Review and Proposal for Intelligent Distance Education

Information and communication technologies have led to new developments in education. Time and place independent education has emerged. Furthermore, different characteristics and huge numbers of individuals have made the use of new technological methods inevitable. In this context, distance education has become a popular education method to meet the emerging needs, increasing satisfaction, and learning performance of students. Mobile technology, intelligent systems, and Three Dimensional (3D) animations also provide enhancements in this field. In addition, distance education systems should be selected and developed properly for target students and environments. For this purpose, the assessment of prominent studies provides a road map for new research. In this sense, this chapter evaluates intelligent distance education studies in literature. Furthermore, it proposes a novel Artificial Neural Network (ANN)-based distance education system for Mehmet Akif Ersoy University. This ANN-based system can be implemented on Mehmet Akif Ersoy University infrastructure with agent. The proposed system consists of a learning management system, Web conferencing system, and an ANN agent. The agent's inputs that are already stored in Mehmet Akif Ersoy University's distance education databases can be easily retrieved. This agent provides reusability of course content and Web conferencing records.

Education is a process that simplifies learning. It should be a continuous process in one’s life to attain success. Over the decades, Information and Communication Technologies (ICT) have gradually begun to play a very important role in education, with their usage in education is growing worldwide continuously. These methods allow access to information through the internet. In education, ICT is the method of teaching that uses information and communication technology to support, improve and optimize the transfer of information, in turn leading to the invention of smart education. This improves the quality of teaching, the learning process of students and ultimately facilitates e-learning. It is commonly believed that technology can empower educators and students, making substantial contributions to knowledge and achievement. This paper gives an insight into the various tools that help instructors to develop online course content using Learning Management System tools. These tools allow the instructors to conduct online classes from any location using tutor tools and desktop recording tools to record screen output for further use. The instructor can assess the students in their course using assessment tools and can also enhance teaching methods using innovative teaching tools. The paper also throws limelight on the feedback taken by the faculty as well as the students about the usage of various tools in higher education which helps in analyzing the best suitable tools.

Distance education has been lately very popular abroad. It is necessary to look through somespecial aspects of lessons construction in blended learning abroad. Many discussions took place abroad about different barriers in distant education. A low degree of communication is part of most barriers to distance education. Communication improvement in distance education greatly depends on capability to manage strategically one’s learning and other people’s learning. Teachers use more and more new information and communication technologies joined with computer supported collaborative learning. Some foreign researchers in their work use the terms “self-regulated learning”, “socially shared regulation of learning”, “computer supported collaborative learning”, which illustrate technological activity in the process of distant learning. Because of such education, students form vitally important skills based in such key competencies as critical thinking, problem solving, teamwork, communication, collaboration, creativity, analytical and inter-cultural skills.

Many governments and firms do believe that technology can supplant governance and human responsibility. This belief poses the question of who will really benefit from smart cities. This article explores this fundamental question through the study of digital media platforms. The ultimate goal is to understand the link between e-governance and smart city initiatives in our cases of study by testing whether these projects are explicitly for citizens. This article shows how e-platforms represent the use of information and communication technologies with the aim of encouraging citizen participation in decision-making processes, improving information and service delivery, reinforcing transparency, accountability, as well as credibility. Thirteen digital media platforms are surveyed, mostly in cities across countries. These e-platforms raise implementation challenges for both firms and policy makers, and new research opportunities for scientist to build up new research and to experiment with the aim to make the benefits for citizens wider and the participatory dimension stronger.

Information and communication technologies (ICTs) cover a wide range of telecommunication devices and applications, which facilitate the flow of information. Within crisis and disaster management, these devices and applications may be used explicitly for hazards or crisis detection, information management, communication, situational awareness, search and rescue efforts, and decision support systems. Everything from cell phones and social media to unmanned aerial vehicles and weather stations are used to collect, disseminate, and monitor various types of information and data to provide a common operating picture. ICTs are continually evolving, with new features developed and deployed at a rapid pace. This development has had a unique impact on crisis and disaster management, allowing for real-time communication and situational awareness, as well as novel approaches to simulations and training. With the near-ubiquitous use of some devices, information is also no longer held solely by government or private sector officials; ordinary citizens are also able to contribute to and disseminate information during and after crises. For some segments of the population, this ability to meaningfully contribute is not only empowering but necessary to highlight unmet needs. Throughout the evolution of ICTs, new research and practical concerns have highlighted persistent unmet needs of more vulnerable populations due to growing interdependence and integration across jurisdictional boundaries worldwide. The continued expansion of ICTs will most likely have a profound impact on this field in the future.

