New coronavirus infection is accompanied by high mortality and socio-economic losses in the world community. Despite the continuous process of including new medication with antiviral and anti-inflammatory effects in the disease treatment, the development of complications, primarily of hypoxic origin, and mortality remain high.The aim of the study is to evaluate the effect of the use of thermal oxygen-helium mixture in the therapy on the rate of regression of clinical and laboratory signs of inflammation, as well as the length of patient hospital stay.Material and methods. 59 patient medical records with moderate and severe disease were analyzed. The article summarizes experience of patient management with COVID-19-associated pneumonia who are treated with or without the use of thermal oxygen-helium mixture in one of intensive care units in multi-filed hospital.Results and discussion. It has been proven that the use of a thermal oxygen-helium mixture in the SARS-CoV-2 pneumonia treatment is effective.

Climate change and the accompanying social risks have already become one of the main problems of the world community. An increase in the frequency and duration of natural disasters (floods, typhoons, mudflows, etc.) lead to significant loss of life. Heat waves have caused excess mortality among the urban population, especially among Russian megacities. WHO initiated the development of national adaptation plans, and Russia has accumulated some experience in developing a regional action plan using the example of the Arkhangelsk region. and a local plan in Moscow. The National Adaptation Plan of the Russian Federation provides for the participation of the Ministry of Health, but there is no intersectoral interaction, the best practices of other countries have not been sufficiently studied.

Corona Virus Disease-19 (COVID-19) began to spread to various parts of the world since December 2019, which was first discovered in Wuhan, China. Of course this has brought great disaster to 216 countries in the world, because no country is immune to this virus and the epidemic has spread to various continents and attacked many aspects of the world community. Distressing conditions like this require the state to play a stronger role by providing better service protection. In addition, conditions like this raise big questions about how countries in the world deal with this. In the midst of the COcVID-19 pandemic, many scientists are racing to quickly find an effective vaccine to fight this virus. An example of one that succeeded is the discovery of Sinovac or called CoronaVac, where this vaccine is the result of research from Sinovac Biotech Co. which is a biopharmaceutical company focused on research, development, manufacture and commercialization of vaccines, and the company is based in Beijing, China. Seeing the COVID-19 pandemic that is increasingly paying attention, especially in developing countries, many countries are pressing for the temporary waiver of COVID-19 vaccine patents during this crisis. The reason is none other than so that production can be accelerated so that it is expected to be able to handle the COVID-19 pandemic. Of course this raises a polemic between developed countries and developing countries where there are two different interests, one country protects its investors and the other one protects its people. From this we can see that COVID-19 leaves a lot of room for its own problems.

This article presents theoretical and practical aspects of the use of modern technologies to promote the rights of persons with disabilities as participants in criminal proceedings. In this context, modern technologies are considered as means of compensatory nature. These technologies help persons with disabilities to become active participants in criminal procedural legal relations and independently exercise their rights and perform duties in the field of criminal proceedings. Through the use of modern technologies, persons with disabilities can level their position in relation to other participants in criminal proceedings who are active subjects of criminal procedural legal relations, and can independently exercise their rights and perform their duties. This is part of the compensatory approach that should be implemented in criminal proceedings in order to compensate persons with disabilities for the restrictions that they have due to circumstances beyond their control. The social vulnerability of individual members of society should be compensated by the state in the person of the legislator and further implemented by state bodies such as law enforcement officers. This is the essence of the compensatory approach. One can note the importance of this approach for observing human rights and building the rule of law and a welfare state in countries that view themselves as democratic. This is also important for improving the quality of international legal acts that introduce a standard for all States, members of the world community. In this connection, it is proposed to develop at the international level the direction of using the achievements of modern science and technology as means of compensatory nature, to equalize the legal status of persons with disabilities participating in criminal proceedings. As a general conclusion, a proposal is made to extend the compensatory approach not only to the field of criminal procedure, but also to the entire legal sphere, both in the norms of international law and national legislation.

The modern world community is concerned about the search for humane, non-forceful methods for solving hybrid conflicts that characterize the system of international relations of the 21st century. That is why the concept of preventive diplomacy has become popular and in demand. The conflict in the East of Ukraine has shown that this concept has some flaws in terms of its implementation in practice. Using the historical method, the key means of implementing preventive diplomacy are revealed. The article analyzes examples of the use of preventive diplomacy methods for solving conflicts in Europe by the Organization for Security and Cooperation in Europe. The authors used the method of comparative analysis to compare examples of implementation of the principles of preventive diplomacy by different international players. Attention is drawn to the fact that excessive caution of the OSCE and unwillingness to call Russia a participant in the conflict and even more, so an aggressor country led to skepticism about the organization itself in Ukraine.

