In this paper, we first introduce the characteristic and the comparison of H.320 system and H.323 system in video frequency conference system, expound the unique merit of video frequency conference system based on H.320/H.323 double agreement design in application, then describe with emphasis a typical principle and method of H.320/H.323 double agreement adapter design in video frequency conference system.

In order to solve the practical technology problems in the field of public video monitoring system engineering, in this paper, a real-time video transmission rate adaptive control programming in public video monitoring system is introduced. The system can monitor network congestion status according to the parameters such as network transmission time, transmission delay and data packet loss rate, and dynamically adjust the output rate of the video transmitter according to a certain algorithm of adaptive control of transmission rate, it has certain robustness, and improved the quality of video output. Experimental test results show that the contrast effect is better in reducing video packet loss rate, improving network bandwidth utilization or avoiding network congestion.

This paper intends to explain the development of Coastal Video Monitoring System (CoViMoS) with the main characteristics including low-cost and easy implementation. CoViMoS characteristics have been realized using the device IP camera for video image acquisition, and development of software applications with the main features including detection of shoreline and it changes are automatically. This capability was based on segmentation and classification techniques based on data mining. Detection of shoreline is done by segmenting a video image of the beach, to get a cluster of objects, namely land, sea and sky, using Self Organizing Map (SOM) algorithms. The mechanism of classification is done using K-Nearest Neighbor (K-NN) algorithms to provide the class labels to objects that have been generated on the segmentation process. Furthermore, the classification of land used as a reference object in the detection of costline. Implementation CoViMoS system for monitoring systems in Cucukan Beach, Gianyar regency, have shown that the developed system is able to detect the shoreline and its changes automatically.

Design of a monitoring system based on virtual instrument technology for a simple bridge. This paper discusses the bridge monitoring system structure, software and hardware. The system can realize functions such as data acquisition, real-time data display, online analysis, offline analysis, data management and so on. Therefore, the monitoring system can be applied to a variety of bridges. The presented monitoring system has an important guidance meaning and practical value for bridge monitoring.
