Comparing Vocational Skills Development and Workplace Learning in Botswana, South Africa, and Zimbabwe, Which Way to Go?

Provision of vocational skills development (VSD) and workplace learning (WPL) have become paramount in solving socio-economic problems of learner skills-job mismatch, inequality, access, unemployment, and poverty. Workplace learning enhances smooth transition from school to the world of work. The chapter compares vocational skills development and workplace learning provision in Botswana, South Africa, and Zimbabwe. Literature study indicates that the three countries have different models of VSD and policies but have a common vision of imparting skills that can be used for personal and national economic gains. To achieve quality training standards, quality assurance bodies are in place in the three countries responsible to oversee training standards and regulating practices. This is done through registration and accreditation of training institutions, workplaces, programmes, assessors, and moderators and assessment processes up to certification of successful learners. Based on the literature review findings, recommendations are that there is need for cooperation and sharing of best practices between countries to strengthen the provision of vocational skills development and workplace learning. There is need to ensure there is adequately qualified lecturing cadre with both technical and professional qualifications, for school-based training, and trained workplace-based mentors and coaches.

PurposeThe purpose of this research is to investigate sustainable strategies for skills development that is specific to the youth of South Africa. International and South African data are statistically analysed and quantified to provide inputs for the systems dynamics (SD)-based predictive skills model. The skills model simulates the impact of barriers and drivers on youth skills development towards identification of focus areas for improvement.Design/methodology/approachThe research adopts a mixed-methods approach. The study begins with an explorative literature study on skills development, with the findings applied in developing (1) South African specific research instruments for small, medium and micro enterprises (SMMEs) and skills programme grant recipients and (2) a conceptual framework of the SD predictive skills model. The responses to the South African specific instruments are analysed via confirmatory factor analysis (CFA), which quantifies the input coefficients to the system dynamics model. To quantify the global inputs for the SD model, an in-depth literature review of the global skills development initiatives is conducted. The SD model output on skills, for the South African inputs, is comparatively evaluated against global inputs.FindingsThe paper details the results of the literature analysis, instrument analyses, CFA and SD model. The instrument results rank experience, skills and interactions with experts and work-based learning as most important. South African and global learners identify networking as the primary medium for identifying training and employment opportunities. South African and global learners also identify qualifications and work-based experience as key to finding employment. The quantified results of the SA and global analysis are used as inputs in the SD model to deliver a forecasting tool. The SD model finds that the global data provide for better development of the skills base than the South African inputs. The key focus areas identified for improvement in South Africa include networking, work-based experience and a reduction in administrative requirements.Originality/valueThe research's originality resides in the ability to predict the impact of drivers and barriers on skills development. This research sought to transform qualitative global and South African inputs into a consolidated, predictive systems-based model. The SD model can be adopted as an indicator of drivers and barriers focused towards the optimisation of skills development.

Unsubsidised private retirement resorts in South Africa developed during the last three decades present residents with many challenges. There is no existing generally accepted knowledge base or guidelines to serve this sensitive market. The research objective was to establish which elements are experienced by residents of retirement resorts as satisfactory and which as problematic. A literature study was also undertaken. Quantitative as well as qualitative data were obtained by means of structured questionnaires, interviews and a seminar. The results reported pertain to eight resorts in the east of Pretoria, four in Bloemfontein and two in Knysna. The study is currently being extended to other centres. The quantitative data is arranged in order of the priorities set by the biggest group (Pretoria), with the other groups in comparison. So the research was based on the sourcing of quantitative and qualitative data, as well as on descriptive evaluations. The results offer insightful knowledge and guidelines towards establishing an optimal profile for the development of long-term sustainable private retirement resorts. The implications and value of this study are that both developers of retirement resorts and prospective residents are provided with guidelines to better equip them to evaluate a specific retirement resort with regard to the sustainable well- being of residents long-term.

Purpose – The purpose of this paper is to review interlending development in South Africa and current trends in interlending. Design/methodology/approach – Literature study and survey. Findings – Interlending is still an essential service in South Africa. Interlending systems must be used effectively to ensure rapid delivery of requested interlibrary loans. There is a significant use of WorldShare ILL, but there is a scope for substantial development. Research limitations/implications – This is not a comprehensive study but focusses on current interlending activities at some of the larger South African academic and special libraries and the use of Online Computer Library Centre systems. Practical implications – The paper provides some historical information and the extent of current interlending and systems used. Social implications – The paper gives an indication of the value of interlending in South Africa and its contribution to information provision. Originality/value – The paper provides a snapshot of interlending in South Africa and areas for development.

So e-REAL is a cornerstone: developed as workplace learning system in a number of fields (from medical simulation to soft skills development within the continuing education), it’s an ideal solution to root a practical – but not simplicistic - approach for STEM education.</span></strong></span></p>

As global trends are moving more towards social inclusion and green entrepreneurship many countries are changing the way they do business. This has sparked an interest in social entrepreneurship. Although much research has been conducted on this issue, fewer country comparisons are available and these could lead to an improved understanding of the topic. Therefore, the aim of this study was to provide a theoretical analysis of social entrepreneurship comparing Poland and South Africa specifically focusing on the history, challenges, policy, and government support initiatives. The study followed a qualitative approach using document analysis by way of an intensive literature study. Findings indicated that social entrepreneurship is a global phenomenon and although it is of imperative importance as a means to improved social conditions, several barriers and challenges are prevalent. As with traditional for-profit businesses, social enterprises’ main barrier is access to finance.

The short-term insurance industry is a cyclical type of business due to the impact of the continuous market cycle. This cycle has a growth phase, soft market phase, hard market phase and a break-even phase. The objective of the research paper focuses on the improvement of financial decision-making when executives of the short-term insurance industry are managing their business during the various phases of the continuous market cycle. Both a literature study and an empirical survey were necessary to achieve the research objective. The empirical survey included the contributions of the top nine commercial and corporate short-term insurers in South Africa. They represented more than 77% of the total gross written premiums in 2009 and can thus be considered as the leaders of the short-term insurance industry in this country. The conclusions of the study should be valuable to other developing countries with emerging market economies as South Africa is also classified as such. The study focused on the various factors which may cause the continuous market cycle, the problem areas which the executives experience concerning the continuous market cycle, and how often various factors are adjusted by the short-term insurers to account for changes in the continuous market cycle.

Property insurance is the second largest class of short-term insurance in South Africa. As South Africa is a developing country and has an emerging market economy, the conclusions of this paper, which are based on a literature study and an empirical survey, should accordingly also be valuable to short-term insurers in other countries with emerging market economies. The objective of this research paper endeavors to improve financial decision-making relating to the claims handling process of property insurance. It therefore focuses on the insurance of buildings, the contents of buildings, as well as all-risks insurance. After paying attention to the main factors, necessary to contemplate in the claims handling process of each of the three types of subject matter, the applicable problem areas and the effectiveness of the short-term insurers who participate in the empirical survey, are addressed.
