Evaluation of the Management of Second Language Study Development Program at Secondary School in Mexico

It is currently determining programmes of teaching of foreign language especially in Latin American countries, to go in line with quality policies demanded by international agencies. In Mexico the Second Language Study Development Program (English), represents a new model for the teaching of English as a second language. The present paper aims to propose indicators that allow to evaluate the academic governance of this program at the secondary level, based on the general theory of systems and above all in the pursuit of a quality education; the criteria are: teachers; Teaching-learning processes; Infrastructure support and training materials; certification; Accreditation of the subject index; Learning products; Planning; Students and address. The above demonstrates the need to develop indicators that can serve as a guide for the constant improvement of the management of the programme, and to ensure the students English learning.

AbstractFace-to-face clinical simulation has been a powerful methodology for teaching, learning, and research, and has positioned itself in health science education. However, due to the COVID-19 pandemic, social distancing has forced universities to abandon simulation centers and make use of alternatives that allow the continuation of educational programs safely for students and teachers through virtual environments such as distance simulation. In Latin America, before the pandemic, the use of non-presential simulation was very limited and anecdotal. This article has three main objectives: to establish the efficacy of online-synchronized clinical simulation in the learning and performance of medical students on the management of patients with COVID-19 in simulation centers of three Latin American countries, to determine the quality of the online debriefing from the students’ perspective, and to deepen the understanding of how learning is generated with this methodology.

Abstract: The paper aims to trace the flows of global education policies in Higher Education policies in two Latin American countries - Brazil and Argentina – during the decades of 1990 and 2000, from Stephen Ball’s theoretical and methodological framework. Two major events were used for analysis - the World Conference on Education for All (Jomtien, 1990), and the World Education Forum (Dakar 2000), which are references in the transfer movement and transnational mobility of education policies led by international agencies such as the World Bank and The United Nations Organization for Education, Science and Culture (UNESCO), among others. These events and resulting documents inaugurated the discursive and epistemic connectivity of global policy networks and the export/import of reform speeches (Ball, 2014), in an environment conducive to the flow of ideas, people and values. As a result, concepts, set priorities and ratified agendas of transnational actions were disseminated, in which the Latin American countries had significant participation and established consensus on Education Reform. Within Higher Education in countries like Brazil and Argentina, a strong expression of the concepts and recommendations of the documents signed at these events was observed during this period. Thus, this paper highlights the recommendations incorporated in some policies of these countries and the interpretation of movements in the context of national policies, taking into account the historical context and political networks established in each country.

Cultural and linguistic diversity in the whole of the planet is nothing new. What it is relatively new is the diversity that is present in greatly reduced spaces, in each country, and in each classroom. Since linguistic and literary education should be linked, it is worthwhile to reassess concepts such as “national literatures” within the teaching of language and, more specifically, within second language or foreign language learning. The transnational focus of Ottmar Ette allows a trans-area-lidad, a supra-space that responds to today’s reality against the “attempts of imposing border logic onto communities” (Junot Díaz, 2019). In consequence, “literary translanguage is another example of vectoring the movement between languages, cultures and life knowledge that repeats through time” (Ette, 2019). It allows for approaching this issue through reflection/bibliographic revision, highlighting their ability to interconnect teaching/learning languages with the acknowledgement of these transarea spaces of fluid borders, able of also generating a “third space” from Moretti, Ette, and offer samples of a new canon of transborder works (e.g. Latin-American writers or writers of Latin-American origin that live in the USA). This new emerging corpus entails an attractive option both for its content as well as for the linguistic elements that appear in its texts and that are especially suggestive for the teaching of Spanish as a second language

Summary: The two main sources of errors in educational and psychological evaluation are the lack of adequate technical and psychometric characteristics of the tests, and especially the failure to properly implement the testing process. The main goal of the present research is to study the situation of test construction and test use in the Spanish-speaking (Spain and Latin American countries) and Portuguese-speaking (Portugal and Brazil) countries. The data were collected using a questionnaire constructed by the European Federation of Professional Psychologists Association (EFPPA) Task Force on Tests and Testing, under the direction of D. Bartram . In addition to the questionnaire, other ad hoc data were also gathered. Four main areas of psychological testing were investigated: Educational, Clinical, Forensic and Work. Key persons were identified in each country in order to provide reliable information. The main results are presented, and some measures that could be taken in order to improve the current testing practices in the countries surveyed are discussed. As most of the tests used in these countries were originally developed in other cultures, a problem that appears to be especially relevant is the translation and adaptation of tests.

Throughout the nineteenth century, European booksellers and publishers, mostly from France, England, Germany and Spain, produced textual materials in Europe and introduced them into Mexico and other Latin American countries. These transatlantic interchanges unfolded against the backdrop of the emergence of the international legal system to protect translation rights and required the involvement of a complex network of agents who carried with them publishing, translating and negotiating practices, in addition to books, pamphlets, prints and other goods. Tracing the trajectories of translated books and the socio-cultural, economic and legal forces shaping them, this article examines the legal battle over the translation and publishing rights of Les Leçons de chimie élémentaire, a chemistry book authored by Jean Girardin and translated and published in Spanish by Jean-Frédéric Rosa. Drawing on a socio-historical approach to translation, I argue that the arguments presented by both parties are indicative of the uncertainty surrounding the legal status of translated texts and of the different values then attributed to translation.
