Coastal Maharashtra is in transition. Growing coastal tourism and allied developmental activities along southern Maharashtra coast needs integration of various stakeholders to address the various issues and concerns. Integrated Coastal Zone Management (ICZM), which can cater to the needs of people while preserving the environment is thus need of the hour. The effects on natural resources, including water, will change the socioeconomic as well as the cultural fabric of coastal communities. This chapter explores a holistic approach to the developmental issues and the impact of climate change on the coastal region with specific cases of villages of Devbag and Tarkarli, coastal Maharashtra, India. It explores both physical and socioeconomic landscapes with special attention given to water resources in the context of changing dynamics of coastal communities and coastal tourism. The chapter discusses the issues and concerns of villages of Devbag and Tarkarli and proposes solutions for a sustainable development.

Sepuluh tahun yang lalu putusan Mahkamah Konstitusi Nomor 3/PUU-VIII/2010 telah menegaskan bahwa  bahwa pemberian hak pengusahaan perairan pesisir (HP3) oleh pemerintah kepada pihak swasta bertentangan dengan konstitusi, terutama dengan Pasal 33 ayat (4) UUD 1945. Pembentuk undang-undang kemudian merespon putusan tersebut dengan merevisi UU Nomor 27 Tahun 2007 menjadi Undang-Undang Nomor 1 Tahun 2014 tentang Perubahan Atas Undang-Undang Nomor 27 Tahun 2007 tentang Pengelolaan Wilayah Pesisir dan Pulau-Pulau Kecil. Revisi tersebut telah mengubah Rezim HP3 dari UU 27/2007 menjadi rezim perizinan dalam UU 1/2014. Sayangnya, perubahan tersebut justru menimbulkan berbagai persoalan mulai dari konflik antara undang-undang serta peraturan dibawah undang-undang yang pada akhirnya sangat berpotensi merugikan hak-hak konstitusional masyarakat pesisir pantai. Penelitian ini memfokuskan pada aspek yuridis maupun sosiologis terkait perlindungan hak-hak konstitusional masyarakat pesisir pantai setelah Putusan Mahkamah Konstitusi Nomor 3/PUU-VIII/2010. Penelitian ini secara mendalam membahas mengenai tindaklanjut putusan MK a quo oleh pembentuk undang-undang, pemerintah pusat hingga pemerintah daerah dan stakeholder serta pemenuhan hak-hak konstitusional masyarakat pesisir pantai. Penelitian ini merupakan penelitian hukum normatif dengan cara meneliti Putusan MK Nomor 3/PUU-VIII/2010. Pembahasan secara deskriptif digunakan untuk memahami politik hukum pengelolaan wilayah pesisir sebagai upaya memenuhi hak-hak konstitusional masyarakat pesisir pantai. Disamping itu, Pengelolaan wilayah pesisir secara terpadu yang merupakan proses yang dinamis, multidisiplin, dan berulang untuk mempromosikan pengelolaan kawasan pesisir yang berkelanjutan. Termasuk seluruh siklus pengumpulan informasi, perencanaan, pengambilan keputusan, manajemen dan pemantauan implementasi. Ten years ago, the Constitutional Court Decision Number 3/PUU-VIII/2010 confirmed that the granting of concession rights for coastal waters (after this: HP3) by the government to private parties was contrary against the constitution, especially Article 33 paragraph (4) of the 1945 Constitution. Legislators then respond to the decision to revise Law No. 27 of 2007 as Law No. 1 of 2014 on the Amendment of Law No. 27 of 2007 on the Management of Coastal Areas and Small Islands. The revision has changed the HP3 regime from Law 27/2007 to the licensing regime in Law 1/2014. Unfortunately, these changes would lead to various juridical problems ranging from conflict between the laws and regulations under legislation that ultimately is potentially detrimental to the constitutional rights of coastal communities. This research focuses on juridical and sociological aspects related to the coastal communities protection of constitutional rights after the Constitutional Court Decision Number 3/PUU-VIII/2010. This research in-depth discusses the follow-up of the Constitutional Court decision a quo by legislators, central government, local governments, stakeholders, and the fulfilment of the constitutional rights of coastal communities. This research is normative legal research by examining the Constitutional Court decision Number 3/PUU-VIII/2010. The descriptive discussion used to understand coastal zone management law's politics to fulfil the constitutional rights of coastal communities. Besides, integrated coastal zone management (Integrated Coastal Zone Management) is a dynamic process, multidisciplinary, and repeated to promote sustainable coastal areas' sustainable management. It includes the whole cycle of information collection, planning, decision-making, management, and implementation monitoring.

Coasts were one of the main places of residence for human beings through the history. From the emergence of civilization to now, the human beings used coastal zone as a best place for residence. However, in early 21 century, almost two-third of people in the world (i.e. 3/7 billion people) lived in the 60 km of sea sideline. Therefore, some problems threaten human communities, includes soil erosion, changes in coastline, coastal habitat destruction, drying or polluting underground waters, and creating dangerous situation for hygiene and health in order to lack of insufficient repulsing waste and sewage. Thus, according to these problems, the integrated coastal zone management (ICZM) was considered as a main way for solving the environmental problems. This chapter follows the goal that is related to the ICZM, particularly in Iran, after investigating the problems in the coastal region.

Coastal region of  Pekalongan Regency has many potential resources to develop such as marine fishery, fishery cultivation, tourism and fishery port. These potential resources influencing the coastal region because of the interaction between stakeholders. This intensif interaction potentially  effecting conflict of interest that threat the coastal ecosystem. Therefore, to ensure the sustainability development in coastal area, the government of Pekalongan Regency adopt Integrated Coastal Zone Management by means of zonation regulationThe objective of the research was to study the level of effectiveness of The Zonation of Pekalongan Coastal Area and determine alternative priority of coastal region development. The methodology research was a survey and to achieve these objective, two methods of analysis was used. Scoring methods conducted to determine the level of effectiveness of The Zonation of Pekalongan Coastal Area and an AHP Method used to determine alternative priority of coastal region development.Five indicator in this research to determine the level of effectiveness are physical condition of the area, economics aspect, space use accuracy, ICZM and regulation goal achievement. In order to determine alternative priority of coastal region development, the research results shows, that are three main priority components of coastal region development ; transportation system (0,2616), infrastructure development (0,2307) and improving the environment (0,1816). From Analytical Hierarchy Process, informan tent to prioriate SKP I (0,6205) as the main priority to develop coastal area. The damage of coastal ecosystems are no longer dominated by human activity, but the condition of global climate change were also influenced. Climate change impact on the environment influencing the coastal management paradigm. This study emphasizes on how to develop a adaptation strategy of coastal zone management due to the impact of climate change through remote sensing approach, Geographic Information Systems (GIS), and adaptation strategies analysis. Location of research conducted in the Region of Segoro Anakan Bay, District Ngadirojo Pacitan. The results showed the impact of climate change is affecting the area and production of seaweed culture in the form of tectonic conditions aggravated by silting waters. To combat the effects of climate change, the adaptation scenario is implemented to intensification and extensification of land use, alternative livelihoods, minawisata as a combination of all three.
