The main trends in agriculture over the past few years have been export orientation and digitalization. Since 2019, the departmental project “Digital Agriculture” has been implemented. In 2021, a draft order of the government of the Russian Federation “On the Strategic Direction in the Field of Digital Transformation of the Agro-Industrial and Fishery Complex of the Russian Federation until 2030” was developed, which provides for development of a national online platform for promoting the agricultural products and the launch of a modeling and forecasting system for the agro-industrial complex. Currently, the beneficiaries of digitalization are large agricultural holdings and the IT industry (manufacturers of sensors and software developers for machinery and equipment, software companies, fertilizer producers and telecom operators). In order for small and medium-sized farms that do not have sufficient resources for end-to-end digitalization of production and business processes to be able to join the innovation race, it is necessary to look for a format of interaction in which competition and cooperation are organically combined. The article discusses one of such forms of association – clusters; explores their potential role in development of platform network architectures; the similarities and differences of cluster and digital industrial systems are analyzed. It is concluded that the flexibility and openness of cluster structures allows actors to find their functional areas and niches and organically fit into the created digital ecosystem of the agro-industrial complex.

Sport policy is a purposeful activity of various subjects connected with organizing and holding sports competitions. Such activity may be state-organized, administrative, financial, commercial, engineering and construction-related, military, security, professional, corporate, training, entertainment, relatively mass-scale, agent, referee, qualifying, and others. It should be taken into account that, besides officially recognized sports, there are also illegal competitions. Criminological aspects, connected with the possibility of crime, can be found everywhere. All of these leads to the necessity of establishing and developing sport criminology as a component of sport policy. Criminological aspects of sport policy are especially evident in the market conditions. Their analysis is necessary for the optimization of preventive work in the most important areas. The authors single out three such areas: criminal law prevention of crime in sports, enforcement of prevention policy for criminal and criminogenic sports, and counteracting sport extremism. The effectiveness of work in the first area is close to zero because special «sport» criminal law norms are not and will not be enforced. The analysis of the second area leads the authors to the conclusion that it is necessary to intensify the counteraction to criminal sports, primarily, dog fighting and street racing. As for the criminogenic sports, they can be conditionally broken into two categories: those promoting violence and cruelty, and those equipping athletes with the skills interesting for the criminal community (organized criminal groups). The first category includes MMA-type female fights. This disgusting spectacle, broadcast on TV, is absolutely contrary both to the female nature and to the traditional values of peoples of Russia. Such fights should be prohibited in the Russian Federation. The third area requires monitoring to prevent fans’ movements from turning into extremist organizations. The promotion of patriotic feelings among fans should be recognized as a strategic direction in the prevention of sport extremism.

The article analyzes the underlying foundations of Germany’s position regarding the construction of Russia’s Nord Stream 2 pipeline, as well as the impact of this position on the European Union’s joint energy policy and energy security. Against the backdrop of the constantly growing energy consumption both globally and in EU specifically, supplies of energy sources are being increasingly used by exporters as an instrument of political influence. In this context, the Nord Stream-2 pipeline is regarded as such an instrument, primarily by Russia itself. On the other hand, Germany has been supporting the construction of the new Russian pipeline due to the need to ensure uninterrupted supply of cheap natural gas. The latter is of particular significance for the realization of Germany’s long-term energy transformation strategy. However, by sticking to such a position, Germany prioritizes its own political and economic interests over those of EU and individual Member States, which is contrary to one of the main principles of EU’s functioning, i.e., the principle of solidarity. With this in mind, it is reasonable to conclude that Germany is almost single-handedly defining the strategic direction of the entire EU’s energy policy without paying due attention to alternative suppliers and sources.
