Smart City is a fuzzy concept that has not been clearly defined either in theoretical studies or in empirical projects. Smart Cities are based on Information and Communication Technologies (ICT), people (with their knowledge, habits, experiences, culture and behaviour) remain at the heart of concerns. In this chapter we are interested in the centrality of citizens (i.e. in the heart of the city) and of ICT in their environment. This leads us to take into account the tacit knowledge brought by citizens and the knowledge that may be divulged through ICT. We then present the concept of the Information and Knowledge System (IKS), and then we explain how it differs from that of the Digital Information System (DIS). We also point to the role of ICT in the DIS, and to their impact on improving the smartness of cities.

The paper examines the role of information and communication technologies in the development of smart cities, it shows the importance of supporting the consistency and functional compatibility of smart city devices and services through ICT architecture. A version of the multi-level ICT architecture of a smart city, based on the analysis of various architectures, is proposed, which describes in detail the connection and interaction of individual elements of the city digital infrastructure, as well as the impact which technical and regulatory requirements have on them.

In Knowledge Continuity Management (KCM), knowledge from highly experienced employees leaving the organization is particularly challenging to document, classify and organize so that it can be accessed, understood and used by the successor to that employee. Horizontal knowledge sharing (in the context of peer-to-peer networks) and vertical knowledge transfer (in the context of KCM) are distinguished in order to address some of the conceptual confusion in this field. Both Human Resources (HR) and Knowledge Management (KM) units contribute to KCM but they need to do so in a more integrated fashion. The complementary roles played by the KM and HR teams are analyzed in a case study to show how they can work in tandem to ensure knowledge continuity in an organization. Key recommendations are made on how to implement a comprehensive KCM strategy for tacit knowledge, including the role that can be played by information and communication technologies.

Local governments around the world are becoming aware of the importance of identifying and marketing their local assets to promote economic competitiveness. Information and Communication Technologies (ICT) have proven useful in supporting marketing activities in the private sector, but there is still little exploration on their use in the public sector. However, ICT effectiveness is constrained by institutional arrangements and the coordination of the marketing efforts with other government processes such as urban planning and strategy development. The purpose of this chapter is to discuss the strategic scaffolding for ICT as a key component of a city’s marketing strategy using as an example the city of Puebla in Mexico. Although city marketing efforts and ICT use are still at its initial stages in the city, lessons from current efforts in Puebla are related to the key role of stakeholder networks, ICT interoperability, Geographic Information Systems, and government program continuity.

The Smart City concept is being developed from a lot of different axes encompassing multiple areas of social and technical sciences. However, something that is common to all these approaches is the central role that the capacity of sharing information has. Hence, Information and Communication Technologies (ICT) are seen as key enablers for the transformation of urban regions into Smart Cities. Two of these technologies, namely Internet of Things and Big Data, have a predominant position among them. The capacity to “sense the city” and access all this information and provide added-value services based on knowledge derived from it are critical to achieving the Smart City vision. This paper reports on the specification and implementation of a software platform enabling the management and exposure of the large amount of information that is continuously generated by the IoT deployment in the city of Santander.

The field of international and development communications entered a new chapter with the emergence of digital information and communication technologies. Information and communication technologies (leTs) have long been a source of study for theorists and practitioners of international development, starting with study of the telegraph, fixed phone, and radio. However with the advent of digital technologies, the size of devices has shrunken while simultaneously their power has expanded. This paper discusses one segment of the development communications paradigm, the role of information and communication technologies (ICTs) in relation to gender. One focus that demands greater scrutiny is gender. It's important to ask who is benefiting the most from using ICTs in development. For women in particular, using and accessing communications is more difficult than it is for men, a situation that authors of gender and technology studies have coined 'the Gender Digital Divide'.

AbstractSmart cities use Information and Communication Technologies (ICT) to enrich existing public services and to improve citizens’ quality of life. In this scenario, Mobile CrowdSensing (MCS) has become, in the last few years, one of the most prominent paradigms for urban sensing. MCS allow people roaming around with their smart devices to collectively sense, gather, and share data, thus leveraging the possibility to capture the pulse of the city. That can be very helpful in emergency scenarios, such as the COVID-19 pandemic, that require to track the movement of a high number of people to avoid risky situations, such as the formation of crowds. In fact, using mobility traces gathered via MCS, it is possible to detect crowded places and suggest people safer routes/places. In this work, we propose an edge-anabled mobile crowdsensing platform, called ParticipAct, that exploits edge nodes to compute possible dangerous crowd situations and a federated blockchain network to store reward states. Edge nodes are aware of all critical situation in their range and can warn the smartphone client with a smart push notification service that avoids firing too many messages by adapting the warning frequency according to the transport and the specific subarea in which clients are located.

Introduction: Overpopulation in emergency services is a problem that can be observed worldwide, and although it has been addressed from different disciplines and perspectives, it still afflicts citizens who are subject to long waiting lists before being attended. Objective: The work here describes the design, development and the first validation of a Web and Mobile georeferenced crowd system for the city of Bogotá, Colombia, oriented to inform and empower the citizen on the population status of the emergency services found in the city. Materials and Method: In this document, we present the architecture, design, and features of the GALILEO System, with results regarding the first validation with citizens of Bogotá, to capture the acceptance and perceived impact of this type of solution in the context in which the System is proposed to function. Results and Discussion: Although GALILEO has not yet been massively implemented in the context for which it is proposed, the results presented here allow us to explore how Information and Communication Technologies (ICT) can be proposed to solve complex social problems, particularly considering the role of the citizen as a source and receiver of information.

Government information system failures are filling not only newspapers but also parliamentary and administrative reports. This article deals with a case in which information and communication technologies (ICT)–related failure claimed by the media influenced the parliamentary agenda, and intra-governmental relations. Drawing on a narrative analysis of a Dutch parliamentary commission’s hearings, it argues that the way the issue was initially framed by the media and then adopted, un-problematized, by Parliament steered the direction of action toward specific administrative solutions, thus shaping the landscape of possible organizational alliances. The article recommends a proactive role of parliaments in framing ICT projects.
