Development of a Task Model for the Analysis and Retrieval of Statistical Data

Author(s):
Peter N. Hyland

This chapter explores the task of retrieving and analysing statistical data from external sources, such as national statistical agencies, government departments, the World Bank, etc. Although external statistical data (ESD) is widely used in planning, decision-making and project evaluation, the process of gathering and analysing such data is poorly understood. This chapter describes the usability testing of a prototype Statistical Information System (SIS) and uses the data gathered during that testing to develop an initial task model for retrieving and analysing ESD. The proposed task model would be useful in the development of improved Statistical Information Systems, particularly those intended for use by casual or ad hoc users.

Abstract The World Bank Administrative Tribunal has begun its second quarter-century with a jurisprudential flowering of extraordinary proportions. Mr. Hansen’s study, which builds on his earlier 25-year retrospective, comprehensively surveys the Tribunal’s numerous doctrinal developments during this time. In this article, which is part one of two, Mr. Hansen revisits two of the four subjects explored in his retrospective: (i) the roles of the contract of employment, Bank rules, international treaties and national laws in the composition of the pactum established between a staff member and the Bank; and (ii) the development of binding custom from the practices of the Bank, other institutions and national governments. The third and fourth subjects, which deal with the Tribunal’s use of general legal principles and precedents drawn from international and domestic tribunals, shall be handled in the forthcoming second part of this study. Extensively footnoted, Mr. Hansen’s study is intended for both academics and practitioners specializing in international administrative law and comparative international jurisprudence.

Recent development challenges highlight a pressing need to re-evaluate whether the post-World War II behemoths of multilateral development finance are up to the tasks being demanded of them today. The institutions that dominate the current order, the United Nations (“UN”) and the World Bank, are undergoing a crisis of confidence as the world’s development aid donors engage in an ongoing quest to find alternatives to them. This quest takes the form of setting up numerous funds narrowly tailored to finance specific, narrowly-defined needs. Examples of these funds include the Global Environment Trust Fund (GEF) and the Global Fund to Fight HIV Aids, Malaria and Tuberculosis. The Climate Change Fund, proposed in the December 2009 Copenhagen Accord (and recently renamed the Green Climate Fund), is poised to follow this approach. This ad hoc special purpose fund approach lacks a coherent, unifying vision of how to meet today’s development challenges. The funds that have been created fill a need but suffer from several deficits, ranging from governance gaps and lacunae in accountability, to high transaction costs and uncertain status in the international political and legal order. These deficits generate new risks and costs for the international aid architecture. In this Article, I argue that the time has come to re-design the interrelationship between these special purpose funds and the UN and the World Bank so that these funds can operate in sync with these institutions rather than as bypasses of them.

With the slowdown of global economic growth, how to stimulate economic growth has become a hot topic in recent years. The “Belt and Road (B&R) Initiative,” as a newly proposed global economic stimulus plan, has attracted widespread attention from scholars. In this study, the research used the propensity score matching difference in difference (PSM-DID) method to evaluate whether the “B&R” Initiative has promoted the economic growth of the countries along the route. Objectively assessing the effect of its implementation is not only important for its completion and improvement in the future but also to verify whether the “B&R” Initiative promotes economic growth in participating countries. A logistic regression is constructed using the statistical data obtained by the World Bank on 110 countries from 2011 to 2016. The results show that the “B&R” Initiative has effectively promoted the rapid growth of the GDP of participating countries but the improvement of per capita GDP growth is not significant. Through the analysis of the selected variables, corresponding policy recommendations are proposed. Moreover, objective proofs are provided to encourage all the countries in the world to participate in the “B&R” Initiative.

Currently global economic characterized such trends as increased geopolitical tensions and the expansion of the protectionist measures in the regulation of trade by the world biggest economies. An additional factor that seriously slowed down the global economy growth was the COVID-19 pandemic.  These  crisis  effects  provide  opportunities  for  re-engineering the structure of global value chains and development Russian foreign trade. Based on the statistical data contained in the ratings and reports periodically published by the World Bank, the Organization for Economic Cooperation  and  Development,  the  International  Institute  for  Management  Development,  the author identified the main problem areas that impede the conduct of foreign economic activity in Russia as well as barriers of the cross-border movement of goods. The integrated trade facilitation index for Russia was calculated having regard of above mentioned problem areas and barriers. The  index  characterizes  the  state  of  identified  problem  areas  and  barriers in relation to 121  countries.  The  main  directions  of  trade  facilitation  to  stimulate  foreign  trade  and  the integration of Russian manufacturers into the global value chains are proposed based on the factor analysis carried out on the basis of the integrated trade facilitation index variables.

The aim of this scientific paper is to highlight the effective role of women working in economic development, especially those working in the entrepreneurial sector, which we see as encouraging at the macro-economic level and at the personal level, by highlighting their potential to help them enter the private labour market, value them and empower their role in the economic arena in order to win this bet to become productive and effective workers at all levels. Through this paper, we will try to highlight the role of Algerian women's contribution to economic development through access to the world of entrepreneurship, and we will also try to find statistics on their success levels at the local and international levels. To achieve our desired goals, we used the statistical approach by analysing some of the statistical data available to us from the World Bank and some important and specialized databases on the same subject. The scientific authenticity of our research paper is highlighted by the added value we have achieved and the results achieved, where the most notable result was that the work of contracting is an achievement that pushes women to achieve economic savings and exceed the threshold of happiness through their ability and self-realization.

Russian political–economic development since the early 1990s has been described as one of initial liberalization and subsequent re-etatization a decade later. Our paper critically builds upon this view, systematically adding patrimonialism as third dimension and conceptualizing Russia's trajectory as varying with respect to ideal–typical liberalism, statism and patrimonialism. We argue that Russian patrimonialism hindered the rise of the economically facilitating state capacity and undermined both liberalization in the 1990s and re-etatization in the 2000s. Furthermore, we add a comparative BRICs perspective that clarifies the peculiarity of Russia's development based on statistical data from the World Bank, the OECD and Heritage Foundation. The data confirm the de-liberalization of Russia and show an increase of patrimonialism. Another finding is that Russia was the only BRIC country that de-liberalized and increased its level of patrimonialism in the period under consideration.

The paper is devoted to the analysis of failures, characteristic of the activities of Bretton-Woods institutions in Georgia after 2004. Their experts systematically overlooked the existence of non-budgetary accounts, violation of property rights, restriction of competition, manipulations with statistical data, weakening of the National Bank of Georgia, unnecessary issue of Eurobonds, poor tax policy etc. The case of Georgia may prove the necessity of reforming international financial institutions.

AbstractThe jurisprudence of the World Bank Administrative Tribunal has grown and evolved dramatically over its first quarter-century. Mr. Hansen's study comprehensively surveys the numerous doctrinal contributions provided by external sources during this time. Organized under rubrics suggested by Article 38 of the Statute of the International Court of Justice, which sets out that Court's sources of law, Mr. Hansen's study reviews: (i) the roles of the contract of employment, Bank rules, international treaties and national laws in the composition of the pactum established between a staff member and the Bank; (ii) the development of binding custom from the practices of the Bank, other institutions and national governments; (iii) the Tribunal's use of general legal principles drawn from other legal systems; and (iv) the Tribunal's use of international and domestic tribunal precedents. Extensively footnoted, Mr. Hansen's study is intended for both academics and practitioners specializing in international administrative law and dispute settlement.
