As planners and decision-makers experiment with information and communication technologies (ICTs), it’s important to explore and analyze these attempts in different planning systems and contexts. The aim of the article is to compare the use of and aspirations attached to e-planning in Helsinki, Finland and Sydney, Australia. This comparison will highlight the interrelationship between planning context and its amenability to an e-planning approach and shows there are shared themes in both cases: firstly, the complexity involved in reconciling the aims of the e-planning experiments and their connection to the planning process itself (roles, objectives, implementation of tools and processes). Secondly, the way that e-planning opens up cracks in the façade of administration, and thirdly, the ways in which e-planning provides possibilities to reshape existing planning procedures. The authors argue that the different planning and governance contexts affect the adoption of e-planning and this adoption is necessarily a selective process.

This chapter analyses the Information and Communication Technologies (hereafter referred to as ICT) phenomenon, the opportunities it offers, the potential problems, and the relationship with local policies. It moves on the actions needed to develop, within the Agenda 21 process, a framework able to define some fundamental features for a new spatial theory in the information age, which will eventually consider Information and Communication Technology not just a simple tool, but a crucial aspect of a sustainable policy, capable, if well addressed, to mitigate various current or emerging territorial challenges such as literacy and education, public participation in the planning process, social and geographical divide, institutional transparency, etc.. This chapter will illustrate a framework able to assist politicians and planners in planning a sustainable development through ICT.

Green ICT can be considered as the adoption of eco-friendly processes by an organization in its practice of Information and Communication Technologies. The last decade, in particular, has seen profound awareness on the part of individuals as well as organizations in adopting such processes that are environmentally friendly. While automation and related computing activities continue to lead to exponential use of energy quotient, Green ICT continues to chip away at the ‘resigned‘ views of the decision makers to their environmental responsibilities. It is vital today to understand the increasing importance and the context provided by ICT in helping prove the green credentials of an organization. ICT operates at systems and applications level; at the end-user level through the desktops and printers; and at the enterprise level through its data centers, servers and other infrastructure. Green ICT is all about optimization and improvement of the organization’s operational processes without hindering its progress in use of technology. This chapter discusses the context provided by ICT in helping an organization to prove its green credentials. The issues discussed in this chapter include hardware and software implementations, infrastructures, attitudes and policies of decision makers, and how they influence global warming. Therefore, it includes carbon emissions, and the use of software applications in measuring and reporting carbon emissions.

In this chapter the authors introduce the digital-divide concept to the reader, bring its different definitions, and describe the short history of the problem. The basic figures and facts, which characterize the information and communication technologies’ usage in different countries and regions, are given as well. Also, basic indicators that allow the monitoring of the country’s advancement on the way to bridging the digital divide are stated. The main purpose for the authors was to show that the digital divide is not only (and not as much) a technical problem, but rather a social and political one. Hence, the approaches to this problem decision, both in the world community as a whole and in separate countries, are described.

This chapter explores the factors impacting small to medium-sized enterprises’ (SMEs) adoption of broadband. It argues that information and communication technologies (ICTs) are highly differentiated technologies for which there is not necessarily a single adoption model. While most large European companies are connected to broadband, SMEs’ connectivity is lagging behind. The question of why one SME adopts broadband while the other does not is still understudied. Therefore, the purpose of this chapter is to fill this gap by investigating the technological, organizational, and environmental factors impacting SMEs’ adoption of broadband. This chapter starts by highlighting the importance of ICT innovations adoption in general and broadband in particular. Based on the ICT innovations adoption literature, SMEs’ broadband adoption framework will be developed and empirically validated involving nine SMEs’ key decision makers in the northwest of England. Finally, implications for researchers, practitioners, ICTs’ vendors, and policy makers will be discussed.

The term digital governance refers to governance processes in which information and communication technologies (ICT) play a significant role. Digital governance uses ICT to induce changes in the delivery and standards of governance services and, more importantly, in the way citizens interact and participate in the governance sphere. The role played by ICT could be wide ranging: in delivery and standards of governance services, to how people access such services, and the participation of people in the governance sphere (Digital governance.org Initiative, n.d.). Digital governance is not just another facet of governance or one more interface between citizens and government. Digital governance is a whole new opportunity, creating immense possibilities between citizens and government by redefining vision and the scope of the entire gamut of relationships (Bedi, Singh, & Srivastava, 2001). Two fundamental anchors of digital governance are local knowledge communities and citizen-centric governance.

Citizens' participation is a form of democracy in which citizens are part of the decision-making process with regard to the development of their society. In today's emergence of Information and Communication Technologies, citizens can participate in these processes by submitting inputs through digital media such as social media platforms or dedicated websites. From these different means, a high quantity of data, of different forms (text, image, video), can be generated. This data needs to be processed in order to extract valuable data that can be used by a city's decision-makers. This paper presents natural language processing techniques to extract valuable information from comments posted by citizens. It applies the Latent Semantic Analysis on a corpus of citizens' comments to automatically identify the subjects that were raised by citizens.

The rapid and persistent improvement in the performance and cost of Information and Communication Technologies (ICTs) with respect to their capabilities for capturing, processing, displaying, communicating and storing information provide abundant opportunities. This paper aims to explain the causes and effects of the phenomenon in which manufacturing firms integrate ICTs in their established manufacturing products. The study of this phenomenon is based on structured interviews with executives of 37 large Swedish manufacturing firms. The results show that the phenomenon is wide-spread among manufacturing firms, that the number of products that integrate ICTs is growing relative to firms' total product portfolios, and that the revenues from these products are increasing. Competition is a significant reason why firms integrate ICTs into their goods, but firms also want to reap the rewards of the value provided. Important here is that firms often find it necessary to transform aspects of the way they do business (business model) in order to create a better fit between activities that create value for their customers and activities that produce profits for themselves. They also try to find innovative ways to be rewarded for the value they deliver, mainly based on the provision of services.
