelligence tended to remove it from the domain of intellectual history, which after all has traditionally emphasized ideas and interpretations. Measurement, and not alone of the mind, was pursued as a way to rein in the intellect by making it more rigorous. What was pushed out the door, however, returned through the window in the form of debates about what intelligence means; in what sense and with what tools it can be measured; and how these measures relate to other ways of comprehending mind, thought, and reason. Quantification, a potent strategy for releasing science from the grip of history, is itself profoundly historical, as a half-century of modern scholarship has demonstrated. This historicizing of the antihistorical embodies what we may call counterreflexivity, and, as such, is partly about puncturing illusions, though it need not take a negative view of the social role of science. The perspective of history is all the more essential because the depoliticization of merit through science entails a consequential moral and political choice. Measurement, by rationalizing and stabilizing the idea of intelligence, enabled it more readily to enter everyday discourse and to be put to work in schools, businesses, and bureaucracies.

This chapter addresses the transformation of community development in the United States. The post-World War II history of community development in the United States can be defined by a transition from a power-based model emphasising participatory and redistributive community power building, to a neoliberal model emphasising physical rehabilitation and business development. Neoliberal community development, however much it was consciously planned and engineered by economic and political elites, required a specific political milieu to take root and grow. In particular, it required a voting base that would support candidates promoting far-right, anti-democratic, anti-worker, and baldly racist policies. This political base — rural, white, and male — ends up voting to dismantle the community structures designed to empower them in the hope of some benefit from powerful leaders. This is the exact opposite of the community model that organises people to define and pursue their collective self-interest towards an expanded democracy. How can we understand such behaviour? We can start by thinking about it as a result of the Janus-faced nature of populism that allows it to be either (or both) inclusionary and exclusionary.
