This research focuses on the mobilization of the role carried out by the Indonesian Tobacco Farmers Association (APTI) in an effort to improve the welfare of tobacco farmers in Temanggung Regency by using social movement theory with qualitative descriptive methods where primary data is obtained in direct interviews with respondents and sources who have valid and relevant information to find out the actual problems experienced by tobacco farmers especially in  Regency Temanggung. Then the authors use secondary data to strengthen the validity of the data obtained by the researcher. The results of this study illustrate that tobacco control regulations are not entirely for public health but are used as a pretext in the nicotine market share, so far APTI has carried out various ways and strategies so that national-scale regulations can be changed or removed and the implementation of PP 109 in 2012 will not be applied in Temanggung. In addition to tobacco control regulations there are also classes of tobacco farmers in Temanggung so as to give birth to local capitalization and make the tobacco trade chain longer.

The issue of bureaucratic neutrality is a serious problem that continues to recur in implementing local elections (Pilkada) in Indonesia. Reflecting on what happened in the 2015 and 2017 North Sumatra Simultaneous Pilkada, this study aims to revive bureaucratic and political relations. Public services. This study uses a qualitative approach with data obtained through in-depth interviews with bureaucratic apparatus in the local government, The North Sumatera Election Provincial Commission (KPUD), The North Sumatera Election Supervisory Agency (Bawaslu), Independent Monitoring Institutions, Lecturer of Public Administration Universitas Sumatera Utara, observation and documentation. The results of this study emphasize the importance of State Civil Apparatus (ASN) to return to neutrality in increasing public trust in the bureaucracy. The results of this study emphasize the importance of ASN to return to neutrality in improving public confidence trust in the bureaucracy. This article argues for collaborative supervision conducted by various elements of government and society as an alternative strategic step to maintain the neutrality of State Civil Apparatus.

many countries for influencing public sector reform. Government policy has also attracted attention from academia as a modern concept of governance. This study aims to understand issue innovation in government perspective. This study reviewed the literature of an article published in the social sciences through the NVivo analysis tool. This study indicates that the main issues in government innovation are public, actors, politics, policies, and institutions. This study also finds that government innovation can be used for decision making and increasing organizational capacity. In addition, it can also be used to improve democratic institutions and increase organizational. This article contributions is provide new topic concerning government innovation in the future.

The election of a female village head in Lembung Timur is part of the maturity of the village community of Lembung Timur in seeing the meaning of gender equality in village leadership concerning leadership, especially in the decision-making process. Is it true that the appearance of a female village head to lead the village will be part of the better or more effective village leadership, which will lead to the decision-making process? This study aims to describe the role of female village heads in the decision-making process in Lembung Timur village, Lenteng district. The research method uses descriptive qualitative methods by utilizing qualitative data with descriptive elaboration. This study shows that, mainly in the decision-making process, Mrs. Faizah, as the village head in carrying out her role (manifest function), is only limited to the data collection stage. It can be said that Faizah has carried out her manifest function effectively because, from each stage of the decision-making process, she was done independently. The constraints faced are the lack of ability and experience and the occurrence of gender bias. Qualitatively, this study shows that the latent role or function of women's leadership in decision-making is not practical because the latent function performed in each decision-making process is played by Faizah's parents, namely Mr. Abdul Latif. Therefore, it is needed relating to the ability, skill, courage in playing the latent function for female village heads to break the hegemony of decision-making control by Mrs. Faizah's parents.

The Smart Entrepreneur Program is an innovation program from PT. TASPEN (Civil Servant Insurance Savings) is a solution to declining mental and physical health problems and economic problems experienced by retirees when entering retirement. It is because retired State Civil Apparatus (ASN) do not have proper preparation before retiring. Therefore, this program focuses on empowering retired (ASN) so that retirees are more empowered and prosperous and can reduce the possibility of problems when entering retirement. This study uses a qualitative research method with a descriptive approach. In data analysis, researchers used data analysis techniques, according to Creswell. The theory used in this study is the Empowerment theory of Ginanjar Kartasasmita. The research results indicate that the empowerment of ASN through the smart entrepreneurship program conducted by PT. TASPEN  Malang is compatible with the concept of empowerment. In its implementation, three indicators of empowerment are applied: enabling creating conditions that allow for the development of potential retirees, empowering to strengthen the potential of retirees by conducting socialization and training, and finally protecting provided by PT. TASPEN Malang to participants in the smart entrepreneurial program as a form of guarantee given to retirees.

