Citizens' Use of the Internet and Public Service Delivery

This article examines citizens' use of the Internet as a popular feedback mechanism, and argues that it can help improve institutional performance. Specifically, it assesses the relationship between Internet penetration rate and public service delivery across 31 first-level administrative divisions in People's Republic of China from 1997 to 2014. A hierarchical linear modelling was conducted using secondary data released by the National Bureau of Statistics and the China Internet Network Information Centre. The result shows a positive relationship between Internet penetration rate and public service delivery when controlling for GDP per capita and education level. The positive relationship increases over time in general. The implications of Internet use for performance-based legitimacy and its impact on political change (or stability) in the authoritarian context are further discussed.

Chapter 4 is the final chapter in Section 1. It elaborates further on the principles discussed in the three previous chapters. It outlines a number of strategic objectives in the quest for change. The chapter discusses a suggested multi-centricity model that is based upon the five centric pillars mentioned throughout the first four chapters. This multi-centricity model prescribes a number of fundamental principles that should be considered in formulating government ICT strategies. This chapter also examines the latest technology trends to achieve IT-enabled services that are viewed as key to immediate economic development. It also examines the internet of things and communication trends that are seen as the door to the future for public service delivery and a fast way forward for future innovation. The chapter concludes by cautioning governments that failing to make the transition to the new digital environment will likely see them experience significant negative consequences.

Public service reflects the state of the nation and no nation has been able to advance beyond its public service. The need for innovation in the public service therefore cannot be underestimated. It is at the heart of the public service’s efforts to improve performance and productivity. It is important to note that the logic of public service performance is changing profoundly due to innovations. This development paves the way for new forms of interaction and socio-economic composition in social and economic life. This article provides an overview of the on-going service transformation and applies it to public service delivery in West Africa. Our focus is on innovation in public service delivery, which refers to innovations that aim at renewing or improving public service performance. Using secondary data and content analysis, this article examines the phenomenon of low performance in the public service in two West African countries and recommends measures for improvement. The article concludes that innovations in the public sector guarantee survival and improve performance in public service delivery.

This study examines the influence of knowledge management (KM) practices on public service delivery by municipalities in the Eastern Cape province of South Africa. The study sought to determine the factors that have triggered the implementation of KM practices; the effectiveness of KM practices towards public service delivery; and the extent to which KM practices have influenced public service delivery by municipalities in the Eastern Cape province of South Africa. Both quantitative and qualitative methods were employed in this study. Quantitative data were collected through a survey questionnaire administered to a sample of 202 employees at the Raymond Mhlaba Municipality in the Eastern Cape. Qualitative data were collected through observations and interviews of 2 senior managers. The data collected gave a response rate of 72 per cent. The quantitative and qualitative data were analysed descriptively and presented verbatim respectively. The results indicated that the internal and external factors included in this study have contributed to the implementation of KM practices in the municipality. Furthermore, the effective use of KM practices has increased the organisational KM initiative, as well as the provision of services such as electricity, education, transport, and social services by the municipality. The study recommends the establishment of KM awareness and the establishment of an integrated system that will assist in effective knowledge sharing, retention and acquisition across municipalities in the Eastern Cape.

Abstrak: Bagi generasi pasca milenial penggunaan internet sangat akrab tetapi dengan berbagai tujuan penggunaan. Penelitian ini ingin melihat keterkaitan penggunaan internet oleh penduduk yang sedang sekolah untuk kepentingan penyelesaian tugas sekolah di Indonesia untuk mendapatkan hasil belajar yang baik. Analisis berdasarkan data sekunder dari Survei Sosial Ekonomi Nasional tahun 2018. Hanya saja data yang didapatkan tidak simetris dengan adanya pencilan. Regresi kuantil digunakan untuk meminimumkan pengaruh dari pencilan yang ada. Penelitian mendapatkan hasil bahwa terdapat kaitan yang erat antara akses internet dari penduduk yang sedang sekolah dengan penyelesaian tugas sekolah.  Hasil regresi kuantil menunjukkan bahwa proporsi akses internet untuk penyelesaian tugas sekolah berbeda antar golongan proporsi penggunaan internet. Proporsi penggunaan internet yang tinggi akan digunakan untuk penyelesaian tugas sekolah yang lebih tinggi pula. Abstract: For the post millennial generation the use of the internet is very familiar but with various purposes of use. This study wants to look at the relationship between the use of the internet by residents who are currently in school for the sake of completing school work in Indonesia to get good learning outcomes. Analysis based on secondary data from the 2018 National Socio-Economic Survey. It's just that the data obtained is not symmetrical with outliers. Quantile regression is used to minimize the effect of outliers. The study found that there was a close relationship between internet access from residents who were in school and completion of school work. The quantile regression results show that the proportion of internet access for completing school work differs between groups of proportions of internet use. A high proportion of internet use will be used for completing higher school work.

Nordic welfare states are world renowned for providing high quality public services. Nordic municipal and regional authorities, in particular, play a central role in the delivery of key public services in areas, such as, health, education, and social care. However, in recent years, public authorities have faced several challenges which have reduced capacity and resources, including long periods of austerity following the 2008 financial crash, rapid demographic changes caused by an ageing population, and the COVID-19 health crisis. In response to these challenges many public authorities have looked to inter-regional, inter-municipal and cross-border collaborations to improve the quality and effectiveness of public service delivery (OECD 2017; ESPON 2019). Indeed, collaborative public service delivery is becoming increasingly prominent in the Nordic Region due to a highly decentralized systems of governance (Nordregio 20015; Eythorsson 2018).
