Представлены первые отечественные наработки технологии 6G. Проиллюстрирована необходимость синхронизации разрабатываемой нормативной базы, координации заинтересованных компетентных ведомств и организаций по проводимым исследованиям в рамках 6G. Приводится разработанная ФГУП НИИР матрица сервисов и услуг, предоставляемых на сетях 6G, на основании которой делаются выводы относительно облика и технических параметров будущих сетей связи. Приведены основные положения разработанной в 2020 г. по заказу Минцифры России Дорожной карты по основным направлениям развития сетей связи 6G, показаны пути реализации заявленных целей к 2030 г. Представлены результаты исследований, направленных на увеличение пропускной способности существующих сетей 5G и формирование задела для будущей системы связи 6G. The article presents the first steps оf national developments of 6G technology. The need for synchronization in ongoing research on 6G in terms of the developed regulatory framework and coordination research between competent authorities and organizations is illustrated. The matrix of services provided on 6G networks developed by FSUE NIIR is presented. Based on the matrix, conclusions are drawn regarding the appearance and technical parameters of future communication networks. The main provisions of the roadmap on the main directions of development of 6G communication networks, developed in 2020 by order of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation are given. The results of studies aimed at increasing the capacity of existing 5G networks and creating a groundwork for the future 6G communication system are presented.

The field of international and development communications entered a new chapter with the emergence of digital information and communication technologies. Information and communication technologies (leTs) have long been a source of study for theorists and practitioners of international development, starting with study of the telegraph, fixed phone, and radio. However with the advent of digital technologies, the size of devices has shrunken while simultaneously their power has expanded. This paper discusses one segment of the development communications paradigm, the role of information and communication technologies (ICTs) in relation to gender. One focus that demands greater scrutiny is gender. It's important to ask who is benefiting the most from using ICTs in development. For women in particular, using and accessing communications is more difficult than it is for men, a situation that authors of gender and technology studies have coined 'the Gender Digital Divide'.

The problem of sustainable management of digitalization of the environmental and technosphere security system at the legal and organizational levels both in the Russian Federation and in the world is now coming to the fore and requires immediate solutions. After analyzing strategic planning documents and other normative legal acts, the authors of the article attempt to consider current legal problems in the field under study in the aspect of digitalization, which ensures environmental and technosphere security of Russia, and implements the UN sustainable development goals in the environmental direction. The authors suggest that a successful economic policy aimed at achieving the UN sustainable development goals in the field of ensuring the safety of cities and human settlements is impossible without the introduction of science-based methodologies and tools for accounting for losses from disasters, improving modeling, assessment, monitoring of disaster risk, etc. In conclusion, a number of conclusions are drawn about the legal acts adopted in the Russian Federation and the organizational measures being implemented to help solve various problems related to the implementation of interdepartmental integrated systems of RSChS with the participation of the Ministry of digital development, communications and mass communications of Russia, etc.

Our focus is the type of responses the population of the taiga zone of the Urals and Western Siberia gave to cognitive challenges, as well as dynamics and rhythms of information breakthroughs of the Stone-Early Iron Age. The existence of multi-directional migration corridors indicated formation of an extremely diverse anthropological, linguistic and cultural composition of the taiga pioneer population, thus creating natural communication barriers in the context of severe inter-group competition for resources. Against this background, in the Neolithic (7th–5th millenniums BC), a practice of building fortified settlements, hill-forts, and “sacrificial hills” became widespread — and that was not typical of hunters and fishermen. Erection of those complex and labor-consuming structures required mobilization of a significant number of people, as well as resources and expertise, and contributed to group consolidation in a new territory. It was that type of dramatic disruption that occurred at the turn of the 3rd and 2nd millenniums BC. Considerable changes in the way of life of the taiga population came as a direct result of the “metallurgical revolution”. The development of independent metallurgical centers in the Middle Urals traditional ideas about the inability of the population of the appropriating lifestyle to adopt transformative strategies. The northernmost regions became another watershed in the region. The turn of the Eras was marked by development in reindeer herding, which was accompanied by a series of discoveries in the fields of food production, transport development, communications, trade, and symbolic activities. Archaeological data directly indicate the formation of adequate responses and information breakthroughs to the cognitive challenges of the high latitudes of Eurasia, and explain the variety of forms of socio- ideological adaptations and evolutionary alternatives.

One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this document declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. All this requires the transformation of the classical educational system, which ultimately implies the creation of a “digital university”.According to the concept, proposed by the Agency for Strategic Initiatives together with Skolkovo University, the “digital university” will allow us to change the form and content of education in accordance with the requirements for new digital economy personnel. At the same time, the main emphasis should be placed on the individual trajectory of education, that is, collecting information not only according to the teacher’s assessment, but also collecting information in the student’s online course (what subjects the student was interested in, how he passed the intermediate tests, etc.). In addition, you need to create a specific set of services at the university. They should work in a similar way to the super services that are already being created in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for receiving public services online. So, the student will be able to get help and get registered in the military enlistment office in a single window mode, without having to go to the offices. In addition, changes are needed related to the content of education. So, along with the already developing segment of mass online courses, courses using AR and VR and virtual simulators should be introduced in universities. With the help of modern technologies, students will be able to learn the profession more effectively in practice.The article attempts to generalize the minimum set of necessary transformations of a classical university into a “digital” one and present their description.

The article provides the comparative analysis of the current positions of the regional economic systems of the Southern Federal District (SFD) under the first phase of the fourth industrial revolution in Russia in the following key aspects: socio-economic situation, level of scientific, technological and innovative development, and digital transformation. The broad empirical basis of the study involves the reports of the European Commission, the World Economic Forum, the International Institute for Management Development, the World Intellectual Property Organization, official data from the Rosstat, the Ministry of Economic Development, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the specialized studies of Russian and foreign analytical companies, research divisions of the Higher School of Economics, the Moscow School of Management Skolkovo, the Leontief Center - AV Group Consortium, specialized associations, public organizations, which are summarized in the ranking tables with their subsequent analytical interpretation. The research concluded that, in line with the global trends, achieving high competitiveness by the SFD leading regions and keeping their advanced socio-economic position is supported by their advanced scientific, technological and innovative development, high level of digitalization in all spheres of life, broad application of information and communication technologies by households and organizations, and development of digital skills. In this regard, the author substantiates the necessity of forming a complementary system of human, material and natural, technical and technological, institutional, organizational and informational factors in all the SFD regions to provide the regional economy development in the context of the Industry 4.0 priorities.
