Expanding the Boundaries of Healthcare Human Resources Planning

Human resources are central to healthcare services, yet leveraging these resources to meet strategic operations and operational outcomes can present challenges to leaders and human resources professionals because of the complex and dynamic nature of healthcare delivery. Although the traditional roles of human resources management are necessary in supporting an organization in meeting its goals, economic, strategic, and cultural considerations are becoming increasingly important to human resources management and workforce planning in healthcare settings. This chapter presents several features of these different lenses to assist human resources managers in developing a holistic view of human resources planning in health care.

Recent challenges brought by the coronavirus disease-2019 pandemic have underscored the importance of coping with pressures on the workforce in healthcare around the world and have emphasised the continuing need to improve quality and operation efficiency of healthcare services even in such dire circumstances. Over the years, lean thinking has gained recognition in the healthcare industry, where lean has been associated with benefits, such as improved healthcare delivery quality, reduced costs and increased effectiveness of the healthcare delivery processes. Human resource experts suggest unveiling future trends should invite practitioners to focus on evolving human resource management (HRM) roles, target deficiencies, and present solutions leveraging abilities to converge, employees, leaders, and stakeholders committed to advance opportunities for professional development. This chapter provides a detailed analysis of human resources management (HRM) roles that affect employee management changes to explore human resource (HR) accountability, competency management, employee abilities, and organizational capabilities around treatment effectiveness and reduction of errors in healthcare delivery. The researchers through this study aimed at determining The Impact of Human Resource Management Strategy (HRMS) on organizational competencies development, the methodology was chosen for the study undertaken is a descriptive-analytical method. The software SPSS (statistical package for Social Sciences) version 19 has been applied in the statistical analysis. Moreover, the researchers have used the tools of Regression. The study population included all Human Resources Managers and Supervisors of companies. The sampling method used in this study is stratified sampling, with a population size of 200 HR managers and supervisors from Egypt. The results of the regression analysis show that human resources management strategy has a positive effect on organizational competencies development.

Human resources management is one of the management functions, dealing with people as the essential resource of the organization. This function aims at the most efficient usage of employees in order to realize both organizational and individual goals. Nowadays high significance is attributed to human resources management, since the human factor is the resource that determines the success of an organization. The results of a company are in proportion with the knowledge and talent of the people on its payroll. Human talent and knowledge can be utilized to the greatest extent in case management is able to motivate employees to meet not only the necessary requirements but also to achieve the highest possible results. Human resources management consists of several fields of activities, among which the following are the most important: analysis, planning and assessment of the scope of activities, human resources planning, workforce supply, performance assessment, motivation, developing human resources, labour relations, labour safety, HEM information system. Our studies cover a few fields within human resources management. Our research has been carried out at organizations in Hajdú-Bihar County. The study is based on questionnaires, which have been processed by computers and evaluated using statistical methods.

Human resources planning apparatus is a system of development of human resource management. With the existence of good planning in managing the human resources of an agency, the expectation is to achieve the goals of the organization/institution with various planned strategies. The Regional Staffing Agency (BKD) of Daerah Istimewa Yogyakarta (DIY) collaborates between national policies and regional policies, especially in staffing affairs if there is a connection with the DIY Specialties business as one of the strategies in addressing the problems between the two. In this study used a qualitative descriptive method. Collection through interviews and data analysis in the form of documents. In this study, the authors explain about the human resource planning apparatus carried out by the Regional Government of DIY in 2017. The result of this research is that The Regional Staffing Agency of DIY  in fulfilling needs, especially in staffing affairs has been well prepared and with a fairly fast process. When an organization requires new employees to complete the government organization, BKD DIY will respond and of course with consideration of employees who are good enough from the aspect of ability and qualifications of employees who are in accordance with the organization or agency need.Keywords: Human Resources Planning, Human Resources Management, Staffing Agency.

This article presents the results of an exploratory study of the use of business intelligence (BI) tools to help to make decisions about human resources management in Portuguese organizations. The purpose of this article is to analyze the effective use of BI tools in integrating reports, analytics, dashboards, and metrics, which impacts on the decision making the process of human resource managers. The methodology approach was quantitative based on the results of a survey to 43 human resource managers and technicians. The data analysis technique was correlation coefficient and regression analysis performed by IBM SPSS software. It was also applied qualitative analysis based on a focus group to identify the impacts of business intelligence on the human resources strategies of Portuguese companies. The findings of this study are that: business intelligence is positively associated with HRM decision-making, and business intelligence will significantly predict HRM decision making. The research also examines the process of the information gathered with BI tools from the human resources information system on the decisions of the human resources managers and that impacts the performance of the organizations. The study also gives indications about the practices and gaps, both in terms of human resources management and in processes related to business intelligence (BI) tools. It points out the different factors that must work together to facilitate effective decision-making. The article is structured as follows: a literature review concerning the use of the business intelligence concept and tools and the link between BI and human resources management, methodology, and the main findings and conclusions.

This study focuses on the importance of financial compensation as an element of total compensation, and its relationship with strategic management. For this, each type of financial compensation has been analyzed, these being fixed, variable and indirect. The results obtained are based on a sample of 92 human resources managers in organizations from different sector. The causal relationship between each of the different types of financial compensation is demonstrated through a model of structural equations, the most intense being that between the strategic direction and the variable rate, followed by the fixed rate and finally the type indirect. In addition, it is demonstrated that there is a significant relationship between the human resources management and the strategic management of the organization, which is of great importance for the development of total compensation strategies as an important tool of the human resources management.
