According to characteristics about the agricultural water, agricultural water level assessment index system was structured, and Analytic Hierarchy Process was used to determine the importance of each hierarchy in the system. The fuzzy scheme optimum method which was adopted to assess the agriculture system utilization water level. So the fuzzy problems about how to use mathematic method to analyse and deal with the agricultural water assessment were solved to a certain extent. The final result of the example indicated that fuzzy comprehension assessment method could reflect utilization water characteristic in different areas and also showed that the method is correct and practical.

According to characteristics about the ecosystem water,the ecosystem water level assessment index system is structured. We put forward Fuzzy Statistics method to quantify the qualitative indexes in the system, using Analytic Hierarchy Process(AHP) to determine the weight of each hierarchy in the system, adopting Fuzzy Preference Process(FPP) to assess the ecosystem water level. The final conclusion of the example indicates that fuzzy comprehension assessment method can reflect utilization water characteristic in different areas and make reasonable comprehension assessment, also show that the method is practical.

Assessment index system for safety capability of mine team leaders is established to assess their safety capability accurately, after defining its concept. The system is comprised of two layers, with 5 indexes in the first-layer and 14 indexes in the second-layer. Furthermore, the relative weights of indexes are determined by analytic hierarchy process (AHP). The grey relational assessment model for safety capability of mine team leader is constructed based on the indexes system. The safety capability of 4 mine team leaders are assessed by the model, according to the sequences in their safety capabilities. Assessment for safety capability based on AHP and GRA could be a tool for evaluation and decision-making in mining enterprises.

The concrete assessment index of cheese dyeing enterprises’ cleaner production is filtered out by the classic Delphi method (Delphi) of expert evaluation. According to the characteristic of Analytic Hierarchy Process (AHP),we have identified the different levels. Finally, assessment index system was established and the weight of each index and standard value were also determined. The cleaner production level can be evaluated eventually more intuitively. So it can provide the technical support and guidance for cleaner production assessment of Cheese Dyeing Enterprises and realize a sustainable development of this kind of enterprises.

The durability of lightweight cellular concrete (LCC) and the corresponding assessment method are studied in this paper to improve the utilization of LCC in subgrade construction engineering. The durability assessment method is established by combining the analytic hierarchy process (AHP) with fuzzy comprehensive evaluation (FCE). The main assessment processes are as follows. Firstly, based on the physical and mechanical properties of LCC, the influencing factors are selected in terms of preliminary design, construction technology, and operation and management after completion of construction. The grading standard of influencing factors is established as well. Secondly, a multilevel assessment model with targets level, criteria level, and indexes level is established. AHP determines the effective weight of the lower level relative to the upper level. The consistency check of the judgment matrix is conducted to prove the rationality of the distribution of influencing factors’ effect weight. Thirdly, the membership function which is suitable for each influencing factor is built to calculate the membership degree. Besides, the practicality and reliability of AHP combined with FCE are demonstrated through a practical engineering case, which is the third section of a highway in Guangdong Province, China.

It is found that the traditional BDA methods are not appropriate the system target BDA. A new method of the system target BDA is proposed in this paper. Firstly, based on Hierarchy Analysis Method (AHP), the system target function index system is set up. Secondly, the step of system target function damage assessment method is analyzed and proposed based on Fuzzy Analytic Hierarchy Process (FAHP). Finally, an example of air base damage assessment is given to verify the validity and availability of the proposed method.

To facilitate water management and efficient utilization of water resources, the allocation of water rights to individual industries must be underpinned by a rational and defensible process. This study aimed to develop an improved fuzzy analytic hierarchy process method of allocating water rights to different industries and focused on Qing’an County, northeast China as a case study. An evaluation index system for allocation of initial water rights was established, and incorporated physiographic, societal, economic, and ecological criteria. The system classifies four categories of second-level indices, 14 third-level indices, and 30 fourth-level indices. The order of priority of the evaluation index was determined and the total weight of initial water rights for different industries was calculated using the fuzzy analytic hierarchy process method. Results showed that the indices for the allocation of initial water rights ranked in descending order of their total weights coefficient were: (1) agricultural water rights: 0.9508; (2) residential water rights: 0.0240; (3) water rights for non-agricultural production: 0.0173; (4) environmental water rights: 0.0078. Agricultural water consumption accounted for the largest proportion of total water because the study area is a major grain production area. The study provides a theoretical basis for the allocation of water rights and water rights trading in northeast China.
