Interfacing Communication and ICTs in a Divisionalised Structure

The quests for sound organizational management and efficient corporate governance have received more impetus in today's business environment. This is because it has been observed especially among large scale enterprises and multinational companies of incidences of wastage of human and material resources, inefficiency and sluggishness in the corporate decision making process at huge cost to the company on one hand and to shareholders on the other. In contemporary corporate setting especially in situations where huge sums are budgeted for information and communication technologies, large scale organisations tend to have more specialisation, departmentalisation, centralization, and regulation than small scale enterprises. Particularly, companies with wide variety of products often give preference to divisionalisation purposely to ensure efficiency and effectiveness in the corporate decision-making process.

Tourism, one of the largest industries in the world, has recorded  consistent  growth  since  the  end  of  Second World  War.  Travel  is  a  key  factor  in  the  process  of tourism, where the tourist is the main player as well as the  ultimate  consumer  of  the  products  and  services offered to him/her. A tourist‟s decision to travel is  by itself a complex process because there are many factors that influence the decision. The New media, which has emerged  in  the  wake  of  tremendous  advancements  in information  and  communication  technologies  is also influencing the decision making process in modern times. Here, an attempt has been done to examine the influence of new media in the various stages of decision making process and the role played by it. A questionnaire based survey was  undertaken  to  conduct  the  study  and  the analysis reveals various kinds of influences of new media.

The use of information technology over the last two decades has been growing in different sectors and industries tackling many issues in the economy and penetrating many aspects of decision-making and organizational development. Information and communication technologies are also seen as a building block that can support socioeconomic development. Therefore, nations around the world have been attempting to capitalize on the capacities of various information and communication technologies to support their planning, development and growth processes. Egypt, as a developing country, attempted since the mid 1980s to invest in its information infrastructure and focus on the development of information and management support systems to leverage the decision making process in the government and the public sector with an emphasis on its local administration using management support systems such as decision support systems and executive information systems for socioeconomic development objectives. Following is the outcome of a research conducted covering the GIDSC project, sponsored by the government, and aiming to leverage the decision making process for governors. This paper is partially based on a research conducted in 2001 by Yosra Gadallah on the use of advanced information systems applications in the decision making process at the public administration level in Egypt.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

Due to the undesirable effects of the gap between citizens to access and use information and communication technologies (ICT), most researchers have been paying much attention to the threat of a digital divide. Unfortunately an amazingly large number of people do not have the abilities to use the ICTs in a proper way and, therefore, cannot draw advantages from its usage. As a result, digital divide is commonly regarded as a potential barrier for participation in the information society. This study measure the digital divide in Saudi Arabia by analyzing the results of a small-scale study conducted at the University KAU, regarding students’ and university members’ perceptions toward the usage of ICT. This analysis measure the digital divide concerning some factors like gender, educational level using a questionnaire. The analysis shows that KAU has no digital divide. Educational change, particularly change involving the adoption of educational innovations, is a complex process. In Malaysia, the significant role of information and communication technologies (ICTs) in promoting digital education is reflected in the national ICT in education policy. Nevertheless, studies in the Malaysian educational context have shown that the policy implementation resulted in varying degrees of success. Through a discourse analysis approach, this paper aims to examine the evaluation studies on large scale initiatives introduced to digitize the Malaysian education system, from the Smart Schools programme to the incorporation of the Frog Virtual Learning Environment in classroom. The rationale behind these top-down initiatives and how they affected the stakeholders at the micro level, namely, teachers and students, are reviewed and analysed. The analysis informs our understanding of the factors that contribute to the successful and unsuccessful implementation of these initiatives and guide the planning of future policies.

Effective decision-making in a virtual environment is becoming increasingly important as more and more organizations introduce virtual teams into their global businesses. Critical thinking is a reflective practice that has been suggested to enhance the quality of group decision-making in organizations (Natale & Ricci, 2006). However, little is known about the value of critical thinking in a virtual team environment and the ways in which it can be promoted. This chapter provides a conceptual model of informed decision-making based on critical thinking. It further outlines how critical thinking can be promoted in virtual teams through an active shift towards a dialogic learning culture, constituted by collaborative communication behaviors, authentic leadership, and the use of social Information and Communication Technologies (ICTs).

Strategic planning is a decisive process toward sustainable development for any organization. Mozambique has developed many tools toward good governance, among which Poverty Alleviation Strategy Paper (PARPA) is an umbrella. PARPA includes different key decisive segments of society, particularly the Information and Communication Technologies (ICTs) as the pool for development. This chapter investigates to what extent e-Governance, particularly the development of strategies based on ICTs, can contribute to minimize the impact of floods at local governments by addressing best practice and decision-making process. The authors address backcasting methodology as an approach to consider in a participatory strategic planning for long-term decision-making processes. They use Chókwe District as a showcase where e-governance has an impact in mitigating and preventing the impact of floods.

Developing the Information and Communication Technologies (ICT) strategy that supports the overall organization's business strategy is critical for generating business value. Recognizing the inadequacy of traditional quantitative cost-benefits analysis for evaluating and managing ICT investments, researchers suggest multi-criteria analysis, integrating quantitative and qualitative modeling. This chapter introduces the Balance Scorecard (BS) decision analysis framework and combines it with Real Options (ROs) analysis, in a qualitative and quantitative perspective, for modeling the business flexibility as well as for evaluating and controlling the ICT investments strategy. The multi-criteria ROs modeling applies to all perspectives of the BS framework providing a holistic decision-making model for ICT business.

Contemporary commerce is completely different as regards features some years ago. Nowadays, a considerable number of individuals and firms take advantage of the information and communication technologies and conduct transactions online. In particular, the mobile industry along with the broad use of social networks and improvements in the internet bandwidth worldwide has created a completely different business environment. Consequently, the technology incited many consumers to cross-border e-shopping, allowing access to a wider variety of products and services, and in numerous circumstances, access to cheaper goods. The purpose of this chapter is to investigate the perceptions internet users have towards e-shops focusing on Greece. More precisely, it aims to find out whether there are contingent differences on customers' perceptions regarding domestic vs. international e-shops, since a gradually augmented number of people have been expressing their preference on non-domestic e-stores for their purchases. Additionally, the chapter intends to shed light on the difficulty in understanding vital aspects of e-consumer behaviour.