In the present article the authors substantiate the following thesis: in the context of real polycentrism and increased confrontation between the states with liberal system of values and the states that defend real sovereignty and non-interference in internal affairs of aid-recipient states through a variety of development assistance tools, exceptionally "soft power" can become an effective mechanism of creating conditions for sustainable development of the world community as a whole. In preparing the study the authors applied the methods of historicism and comparative analysis of approaches to the policy of realizing the "soft power" goals.

The securities market is the most important instrument for financing and developing the economy of any state, including Kazakhstan. The main problem is to attract investments for enterprises in all sectors of the economy, as well as to ensure that enterprises have access to cheaper equity than bank loans. Purpose to identify the main trends in the development of the domestic securities market, to assess the level of its profitability. The article emphasizes the role of the securities market as the most important mechanism for the redistribution of funds between sectors of the economy. The securities market, as an integral part of the financial market, is gaining especially growing importance in the economy of Kazakhstan, as well as in the economy of the entire world community. When writing the article, traditional methods (comparison, description, and measurement), general logical methods and research techniques (analysis, generalization, etc.) were used. The article discusses the main theoretical approaches to determining the essence of the analyzed concept, attempts are made to formulate the main problems in the securities market, presents the results of the analysis of data characterizing the current state of the stock market of Kazakhstan. In essence, the securities market is a macroeconomic regulator of the state, through which opportunities are created to attract foreign and domestic capital. Thus, the securities market as an effective tool for attracting capital contributes to solving socio-economic problems. The author notes that the main theories about the state of the stock market are characterized by a superficial approach, as evidenced by the fact that none of them considers the internal structure of the stock market, which is the main tool for determining the patterns of changes in the value of financial instruments. It should also be noted that the choice of theory depends entirely on the perception and opinion of the relevant analyst. Singling out one theory as the only and most acceptable one would be wrong.

2021 year has become time for drawing the bottom line under the achievements in the field of culture and science for 30 years of independence of Kazakhstan. The high level of modern cultural potential, rich cultural heritage have become one of the leading factors in the formation of a positive image of Kazakhstan as a country with a distinctive culture and spiritual traditions that go deep into history. Creative personalities, public policy and private organizations contribute to the development and promotion of Kazakhstan’s art in the world, which invariably arouses interest of the world community. However, a problem of the popularization of Kazakh music, art, film and theater art is still relevant. In addition to examples of achievements and successful cases of Kazakhstan’s culture, in this article the authors try to consider the problem from the point of view of management in culture and show importance of the position of an art manager in the modern world of arts. To implement this issue, the authors studied publications on the achievements of various types of arts in recent years and also took into account reaction of domestic and foreign audiences to cultural products and projects from this area. This article lists specific achievements in the field of academic art. As the analysis of publications on this topic has shown, most of them were implemented by cultural figures in the last decade of independence of the republic. At the forefront is the question of the consistency and well-coordinated interaction of cultural management with the creative component of the academic sphere of art in Kazakhstan. And the most striking examples of successful cases of such interaction are given as well. This study has analytical value and can be presented at seminars and conferences as a demonstration of examples of achievements for reporting presentations in the year of the celebration of the thirtieth anniversary of Kazakhstan's independence.

The modern climate agenda requires tremendous efforts from all market participants, including in terms of improving management mechanisms. It is important to have a working toolkit available that can fulfill the interests of all participants. In this regard, the stock market comes to the fore, which is acquiring special significance today. The emergence of green bonds, as well as other methods of hedging risks using stock market instruments, is becoming an integral part of the ESG agenda. In recent years, the world community has been trying to focus its efforts as much as possible on achieving the principles of sustainable development through the stock market. In these conditions, the existence of well-developed mechanisms for regulating the issue and circulation of financial instruments that contribute to solving climatic and social problems becomes a rather important aspect. The article discusses the features of the use of green and social bonds. The contradictions and systemic shortcomings that hinder the process of introducing «green» financial products have been identified. The experience of Russian and foreign financial institutions in the field of responsible investment has been studied. The author also analyzed the regulatory practice and formulated proposals to ensure the consistency of interests of the participants in the process. The paper gives recommendations in terms of synchronizing work on the formation of ESG-ratings, and also substantiates the importance of the management component in the sustainable development system.