In its 30 years of operation, Athabasca University has witnessed the full impact of the growth of online distance education. Its conversion from mixed media course production and telephone/mail tutoring to a variety of electronic information and communication technologies has been heterogeneous across disciplines and programs. Undergraduate programs in business, computing, and some social science programs have largely led the conversion, and all graduate programs have, since their inception, employed various features of online delivery. The parallel conversion of student services has been equally important to the effectiveness of these processes. The implications of this approach for the quality of offerings, support systems, costing, and the primary mandate of the University (which is to remove barriers, not create them) are discussed.

<p>The National Geo-Information Center (NGIC) is a distributed research infrastructure funded by the National road map for scientific infrastructure (2017-2023) of Bulgaria. It operates in a variety of disciplines such as geophysics, geology, seismology, geodesy, oceanology, climatology, soil science, etc. providing data products and services. Created as a partnership between four institutes working in the field of Earth observation: the National Institute of Geophysics, Geodesy and Geography (NIGGG), the National Institute of Meteorology and Hydrology (NIMH), the Institute of Oceanology (IO), the Geological Institute (GI), and two institutes competent in ICT: the Institute of Mathematics and Informatics (IMI) and the Institute of Information and Communication Technologies (IICT), NGIC consortium serve as primary community of data collectors for national geoscience research. Besides the science, NGIC aims to support decision makers during the process of prevention and protection of the population from natural and anthropogenic risks and disasters.</p><p>Individual NGIC partners originated independently and differ from one another in management and disciplinary scope. Thus, the conceptual model of the NGIC system architecture is based on a federated model structure in which the partners retain their independence and contribute to the development of the common infrastructure through the data and research they carry out. The basic conceptual model of architecture uses both service and microservice concepts and may be altered according to the specifics of the organization environment and development goals of the NGIC information system. It consists of three layers: “Sources” layer containing the providers of Data, Data products, Services and Soft-ware (DDSS), “Interoperability”- regulating the access, automation of discovery and selection of DDSS and data collection from the sources, and “Integration” layer which produces integrated data products.</p><p>The diversity of NGIC’s data, data products, and services is a major strength and of high value to its users like governmental institutions and agencies, research organizations and universities, private sector enterprises, media and the public. NGIC will pursue collaboration with initiatives, projects and research infrastructures for Earth observation to enhance access to an integrated global data resource.</p>

This paper presents a set of information and communication technologies developed with the goal to improve the practice of cued speech. They are based on three-dimensional (3D) graphics and are covering the entire end-to-end content chain: production, transmission, and visualization. Starting from defining a set of potential applications, the requirements of the targeted system for cued speech are set. The research and development path takes into account high-quality animation, real-time constraints, personalization, user acceptability and, equally important, the easiness and feasibility of the deployment. The latter led to a strong orientation toward open standards. The original components of the system include 3D graphics and animation encoders, streaming servers, and visualization engines. The core technology is validated in two real-time applications: a web service for text to animation conversion and a chat service supporting two or more users.

Distance education is a term that has been developing for many years, but it only reached great dimensions in the beginning of the 20th century, mainly, with the use of information and communication technologies online. Through bibliographic research it is intended to present the advancement of distance education in the world and in Brazil, describe the evolution, showing that it started by exchanging correspondences until reaching the use of the internet, with synchronous or asynchronous interaction, verifying the most used platform for distance education, demonstrate the increase in the number of people enrolled in this teaching modality in addition to the main trends that the authors expect for the coming years. Distance education has great chances of gaining acceptance in the academic environment, however it is necessary that people know how to work with the technologies involved in the process, that is, be part of digital inclusion, and that both institutions and the State provide cultural and financial incentives for this alternative of knowledge transmission, because only in this way will we be able to achieve the goal of education, which is to eliminate people’s social exclusion.
