International E-Customs Standardization from the Perspective of a Global Company

This paper addresses international e-Customs standardization from the perspective of a global dairy company who faces the result of the standardization efforts. International trade stands in front of a paradox of increasing security and control in order to meet threats from terrorist, diseases and other risks while at the same time lower the administrative burden for traders in order to stay competitive. To solve this seemingly impossible equation national customs and regional economic organizations are seeking to establish a standardized solution for digital reporting of customs data. However, standardization has proven hard to achieve in the socio-technical e-Customs solution. The author identifies and describes what has to be harmonized in order for a global company should perceive e-Customs as standardized. In doing so the author contributes towards an improved understanding of the challenges associated with using a standardization mechanism for harmonizing socio-technical information systems.

This study proposes a management model by business processes for science parks based on the premises and concept of enterprise architecture (EA). The model offers integrating business processes with activities and information that can be generated by adopting customized information systems to meet the science parks’ needs. The proposed model’s main contributions included EA as a means for shaping and enabling reconfiguration through descriptions of the structures of business processes and information systems that connect these structures, forming business and information architecture frameworks. In association with these frameworks, the managers need to define a coherent set of patterns, policies, procedures, and principles that sustain the business processes integrated with the information systems. As a result of the study, this model can help management execute and control activities related to business processes in the parks through interaction and alignment with the information system intended to facilitate the execution. The model will also lead to greater agility and efficiency in these business processes, considering their specific nature and the relationship with the parks’ actors. As a practical contribution, knowledge of these processes aids the management of the parks in their drive for a competitive advantage by maintaining and developing their management models.

AbstractPotato is an important food security crop in Kenya. High prevalence of potato viruses is one of the major causes of low potato yields. Implementation of effective virus management strategies requires information on farmers’ perceptions and practices on virus epidemiology and control. To better understand farmers’ knowledge and practices in virus control and set possible pathways for intervention, a household survey involving 147 respondents was conducted in two major potato-growing regions in Kenya. Lack of sufficient technical information on potato virus symptoms, vectors and modes of transmission was found to be the major hindrance to farmers’ efforts towards virus control. A spider diagram approach was therefore used to determine the aspect of virus control that required the highest prioritization for immediate intervention by policy makers. Use of virus-resistant cultivars was found to require the most urgent attention compared to other aspects of virus control and was expected to have greater impact in lowering virus prevalence. This study showed that enhancing farmer knowledge needs to be prioritised as this is a key determinant of the success of the virus control strategy to be selected for implementation.

Motivation: There is a paradox at the heart of informatics where practical implementation generally fails to understand the socio-technical impact of novel technologies and disruptive innovation when adopted in ‘real-world’ systems. This phenomenon, termed technological determinism, is manifested in a time-lag between the adoption of novel technologies and an understanding of the underlying theory which develops following research into their adoption. Methods: We consider informatics theory as it relates to: social informatics and how humans’ function in society, the relationship between society and technology, information systems, information systems design, and human–computer interactions. The challenges posed by novel technologies and disruptive innovation are considered as they relate to information systems and information systems design. Open research questions with directions for future research are discussed with an introduction to and our proposed approach to socio-technical information system design. Significance: We conclude that the adoption of disruptive innovation presents both opportunities and threats for all stakeholders in computerised systems. However, determinism is a topic requiring research to generate a suitable level of understanding and technological determinism remains a significant challenge.

Agricultural cooperatives are economic organizations that arise due to market failures and that adopt relevant roles in the organization of producers in different countries around the world. Research on the corporate governance of these organizations is abundant due the peculiarities of their structure and property rights. In Brazil, studies in this area are infrequent and in need of furtherexplanation. The aims of the present study were to identify and characterize the incentive mechanisms (remuneration) used by agricultural cooperatives and, in addition, to determine if they have an effect on the president’s longevity in office in agricultural cooperatives. The study was conducted by considering the different models of corporate governance and analyzing a sample of cooperatives from the State of São Paulo. The methodology asked for access to the bylaws, Minutes of general assembly s (MoGA) and registration forms, available for download on the website of the CommercialCouncil of the State of Sao Paulo (JUCESP). The sample consisted of data from 49 agricultural cooperatives. The results indicate that larger cooperatives tend to develop governance structures that separate ownership and control. Moreover, these organizations have the best-paid presidents.In general, apparently there is a positive relationship between entrenchment and remuneration and company size. These exploratory results identify interesting elements for further researchon cooperative governance. However, the methodological challenges for determining causalitymust be overcome by research designed to demonstrate the effect of remuneration on entrenchmentof the president and its effect on the performance of the cooperative.
