Government information system failures are filling not only newspapers but also parliamentary and administrative reports. This article deals with a case in which information and communication technologies (ICT)–related failure claimed by the media influenced the parliamentary agenda, and intra-governmental relations. Drawing on a narrative analysis of a Dutch parliamentary commission’s hearings, it argues that the way the issue was initially framed by the media and then adopted, un-problematized, by Parliament steered the direction of action toward specific administrative solutions, thus shaping the landscape of possible organizational alliances. The article recommends a proactive role of parliaments in framing ICT projects.

Smart City is a fuzzy concept that has not been clearly defined either in theoretical studies or in empirical projects. Smart Cities are based on Information and Communication Technologies (ICT), people (with their knowledge, habits, experiences, culture and behaviour) remain at the heart of concerns. In this chapter we are interested in the centrality of citizens (i.e. in the heart of the city) and of ICT in their environment. This leads us to take into account the tacit knowledge brought by citizens and the knowledge that may be divulged through ICT. We then present the concept of the Information and Knowledge System (IKS), and then we explain how it differs from that of the Digital Information System (DIS). We also point to the role of ICT in the DIS, and to their impact on improving the smartness of cities.

Understanding that Social Sciences are challenged to provide theoretical and practical tools for the development of educational research, this article proposes to comprehend the role of Social Sciences and its cooperation to the area of media education. In a society increasingly dominated by the media, it is fundamental to understand how school, in this context, is responding to the challenges emerged by technology, that is transforming the ways in which society evolves and as it also questions the role of the media in the present time and its power to constitute reality. Using the thematic delimitation expressed in theses and dissertations as references, the specific objective is to verify the thematic and theoretical recurrences, the methodology used for it, as well as the difficulties encountered in the research on the ways in which the school institution and the teachers draw upon media and information and communication technologies (ICTs) to stimulate a critical analysis of the relation between the media and power. The analysis will be made based on the abstracts of the works defended in Brazil from 2005 to 2015, available in the database of Capes (Sucupira Platform) and in the Brazilian Digital Library of Theses and Dissertations (BDTD). The methodology used to analyze the abstracts will be through the analysis of the content. The proposed result points to a balance of researches already produced, as well as new possibilities of the intercultural exchange between fields of distinct traditions such as social sciences, communication and education. If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. AbstractSeveral decades of research have addressed the role of information and communication technologies (ICTs) in industrial-organizational (I-O) psychology. However, segmented research streams with myriad terminologies run the risk of construct proliferation and lack an integrated theoretical justification of the contributions of ICT concepts. Therefore, by identifying important trends and reflecting on key constructs, findings, and theories, our review seeks to determine whether a compelling case can be made for the uniqueness of ICT-related concepts in studying employee and performance in I-O psychology. Two major themes emerge from our review of the ICT literature: (a) a technology behavior perspective and (b) a technology experience perspective. The technology behavior perspective with three subcategories (the “where” of work design, the “when” of work extension, and the “what” of work inattention) explores how individual technology use can be informative for predicting employee well-being and performance. The technology experience perspective theme with two subcategories (the “how” of ICT appraisals and “why” of motives) emphasizes unique psychological (as opposed to behavioral) experiences arising from the technological work context. Based on this review, we outline key challenges of current ICT research perspectives and opportunities for further enhancing our understanding of technological implications for individual workers and organizations.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.