The era of adapting to new habits as a trigger for economic development is expected to generate a sense of public trust to return to travel in the Pandemic Era. This policy also aims to build entrepreneurs' confidence in the tourism sector to survive in the era of adaptation to new habits, given that the (Cleanliness, Health, Safety, and Environmental Sustainability) CHSE certification policy is open to all tourism businesses in Indonesia. The Interesting matter in this research was that researchers could find benchmarks for the success of CHSE policies in Surabaya City through the level of public trust in tourism business actors who have been CHSE certified by the Ministry of Tourism and Creative Economy. The objective of this scientific research is relevant and actual nowadays because it can determine the level of public confidence in the CHSE certification policy in the city of Surabaya. The method used in this research was quantitative with 100 samples. This study shows that the CHSE policy is positively appreciated by the people of the City of Surabaya because it is considered to guarantee public safety in the new normal era. The implementation of the CHSE Certification makes business actors consistent in implementing health protocols so that people feel protected from Covid-19. In the future, this policy still needs to be maintained with strict supervision and enforcement of violations and expanded socialization to reach all tourism actors.

The high disaster risk index in Nganjuk District shows the magnitude of potential casualties and the impact of the emergence of disasters that have occurred. That is because Nganjuk Regency is one area that has a high potential for catastrophic threats with low land and mountain topography, causing several disasters such as floods, landslides, land and forest fires, drought and strong winds / whirlwinds plus still low public knowledge in disaster management. Therefore the Regional Government through the Badan Penanggulangan Bencana Daerah (BPBD) Nganjuk District is implementing the Desa Tangguh Bencana (Destana) program in disaster-prone villages in Nganjuk Regency. Where the Destana program is a community development activity to reduce the risk of existing disasters so that the community is expected to be resilient in the face of disasters. In research using qualitative research methods with a descriptive approach. Data collection techniques used were field observations, in-depth interviews, and documentation. The results of this study indicate that the Destana program established by the BPBD Nganjuk District by developing disaster-prone communities has been able to reduce the risk of existing disasters by forming resilient and independent communities in the face of disasters.

Social media helps deliver information efficiently, Yogyakarta Government used social media to provide information on Yogyakarta’s tourism to society, mainly the local or foreign tourists. This research aims to see the strategy of delivering news of the City of Yogyakarta government to promote the tourism destination during the covid-19 pandemic transition period, using social media account @Jogja/Yogyakarta of City of Yogyakarta government in Twitter. This research used the qualitative approach with application-based used, or (Qualitative Data Analysis Software) the software used in this research is NVivo 12 plus.  In the part of the analysis used NVivo 12 Plus, begin with: (1) capture the data, (2) Import the information, (3) Coding the data, (4) Classification the data, and (5) Display the data.  This research shows that to promote tourism in Yogyakarta City applied with the integrated and consistent, after the Phenomena of Ciovid-19. Strategy to deliver the information focused on attracting the tourist to visit with applied the health protocol strictly, so that cerate the new culture that aims to reduce the spread of Covid-19, by limiting capacity, using Jogja Smart Service in monitoring the number of visitors.

Pela Gandong local wisdom has played a significant role as a media for Ambon conflict resolution. The existence of dialogue and communication based on Pela Gandong culture can bring mutually battling parties to achieve peace. Therefore, the purpose of the study is to describe how SMPN 4 Salahutu Liang Central Maluku with 100% Muslim students also, SMPN 9 Ambon City with 99% of their Christian/Catholic students in implementing Panas Pela of Education as the transmission of Pela Gandong culture as an implementation of the Ambon City Regional Medium-term Development Plan (RPJMD). Panas Pela of education is an assemblage of students with different religions tore-warm the sibling relationship (Pela Gandong). This study uses descriptive qualitative research methods with a case study approach. Data collection is done by participatory observation, literature study, document analysis, and interviews. The results showed that the Panas Pela of Education activity on January 29, 2018, had succeeded in transmitting Pela Gandong culture to students to maintain peace. It can be seen by student’s ability from both schools to blend in with one another without segregation and together celebrate the Panas Pela of Education. It is expected that the field of education implementing Panas Pela of Education sustainably. It will surely be successful because the local wisdom of the Pela Gandong has been integrated into the Ambon City Local Government Medium-term Development Plan (RPJMD).

This research discusses the Covid-19 pandemic and its impact on the female workers economy in Serang City. The Covid-19 pandemic has affected various areas of people's life, including the economy. On the other hand, female workers are among those affected by Covid-19. The theory used in this study is the Cohen economic impact theory which includes the impact on income, the impact on economic activity, and the impact on expenditure. The research method used is qualitative research with a qualitative descriptive approach. Data collection techniques using observation, in-depth interviews, and documentation. This research's informants are the Labor Office of Serang Banten, the Giant Labor Community, and formal female workers. The results showed that the Covid-19 pandemic in Serang City influenced some female workers' economic aspects, such as income, economic activities, and expenditure. This influence is especially for women workers affected, such as female workers at home, who are laid off until their work contract is terminated.
