Following a brief consideration of the role of rhetoric in law, science and policy, this chapter explores how rhetorical accounts of new technologies influence the course of legislative, judicial and regulatory decisions. It proposes that such themes have the powerful capacity to determine outcomes and to shape modern concepts of individual as well as societal freedoms and rights.

This chapter summarizes the current state of practice in the application of information technology (IT) for knowledge exchange amongst key health care stakeholders: healthcare consumers, health service providers, and researchers. The objectives are to review the practices that facilitate collaboration amongst stakeholders, the role of new technologies in facilitating exchange of information amongst key stakeholders, and the role of three key stakeholders as creators, consumers, and/or translators of information. The emphasis is on exploring an increasingly collaborative exchange of knowledge online.

Abstract Behavioural science has been effectively used by policy makers in various domains, from health to savings. However, interventions that behavioural scientists typically employ to change behaviour have been at the centre of an ethical debate, given that they include elements of paternalism that have implications for people's freedom of choice. In the present article, we argue that this ethical debate could be resolved in the future through implementation and advancement of new technologies. We propose that several technologies which are currently available and are rapidly evolving (i.e., virtual and augmented reality, social robotics, gamification, self-quantification, and behavioural informatics) have a potential to be integrated with various behavioural interventions in a non-paternalistic way. More specifically, people would decide themselves which behaviours they want to change and select the technologies they want to use for this purpose, and the role of policy makers would be to develop transparent behavioural interventions for these technologies. In that sense, behavioural science would move from libertarian paternalism to liberalism, given that people would freely choose how they want to change, and policy makers would create technological interventions that make this change possible.

Technology assessment (TA) has been evolving as a research-based and anticipatory field of scientific policy-advice for more than fifty years. Its position at the interface between science and policy-making has caused several debates on its adequate roles. Proposals reach from the position of a neutral and distant observer of ongoing developments up to taking an active role in transformation processes fueled by the technological advance, e.g. in favor of sustainable development. In this paper, several role concepts of TA will be discussed against the background of a new framework concept on technology assessment. It will be shown, that TA usually has to take the role of an Honest Broker in assessing new technologies as an umbrella role concept. The specific manifestations of this umbrella role, however, can vary from context to context. The role concept of the Honest Broker serves as an orientation to determine the more specific roles in the tension between assumed neutrality and the obligation to create impact.

Information technology (IT) as a structural factor and instrument transforms the architecture of organizations, business processes, and communication which is increasingly integrated into human resource management (HRM). It is an important part of the human resources work process. IT is designed to support HR professionals at all stages of management. This paper is focused on analyzing how information technology affects the improvement of human resource efficiency. The survey was conducted in private enterprises in Ferizaj, region (Kosovo), through questionnaires. Twenty employees/managers of manufacturing enterprises were surveyed who were well informed about the role of human resources in general and the impact on the efficiency of information technology. The results of the empirical study show that the use of new information technology improves the efficiency of HR and enhances the performance of the enterprise.

<p>Information Technology (IT) as a set of produced ideas is available for individuals and organizations through hardware mechanisms and plays a major role in the development of human resources. In today’s world, IT is the key factor of human development in organizations and communities. Trends and results of the literature review confirm contribution of the IT tools in human resources area i.e. to accomplish assigned human resources tasks by using the source of IT capabilities. In the current era the use of information systems and new technologies, especially IT in organizations and communities is the most important tool to improve efficiency and it will accelerate movement toward this direction. Improper use of it can impose problems to the organization and it also reduces productivity. The aim of this paper is to investigates the impact of IT on the productivity of human recourses and gives a brief overview about possibilities of IT usage in human resources field for measuring and tracking human capital and using the human resources information system generally. The results of this, study revealed that there is significant relationship between use of IT and human resource management functions, also a positive and significant effect of the ICTs on employment rate.</p>

As the upsurge of information continues due to globalization of economies in the wake of fierce competition, the role of information technology becomes more important than ever. The dynamics of business arena requires leaders in the IT industry who are well versed with new technologies as well as at the same time exhibit essential leadership skills that builds trust to ensure success. This paper discusses an empirical research aimed at identifying the antecedents for authentic leadership style for the professional in the IT sector by examining empathy and mindfulness as potential antecedents to authentic leadership. The questionnaire was completed by 250 respondents from the Indian IT sector. Findings reveal that empathy of a leader is significantly related to the development of authentic leadership. However, mindfulness is not related to authentic leadership. The paper identifies empathy as a potential antecedent of authentic leadership that is intended to foster positive organizational outcomes. Intense literature review reflects that only few studies have been conducted focusing on the antecedents of authentic leadership. The study attempts to fill this void.

The limited research on e-Planning in Australia, a perceived slow take up of e-Planning in the New South Wales (NSW) planning system, and the release of a set of e-Planning recommendations as part of a larger planning reform package in November 2007 are the three main reasons for conducting this research. The goal of this paper is to discover the attitudes of planners in the NSW planning system toward Information Technology, and secondly, what the planners understanding of the e-Planning recommendations are. An online survey of 171 planning staff working in NSW local government was conducted during August and September 2008. The survey results confirmed that planners in the NSW planning system are using a wide variety of IT applications, and that although there are frustrations, their attitude is supportive of using IT in their workplace. Participants also demonstrated a strong understanding of the e-Planning recommendations with insightful additional comments collected about the advantages of e-Planning tools and the wider implications for the planning system. Overall, this research has investigated the attitude of planners and found them to be supportive and understanding of the new technologies that are largely yet to be implemented in their workplaces.

This chapter presents an approach to the strategic role of new technologies, like tablets and cloud computing, and the impact on the business environment. It discusses the importance of companies to understand and use these new technologies in their various organizational processes, always looking for the strategic alignment of information technology with organizational strategy. The chapter also discusses the contribution of information technology to the information systems of companies, through the resources and solutions available today, such as tablets and cloud computing. The research method is the survey conducted in firms located in an industrial Brazilian shoe industry.
